Haryana Transfers 13 IAS and 3 HCS Officers in Major Bureaucratic Reshuffle; Pankaj Yadav Gets Additional Charge of Water Resources Authority – Full Transfer List

The Haryana Government has carried out a major administrative reshuffle by transferring 13 Indian Administrative Service (IAS) officers and three Haryana Civil Services (HCS) officers with immediate effect. The latest exercise involves fresh postings, withdrawal of additional responsibilities, new appointments to important positions and redistribution of administrative portfolios across departments, municipal bodies and district administrations.

The transfer orders were issued by Chief Secretary Anurag Rastogi, a 1990-batch IAS officer. Along with the transfers, the government has also rationalised several additional charges held by senior officers in an effort to improve administrative efficiency and ensure that key departments receive focused leadership.

The notification also declares the posts of Municipal Commissioner, Faridabad, and Municipal Commissioner, Rohtak, as equivalent to the Senior Scale of the Indian Administrative Service under the provisions of the IAS (Pay) Rules, 2016.

Senior IAS Officers Receive Fresh Responsibilities

Among the prominent changes, Apoorv Kumar Singh, a 1991-batch IAS officer who is serving as Additional Chief Secretary of the Higher Education Department and the Public Works (Buildings and Roads) Department, has been given the additional responsibility of the Architecture Department.

Another significant decision concerns senior IAS officer Pankaj Yadav, who currently holds multiple important assignments as Principal Secretary of the Cooperation Department, Principal Secretary of the Public Health Engineering Department and Principal Resident Commissioner at Haryana Bhawan in New Delhi.

The government has now entrusted him with the additional charge of Chairperson, Haryana Water Resources Authority, against a vacant post, until further orders.

This appointment places another key institution under his supervision while the government finalises a regular appointment.

Government Rationalises Additional Portfolios

As part of the reshuffle, the state government has withdrawn several additional responsibilities from divisional commissioners to enable them to focus on their primary assignments.

Sanjay Joon, a 2003-batch IAS officer, will continue as Commissioner, Faridabad Division, and Chairman, Mewat Development Agency, Nuh. However, he has been relieved of the additional responsibilities of Director General and Secretary, Sainik and Ardh Sainik Welfare Department.

Similarly, Ravi Prakash Gupta, a 2007-batch IAS officer, will continue as Commissioner, Gurugram Division, but has been relieved of his additional charge as Secretary, Urban Estate Department.

In another change, Rajiv Rattan, a 2008-batch IAS officer serving as Commissioner, Karnal Division, has been relieved of his additional responsibility as Director General, Science and Technology Department.

These changes are aimed at reducing the administrative burden on senior officers while allowing them to devote greater attention to their core responsibilities.

Changes in Municipal Administration

The reshuffle has also brought important changes in Haryana’s municipal administration.

Dhirendra Khadgata will continue as Commissioner, Municipal Corporation, Faridabad, and Chief Executive Officer of Faridabad Smart City Limited. However, he has been relieved of the additional charge of Special Secretary, Environment, Forests and Wildlife Department.

In another significant decision, the Haryana Government has declared the posts of Commissioner, Municipal Corporation, Faridabad, and Commissioner, Municipal Corporation, Rohtak, as equivalent in status and responsibilities to the Senior Scale of the Indian Administrative Service under Rule 12(1) of the IAS (Pay) Rules, 2016.

The move is expected to strengthen municipal governance by enhancing the administrative importance of these positions.

Shakti Singh Gets Additional Assignment

The government has also assigned fresh responsibilities to Shakti Singh, who is serving as Managing Director of the Haryana State Federation of Cooperative Sugar Mills.

He has now been entrusted with the additional charge of Director, State Audit Department, a newly created post established to strengthen the state’s audit and financial oversight mechanism.

Deputy Commissioners Relieved of Extra Workload

Several Deputy Commissioners have also been relieved of additional responsibilities as part of the government’s effort to streamline administration.

Sachin Gupta, who serves as Deputy Commissioner, Rohtak, Administrator, Haryana Shahari Vikas Pradhikaran (HSVP), Rohtak, and Additional Director, Urban Estate, Rohtak, has been relieved of two additional assignments.

He will no longer serve as Additional Secretary, Irrigation and Water Resources Department, or as Managing Director of the Haryana State Minor Irrigation and Tubewells Corporation (HSMITC).

Likewise, Aparajita, the Deputy Commissioner of Kaithal, has been relieved of her additional responsibility as Additional Secretary, Fisheries Department.

These decisions are intended to reduce excessive workload and improve administrative efficiency at the district level.

Satyender Duhan Appointed Municipal Commissioner, Rohtak

Among the important new appointments, Satyender Duhan has been posted as Commissioner, Municipal Corporation, Rohtak, as well as District Municipal Commissioner, Rohtak.

He will continue to hold his existing responsibilities as Director, Skill Development and Industrial Training Department and Additional Secretary, Skill Development and Industrial Training Department.

He replaces Narendra Kumar as the Municipal Commissioner of Rohtak.

Saloni Sharma Gets Additional Municipal Charge

The government has also expanded the responsibilities of Saloni Sharma, who is serving as Commissioner, Municipal Corporation, Karnal.

She has been given the additional charge of District Municipal Commissioner, Karnal, against a vacant post.

The arrangement will remain in place until further administrative orders are issued.

SCERT Responsibility Withdrawn from Samwartak Singh Khangwal

Another notable decision involves Samwartak Singh Khangwal, who serves as Additional Secretary and Director, Information Technology, Electronics and Communication Department.

He has been relieved of his additional charge as Director, State Council of Educational Research and Training (SCERT), Gurugram.

However, he will continue to discharge his existing responsibilities in the Information Technology, Electronics and Communication Department.

District-Level Changes

The reshuffle also includes changes at the district administration level.

Abhinav Siwach, currently serving as Sub-Divisional Officer (Civil), Bahadurgarh, has been relieved of his additional responsibility as District Municipal Commissioner, Jhajjar.

The government has not announced a replacement for the post in the current notification.

Three HCS Officers Also Shifted

The transfer exercise also covers three officers belonging to the Haryana Civil Services (HCS).

Tarun Kumar Pawaria, who is serving as Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Mahendragarh, has been relieved of his additional responsibility as Joint Secretary, Foreign Cooperation Department.

Similarly, Sushil Kumar-IV, who is currently Chief Executive Officer of Zila Parishad, Yamunanagar, and Chief Executive Officer of the District Rural Development Agency (DRDA), Yamunanagar, has been relieved of the additional charge of Joint Registrar (Administration), Cooperative Societies, Haryana.

Meanwhile, Gaurav Chauhan, presently Joint Commissioner, Municipal Corporation, Panchkula, has been assigned the additional responsibility of Land Acquisition Officer, Panchkula, replacing Chanderkant Kataria.

Government Focuses on Better Administrative Efficiency

The latest reshuffle reflects the Haryana Government’s strategy of improving governance by reducing the number of additional responsibilities handled by senior officers while ensuring that important departments and newly created positions receive dedicated administrative leadership.

Officials believe the restructuring will improve coordination among departments, strengthen municipal administration, reduce workload on key officers and enable faster decision-making across the state government.

With immediate effect, the transferred officers will assume their new responsibilities, while those relieved of additional portfolios are expected to concentrate on their primary assignments. The exercise is being viewed as an effort to create a more streamlined and efficient administrative structure capable of delivering better governance across Haryana.
