Gujarat Govt Assigns Additional Charges to IAS Officers Suthar Raj Rameshchandra and K P Joshi in Administrative Reshuffle
In a fresh round of administrative restructuring aimed at ensuring smooth governance and continuity in key public departments, the Gujarat government has issued new charge arrangement orders assigning additional responsibilities to senior Indian Administrative Service (IAS) officers across important urban development and power distribution institutions in the state.
The latest reshuffle, announced on Monday, involves strategic postings and additional charge allocations for officers handling critical responsibilities in Gujarat’s urban administration and electricity distribution sectors. The state government said the move is intended to strengthen coordination between departments and maintain uninterrupted functioning until regular appointments are finalized.
One of the major appointments under the latest order involves Suthar Raj Rameshchandra, who is presently serving as the Chief Executive Officer (CEO) of the Surat Urban Development Authority (SUDA). The officer has now been entrusted with the additional charge of Managing Director (MD) of Dakshin Gujarat Vij Company Limited (DGVCL), one of the key electricity distribution companies operating in southern Gujarat.
With this new assignment, Suthar Raj Rameshchandra will oversee the functioning of DGVCL in addition to his existing responsibilities at SUDA. The order also states that he will assume the charge from Yogesh Choudhary, who has been relieved from the additional responsibility.
Officials familiar with the administrative restructuring believe the decision could improve operational coordination between urban infrastructure planning and power distribution systems in the rapidly developing southern Gujarat region. DGVCL plays a vital role in electricity distribution across several districts of South Gujarat and is considered an important public utility institution within the state’s power sector framework.
In another key administrative development, K. P. Joshi has been assigned multiple additional responsibilities in Rajkot. Currently serving as the Managing Director of Paschim Gujarat Vij Company Limited (PGVCL), Rajkot, Joshi will now also hold the additional charge of Regional Commissioner of Municipalities, Rajkot, as well as Deputy Municipal Commissioner (DyMC) of the Rajkot Municipal Corporation (RMC).
The latest government order specifies that Joshi will take over these responsibilities from Mahesh Jani, who has been relieved of the additional charge.
K. P. Joshi, born on July 24, 1968, is an IAS officer associated with the Gujarat cadre. He possesses academic qualifications including a Bachelor of Laws (LL.B.) degree and a Master of Commerce (M.Com.) degree. He is proficient in Gujarati and Hindi and has held several administrative assignments within the state government over the years.
Officials said the assignment of additional responsibilities to Joshi is expected to strengthen administrative coordination in Rajkot, particularly in areas related to municipal governance, urban services, and civic administration. Rajkot remains one of Gujarat’s fastest-growing urban centers, making administrative efficiency in municipal management particularly important for the state government.
The Gujarat government has frequently relied on charge arrangement orders as part of its broader administrative management strategy. Such interim arrangements are commonly used to ensure continuity in governance and decision-making whenever vacancies arise or until full-time appointments are formally made.
Administrative experts note that assigning additional responsibilities to experienced IAS officers allows departments to function without disruption while also enabling the government to utilize the expertise of senior officers across multiple sectors simultaneously.
The latest reshuffle reflects the Gujarat government’s continuing emphasis on maintaining administrative stability and improving coordination between urban governance institutions and public utility services amid ongoing infrastructure and development expansion across the state.
