ACC Assigns Additional Charge of Social Justice Secretary to IAS Officer V. Vidyavathi During Sudhansh Pant’s Absence
The Appointments Committee of the Cabinet (ACC) has approved the assignment of additional charge of the post of Secretary, Department of Social Justice and Empowerment, to senior IAS officer V. Vidyavathi. She will hold the additional responsibility from July 8 to July 25, 2026, during the period when the current Secretary, Sudhansh Pant, remains away from headquarters.
The decision has been issued through an official order of the Department of Personnel and Training (DoPT), under the Ministry of Personnel, Public Grievances and Pensions, ensuring that the functioning of one of the Centre’s most significant social welfare ministries continues without any administrative interruption.
The order, dated July 7, 2026, states that the Competent Authority has approved the temporary arrangement under which V. Vidyavathi, a 1991-batch IAS officer of the Karnataka cadre, will simultaneously discharge the responsibilities of Secretary, Department of Social Justice and Empowerment while continuing in her present role as Secretary, Department of Empowerment of Persons with Disabilities (Divyangjan).
The arrangement will remain effective from July 8, 2026, to July 25, 2026, covering the entire duration of the absence of Sudhansh Pant, a 1991-batch IAS officer of the Rajasthan cadre, from the national capital.
Temporary Administrative Arrangement
Such additional charge appointments are a routine feature of the Government of India’s administrative system. Whenever a senior official proceeds on leave, travels abroad on official duty, or remains away from headquarters for a specified period, another senior officer is entrusted with the responsibility to ensure that decision-making, policy implementation, and departmental administration continue seamlessly.
In this case, the ACC has chosen one of the government’s experienced senior bureaucrats, V. Vidyavathi, to oversee the Department of Social Justice and Empowerment in addition to her existing responsibilities.
The arrangement is designed to maintain continuity in governance and ensure that policy decisions, file clearances, administrative approvals, and ongoing welfare initiatives proceed without delay.
Experienced Bureaucrat Takes on Dual Responsibility
V. Vidyavathi is among the senior-most officers of the Karnataka cadre and currently heads the Department of Empowerment of Persons with Disabilities (Divyangjan) as Secretary to the Government of India.
Her department is responsible for formulating and implementing policies aimed at empowering persons with disabilities, ensuring equal opportunities, promoting accessibility, and strengthening welfare measures across the country. The ministry works closely with state governments, autonomous bodies, and civil society organisations to advance disability rights and inclusive development.
With the additional assignment, Vidyavathi will now oversee another major department within the Ministry of Social Justice and Empowerment, significantly expanding her responsibilities for the next few weeks.
Given the close policy linkages between disability empowerment and broader social justice initiatives, the temporary arrangement is expected to provide administrative continuity while maintaining coordination across welfare programmes.
Importance of the Department of Social Justice and Empowerment
The Department of Social Justice and Empowerment plays a central role in designing and implementing programmes aimed at creating a more inclusive society.
It oversees a wide range of initiatives meant for Scheduled Castes, Other Backward Classes, senior citizens, victims of substance abuse, transgender persons, and several other vulnerable sections of society. The department is also responsible for scholarship schemes, educational assistance, rehabilitation programmes, financial support initiatives, and various social welfare policies intended to improve opportunities and social inclusion.
Apart from implementing flagship welfare programmes, the department coordinates with state governments and multiple institutions to strengthen social justice mechanisms throughout the country.
Given its broad mandate and the large number of schemes under its supervision, uninterrupted administrative leadership is considered essential for ensuring timely execution of government programmes.
Sudhansh Pant to Resume Charge After July 25
The additional charge arrangement is purely temporary and has been approved only for the duration of Sudhansh Pant’s absence from headquarters.
Once he returns, he is expected to resume his responsibilities as Secretary, Department of Social Justice and Empowerment, restoring the ministry’s regular administrative structure.
Such temporary assignments are common in the higher civil services and are intended solely to avoid any administrative vacuum during short periods of absence.
Official Order Issued by DoPT
The approval was conveyed through an official communication issued by the Appointments Committee of the Cabinet Secretariat, functioning under the Department of Personnel and Training.
The order has been signed by Manisha Saxena, Secretary to the Appointments Committee of the Cabinet and Establishment Officer.
Copies of the notification have been circulated to all key constitutional authorities and senior government functionaries, including the Cabinet Secretary, the Principal Secretary to the Prime Minister, Secretaries to the President and Vice President, Secretaries to various ministries, Chief Secretaries of all States, the Cabinet Secretariat, the Press Information Bureau, and other concerned offices.
The officer concerned has also been formally informed of the decision.
Administrative Continuity Remains the Priority
The Government of India regularly adopts such interim arrangements to ensure uninterrupted governance at the highest administrative levels. Ministries handling major policy portfolios often continue functioning under additional charge arrangements whenever a Secretary is temporarily unavailable.
These decisions help maintain continuity in policymaking, expedite approvals, and prevent delays in implementing government programmes that directly affect millions of beneficiaries across the country.
In the present case, assigning the additional charge to V. Vidyavathi reflects the government’s emphasis on ensuring smooth functioning within the Ministry of Social Justice and Empowerment during the brief absence of its regular Secretary.
For nearly three weeks, Vidyavathi will lead both the Department of Empowerment of Persons with Disabilities (Divyangjan) and the Department of Social Justice and Empowerment, overseeing two closely connected departments that collectively drive many of the Centre’s key inclusion and welfare initiatives.
With the temporary administrative arrangement now in place, the ministry is expected to continue its ongoing policy work, programme implementation, and coordination with states without any disruption until Sudhansh Pant returns to headquarters later this month.
