Haryana Government Reshuffles Bureaucracy: 6 IAS and 18 HCS Officers Transferred in Major Administrative Overhaul

In a major administrative exercise aimed at strengthening governance and improving coordination across departments, the Haryana government on Monday ordered the transfer and posting of six Indian Administrative Service (IAS) officers and 18 Haryana Civil Services (HCS) officers with immediate effect.

The large-scale bureaucratic reshuffle is being viewed as part of the state government’s ongoing effort to streamline district administration, enhance departmental efficiency, and ensure more effective implementation of governance initiatives across Haryana.

According to the official orders issued by the state government, several senior officers have been reassigned to key administrative positions in district and departmental setups.

Among the prominent IAS officers transferred is Virender Kumar Dahiya, who was serving as Deputy Commissioner of Panipat. He has now been appointed as Special Secretary, Secretariat Establishment. In addition to his new role, he will continue to hold the additional responsibilities of Director, Environment Haryana, and Special Secretary in the Environment, Forests and Wildlife Department.

The government has appointed Harish Kumar Vashishth, previously serving as Deputy Commissioner of Palwal, as the new Deputy Commissioner of Panipat. His transfer comes as part of the state’s efforts to strengthen district-level administration in one of Haryana’s major industrial and urban centres.

Meanwhile, Jainder Singh Chhilar, who was serving as Special Secretary in the Finance Department, has been posted as the new Deputy Commissioner of Palwal.

The reshuffle also involved a significant number of Haryana Civil Services officers, with several officials receiving new district and departmental assignments.

Among them, Shalini Chetal has been posted as Additional Deputy Commissioner-cum-District Citizen Resources Information Officer in Hisar. Officials said the posting is aimed at strengthening citizen-centric administrative services and improving coordination in public delivery systems at the district level.

Ashutosh Rajan has been appointed as Additional Director (Administration) in the Development and Panchayats Department, Haryana. The department plays a crucial role in rural governance, panchayati raj administration, and implementation of development programmes across villages in the state.

Another key officer, Shambhu, has been assigned the additional charge of Additional Director, Consolidation of Land Holdings and Land Records, Haryana. The responsibility is considered important in view of ongoing digitisation, land management reforms, and record modernisation initiatives being undertaken by the state government.

Officials indicated that the transfers are part of routine administrative restructuring exercises carried out periodically to improve governance efficiency and optimise the deployment of officers based on administrative requirements.

The Haryana government has been actively undertaking departmental and district-level restructuring over the past several months, particularly in sectors linked to urban administration, rural development, environmental management, and revenue administration.

Administrative experts believe that such reshuffles help maintain institutional dynamism, ensure accountability, and provide officers with diverse governance exposure across departments and districts.

The latest changes are expected to strengthen coordination between district administrations and state departments while accelerating policy implementation and service delivery mechanisms at the grassroots level.

The government has maintained that the transfers were made in the interest of public administration and efficient governance, with immediate effect across all concerned departments and districts.
