Rayagada Mob Violence Case Put Under ‘Red Flag’ Monitoring; Odisha Crime Branch Takes Over Close Supervision

In a significant escalation of the investigation into the shocking mob assault on two NGO workers in Odisha’s Rayagada district, Odisha Director General of Police (DGP) Yogesh Bahadur Khurania has ordered that the case be classified as a “Red Flag” case, a category reserved for particularly sensitive and serious incidents that require continuous monitoring by senior police officials.

The decision comes in response to widespread public outrage over the incident, in which two NGO workers from Delhi were allegedly attacked by villagers who mistakenly believed they were members of a child-lifting gang. By placing the case under the Red Flag category, the Odisha Police has signaled that the matter will receive the highest level of investigative attention.

DGP Directs Intensive Monitoring

Following a review of the case, DGP Khurania instructed that the investigation be brought under the supervision of the Crime Branch’s Crime Against Women and Children Wing (CAW & CW). Senior IPS officer S. Saini has been assigned to oversee the probe.

Police sources said that a Crime Branch team led by ADG Saini is expected to visit the scene of the incident to assess the circumstances firsthand and evaluate the progress made by local investigators.

The Crime Branch will also maintain direct communication with the victims. Officials indicated that their statements may initially be recorded through video conferencing, while investigators could travel to Delhi if in-person questioning becomes necessary.

What Happened in Rayagada?

The incident occurred on the night of June 16 in Kandulguda village under Dhamunipanga Panchayat in Rayagada.

According to police, the two NGO workers were traveling from Daringbadi toward Thuamul Rampur in neighboring Kalahandi district as part of their fieldwork activities. During their journey, they reportedly stopped in the village to ask for directions.

While interacting with local residents, they also spoke with children and allegedly distributed biscuits. These actions reportedly triggered suspicion among some villagers, who began circulating rumors that the visitors were child kidnappers.

Within a short period, misinformation spread through the village, leading to the formation of a crowd that allegedly attacked the two NGO workers before police personnel intervened and brought the situation under control.

Twenty Individuals Detained

The investigation has already resulted in substantial police action. Raj Prasad, Superintendent of Police of Rayagada, confirmed that 20 people have been detained so far in connection with the assault.

Police have registered three separate criminal cases relating to the incident and have launched raids at multiple locations to identify and arrest additional suspects.

According to the SP, several of the main accused, including individuals suspected of playing a leading role in mobilizing and inciting the crowd, are already in custody.

A special police team has been constituted to track down remaining suspects and gather further evidence.

Legal Team Reviewing Additional Charges

Authorities have also formed a dedicated legal team to examine all documents, FIRs, witness statements, and available evidence connected to the case.

Officials said the review will determine whether additional legal provisions should be invoked against the accused. The objective is to ensure that all relevant offences are included in the prosecution so that the case can be pursued effectively in court.

Investigators are examining whether the incident involved organized mobilization, deliberate rumor-mongering, or other aggravating factors that could warrant more serious charges.

Viral Videos Under Examination

The case attracted national attention after videos of the assault surfaced online and spread rapidly across social media platforms.

However, police have warned that sharing videos of victims without their consent could violate provisions of information technology laws and infringe upon their privacy rights.

The cyber wing of Odisha Police has begun monitoring online activity related to the case and is tracing the origin and circulation of the viral clips.

Authorities indicated that action may be initiated against individuals found responsible for unlawfully recording, sharing, or disseminating sensitive footage.

Crime Branch to Reconstruct Events

As part of the expanded investigation, the Crime Branch plans to reconstruct the sequence of events that culminated in the attack.

Investigators will focus on several critical aspects, including:

How the child-lifting rumors originated.
Who first circulated the misinformation.
Whether social media played a role in spreading panic.
The specific role played by each accused individual.
Whether there was any organized effort to mobilize the crowd.
The broader impact of misinformation and local communication networks.

The investigation will also assess whether a lack of public awareness contributed to the escalation of the situation.

Renewed Focus on Rumor-Driven Violence

The Rayagada incident has once again highlighted the dangers posed by misinformation and mob justice. Across India, rumors related to child kidnapping have repeatedly triggered violent attacks on innocent individuals over the past several years.

Law enforcement agencies have consistently urged citizens not to rely on unverified information and to immediately contact police authorities when suspicious activity is noticed rather than taking matters into their own hands.

By placing the Rayagada assault under the Red Flag category, Odisha Police has underscored the seriousness of the incident and its commitment to conducting a comprehensive, impartial, and closely monitored investigation. The outcome of the probe is expected to determine whether additional criminal charges and further arrests follow in the coming weeks.
