ACC Clears Major Bureaucratic Reshuffle: Ram SIngh Lead SAI, Dipti M Chawla & Sandeep Namdeo Get Extensions

The Appointments Committee of the Cabinet (ACC) has approved a fresh set of significant personnel decisions involving senior civil servants serving across different ministries of the Government of India.

The latest orders, issued through the Department of Personnel and Training (DoPT), include the appointment of a new Secretary for the Sports Authority of India (SAI), the premature repatriation of a Joint Secretary-level officer to his parent cadre, and extensions for two senior officers holding crucial assignments in the Ministries of Defence and Home Affairs.

The decisions are part of the Centre’s continuing effort to ensure leadership continuity in key institutions while making strategic adjustments in the higher bureaucracy.

Among the most notable developments is the appointment of IAS officer Ram Singh as Secretary of the Sports Authority of India, a move that places an experienced administrator at the helm of one of the country’s most important sports bodies.

Ram Singh to Take Charge as Secretary, Sports Authority of India

The ACC has approved the proposal of the Ministry of Minority Affairs to curtail the central deputation tenure of Ram Singh, a 2008-batch IAS officer of the Assam-Meghalaya cadre, who is currently serving as Joint Secretary in the Ministry.

The decision has been taken to facilitate his appointment as Secretary of the Sports Authority of India.

According to the official order, Singh will continue in the new position for an overall tenure extending up to May 24, 2027, or until further instructions are issued by the government.

The appointment brings an experienced civil servant into a sector that has gained tremendous national importance over the past decade.

With India aggressively investing in athlete development, Olympic preparation, grassroots sports infrastructure and high-performance training systems, the Sports Authority of India has emerged as a critical institution within the country’s sporting ecosystem.

As Secretary, Ram Singh will be expected to oversee a broad spectrum of responsibilities that include talent identification programmes, training academies, sports infrastructure projects, athlete welfare initiatives and coordination with national sports federations.

His appointment comes at a time when India is increasingly positioning itself as a global sporting nation and preparing for future international competitions.

From Minority Affairs to Sports Administration

Before this appointment, Ram Singh had been serving in the Ministry of Minority Affairs, where he was involved in policy implementation and administrative oversight of several important welfare programmes.

His transition to sports administration represents a major change in functional responsibility but also reflects the government’s confidence in his administrative capabilities.

Officials familiar with the functioning of SAI point out that the organization today requires administrators who can efficiently manage large-scale projects, coordinate with multiple stakeholders and ensure effective utilization of resources.

The move is therefore being viewed as an important appointment in India’s evolving sports governance structure.

Sanjay Chilwarwar Repatriated to Parent Cadre

In another personnel decision, the government approved the premature repatriation of Sanjay Chilwarwar, a 1997-batch Indian Railway Stores Service of Engineers (IRSSE) officer.

Chilwarwar has been serving as Joint Secretary in the Department of Social Justice and Empowerment.

The proposal for his repatriation was approved on personal grounds.

Following the decision, he will return to his parent cadre before completion of his normal central deputation tenure.

Government orders indicate that the approval has been granted subject to an extended cooling-off condition.

While the order does not elaborate on the duration of the cooling-off period, such provisions generally govern future eligibility for central deputation assignments.

His departure marks another notable movement within the senior administrative structure of the Union Government.

Dipti Mohil Chawla Receives One-Year Extension

The ACC has also approved the continuation of Ms. Dipti Mohil Chawla, a 1995-batch officer of the Indian Defence Accounts Service (IDAS), in the Ministry of Defence.

Currently serving as Additional Secretary in the Department of Defence, Chawla’s central deputation tenure has been extended by one year beyond May 6, 2026.

She will now continue in office until May 6, 2027, unless further orders are issued earlier.

The extension is being seen as an important measure to maintain continuity in defence administration.

The Department of Defence handles a vast range of responsibilities involving defence policy coordination, financial oversight, procurement processes and strategic planning.

Senior officials in such positions often oversee long-term projects that require institutional continuity.

By extending Chawla’s tenure, the government has ensured that ongoing initiatives and policy measures continue without disruption.

Her experience within the defence establishment is expected to remain valuable as the ministry continues to pursue modernization programmes and major procurement initiatives.

Important Role in Defence Governance

As Additional Secretary, Chawla occupies one of the most influential administrative positions within the Ministry of Defence.

Her responsibilities involve coordination between various wings of the ministry, financial management oversight and support for key policy decisions.

Given the scale and complexity of defence administration in India, continuity at the senior-most levels is often considered essential.

Officials say her extension will help maintain administrative stability during an important phase of defence sector reforms and modernization efforts.

Sandeep Namdeo Gets Another Year in Home Ministry

The ACC has also approved the extension of central deputation tenure for Mahatme Sandeep Namdeo, a 2010-batch IAS officer of the Tripura cadre.

Namdeo is currently serving as Joint Secretary in the Ministry of Home Affairs (MHA).

His tenure has been extended by one year beyond May 9, 2026.

The extension allows him to continue in the ministry during a period when the Home Ministry remains engaged with a wide array of national priorities ranging from internal security and disaster management to Centre-State coordination and border administration.

Journey Through the Central Government

Namdeo’s central deputation career has been marked by diverse assignments across multiple ministries.

He first joined the Central Government on May 9, 2021, as Deputy Secretary in the Department of Health and Family Welfare.

Soon after, he was appointed Private Secretary to Ashwini Vaishnaw, who was then serving as Union Minister for Communications.

The assignment provided him direct exposure to policy-making at the ministerial level.

In August 2024, he moved to another important role as Private Secretary to Rajiv Ranjan Singh, Union Minister for Panchayati Raj and Fisheries, Animal Husbandry and Dairying.

His administrative experience expanded further when he joined the Ministry of Home Affairs.

On April 13, 2026, he was elevated as Joint Secretary in the ministry, adding another significant chapter to his career.

Continuity in Critical Governance Functions

The extension granted to Namdeo reflects the government’s preference for continuity in departments handling critical governance functions.

The Ministry of Home Affairs remains one of the most strategically important ministries in the Union Government.

Its responsibilities extend across internal security, law and order coordination, disaster response mechanisms, citizenship matters, border management and Centre-State relations.

Officials believe continuity in leadership positions helps maintain institutional efficiency and ensures smoother execution of long-term policy initiatives.

Strategic Personnel Management

Taken together, the latest ACC decisions underline the government’s ongoing efforts to align experienced officers with key institutional requirements.

Ram Singh’s move to the Sports Authority of India is expected to strengthen sports administration at a time when India’s ambitions in international sports continue to grow.

The extensions granted to Dipti Mohil Chawla and Sandeep Namdeo ensure continuity in two highly sensitive ministries—Defence and Home Affairs.

Meanwhile, the repatriation of Sanjay Chilwarwar reflects the dynamic nature of senior-level administrative management within the civil services.
