Bengaluru: The Karnataka government has carried out another significant bureaucratic reshuffle, transferring and appointing four Indian Administrative Service (IAS) officers to key positions across major departments. The latest administrative exercise covers critical sectors including mining, information technology, biotechnology, agricultural marketing, and rural development, with the government assigning fresh responsibilities to officers who had been awaiting postings while also withdrawing additional charges held by other senior officials.
The transfer orders, issued by the Department of Personnel and Administrative Reforms (DPAR) in the name of the Governor of Karnataka, are aimed at strengthening governance in strategically important departments and ensuring that key administrative positions are filled with regular appointments.
The reshuffle reflects the state’s continuing efforts to streamline administrative functioning, improve departmental leadership, and enhance implementation of development programmes across multiple sectors.
Abhiram G Sankar Appointed Managing Director of KMERC
Among the most significant appointments is that of Abhiram G Sankar (IAS:2011:Karnataka), who has been named the Managing Director of the Karnataka Mining Environment Restoration Corporation (KMERC), Bengaluru, with immediate effect.
Before receiving the new assignment, Sankar had been awaiting a regular posting. His appointment brings an experienced IAS officer into an organisation that plays a pivotal role in restoring ecological balance in mining-affected regions across the state.
He succeeds Dr. Sanjay S. Bijjur (IFS), who retired from government service after attaining the age of superannuation on June 30, 2026.
KMERC is responsible for implementing environmental restoration, rehabilitation, and sustainable development initiatives in areas impacted by mining activities. The corporation oversees projects aimed at land reclamation, ecological conservation, and restoration of natural resources, making the position of Managing Director one of considerable administrative and environmental significance.
With Karnataka being one of India’s important mining states, Sankar’s appointment is expected to contribute to the state’s efforts in balancing industrial development with environmental sustainability.
Dr. Avinash Menon Rajendran Gets Key Technology Assignment
The government has also appointed Dr. Avinash Menon Rajendran (IAS:2013:Karnataka) as the Director of the Department of Information Technology and Biotechnology, Bengaluru.
The posting places him at the centre of one of Karnataka’s most dynamic sectors. The state, particularly Bengaluru, continues to serve as India’s leading technology hub, making the department responsible for driving digital innovation, promoting biotechnology research, supporting startups, and attracting technology investments.
In addition to his new role, Dr. Rajendran has also been entrusted with the concurrent charge of Managing Director of the Karnataka State Electronics Development Corporation Limited (KEONICS).
Like Abhiram G Sankar, Dr. Rajendran had also been awaiting posting before being assigned these important responsibilities.
Holding both positions simultaneously gives him a central role in advancing Karnataka’s digital economy, strengthening electronics manufacturing, expanding technology infrastructure, and promoting innovation-led industrial growth.
The dual assignment is expected to improve coordination between the government’s technology initiatives and the state’s electronics development programmes.
Yogeesh A.M. Takes Charge of Agricultural Marketing Department
Another notable appointment in the reshuffle is that of Yogeesh A.M. (IAS:2013:Karnataka), who has been posted as Director of the Department of Agricultural Marketing, Bengaluru.
The department plays a crucial role in improving agricultural marketing systems, modernising market infrastructure, facilitating transparent trading practices, and ensuring that farmers receive better prices for their produce.
With Yogeesh A.M. assuming charge, the additional responsibility that had earlier been entrusted to Prasanna H. has now been withdrawn.
As Director, Yogeesh will oversee initiatives aimed at strengthening regulated agricultural markets, improving market connectivity, supporting reforms in agricultural trading, and enhancing marketing opportunities for farmers across Karnataka.
The appointment comes at a time when states are increasingly focusing on improving agricultural supply chains and strengthening market access for producers.
Divya Prabhu G.R.J. Appointed Commissioner for Rural Development
The Karnataka government has also appointed Divya Prabhu G.R.J. (IAS:2014:Karnataka) as the Commissioner for Rural Development, Bengaluru.
Like several other officers included in the reshuffle, she had been awaiting a regular posting prior to the latest transfer order.
Following her appointment, the additional charge that had been held by Dr. Arundhati Chandrashekar has been withdrawn.
As Commissioner for Rural Development, Divya Prabhu will oversee implementation of several flagship rural development programmes that directly impact villages across Karnataka.
Her responsibilities will include supervising schemes related to rural infrastructure development, employment generation, poverty alleviation, livelihood enhancement, community development, and strengthening local governance institutions.
The position is regarded as one of the state’s key developmental assignments because of its direct connection with improving the quality of life in rural areas.
Her appointment is expected to provide dedicated administrative leadership for programmes aimed at promoting inclusive and sustainable rural growth.
Awaiting Officers Receive Major Responsibilities
One notable feature of the latest reshuffle is that several officers who had been awaiting postings have now been assigned important responsibilities.
Both Abhiram G Sankar, Dr. Avinash Menon Rajendran, and Divya Prabhu G.R.J. had remained without regular assignments before the latest orders were issued.
The government’s decision fills important vacancies that had existed across multiple departments while ensuring that experienced IAS officers are placed in positions requiring full-time administrative leadership.
The appointments also bring an end to several interim arrangements under which senior officers had been holding additional charge of these departments.

With the appointment of Yogeesh A.M. as Director of Agricultural Marketing, the additional charge previously held by Prasanna H. has been discontinued.
Similarly, after Divya Prabhu assumed charge as Commissioner for Rural Development, the additional responsibility being handled by Dr. Arundhati Chandrashekar has also been withdrawn.
The move restores dedicated leadership in these departments, allowing officers to focus exclusively on their assigned responsibilities.
Government Declares Equivalent Cadre Posts
Apart from the transfer orders, the Karnataka government also issued another important administrative notification concerning cadre management.
The government declared certain posts carrying responsibilities and status equivalent to the Director of Municipal Administration as equivalent cadre posts under Rule 12 of the IAS (Pay) Rules, 2016.
This administrative decision is intended to maintain parity among comparable positions within the IAS cadre structure and facilitate smoother cadre management, postings, and service administration.
Such notifications play an important role in ensuring consistency in the status and responsibilities attached to senior administrative positions across departments.
