Bihar Transfers 10 IAS and 11 BAS Officers in Major Bureaucratic Reshuffle; New DDCs Posted in Seven Districts, Nalanda and Gaya Get New Municipal Commissioners

The Bihar Government has undertaken a major bureaucratic reshuffle, transferring 10 Indian Administrative Service (IAS) officers and 11 Bihar Administrative Service (BAS) officers, while also assigning additional charge to a senior official in the Tourism Department. The latest round of administrative changes, notified by the General Administration Department (GAD), covers several important departments and district administrations and is aimed at strengthening governance, improving administrative coordination and accelerating the implementation of development programmes across the state.

The reshuffle brings fresh leadership to departments such as Urban Development and Housing, Industries, Education, Science and Technology, Tourism, Food Processing and the Bihar Public Service Commission (BPSC). It also introduces new Deputy Development Commissioners (DDCs) in several districts, reinforcing the state’s focus on improving grassroots administration and monitoring flagship welfare and infrastructure projects.

Along with departmental appointments, the government has made key changes in municipal administration by appointing new Municipal Commissioners for Gaya and Nalanda, while several district-level officers have been entrusted with crucial development responsibilities.

Major IAS-Level Transfers Announced

The transfer order includes several important postings involving senior IAS officers occupying strategic administrative positions.

Sanjay Kumar, who was serving as Officer on Special Duty (OSD) in the State Election Commission, has been appointed Additional Secretary in the Urban Development and Housing Department. His new assignment places him in one of the state’s most important departments responsible for urban planning, municipal governance and implementation of infrastructure projects.

In another significant move, Manoranjan Kumar, previously Director (Administration) in the Education Department, has been transferred as Director, Science, Technology and Technical Education Department. The department oversees technical institutions, engineering colleges, skill development initiatives and higher technical education across Bihar.

New Municipal Commissioners for Gaya and Nalanda

The reshuffle also brings changes in the state’s urban local bodies.

Dr Gagan, who has been serving as Managing Director of the Bihar State Warehousing Corporation, has been appointed Municipal Commissioner of Gaya Municipal Corporation.

Meanwhile, Kritiyanand Ranjan, formerly Additional Secretary in the Transport Department, has been posted as Municipal Commissioner, Nalanda.

The appointments come at a time when urban local bodies are implementing several infrastructure, sanitation, housing and smart governance initiatives. Municipal Commissioners play a central role in executing urban development projects, improving civic services and ensuring efficient municipal administration.

Industries Department Gets Multiple Officers

The Industries Department has also witnessed important administrative changes.

Vidu Bhushan Choudhary, who was serving as Additional Secretary in the Information and Public Relations Department, has now been transferred as Additional Secretary, Industries Department.

Joining him is Manoj Kumar, who moves from the Urban Development and Housing Department to become another Additional Secretary in the Industries Department.

The dual appointments are expected to strengthen policy implementation, industrial promotion, investment facilitation and ease-of-doing-business initiatives being pursued by the state government.

BPSC and Food Processing Departments Get New Leadership

The government has also made key appointments in recruitment administration and industrial development.

Hemant Kumar Singh, who was working as Additional Secretary in the Youth, Employment and Skill Development Department, has been appointed Secretary of the Bihar Public Service Commission (BPSC).

The BPSC plays a critical role in conducting competitive examinations and recruiting officers for various state government services.

Another important appointment is that of Sara Ashraf, who has been serving as Deputy Development Commissioner-cum-Chief Executive Officer of Zila Parishad, Supaul.

She has now been transferred as Director, Food Processing in the Industries Department, where she is expected to oversee initiatives aimed at promoting food processing industries, agro-based enterprises and value addition in Bihar’s agricultural economy.

Shahid Parvez Posted as Special Secretary

As part of the latest administrative changes, Shahid Parvez has been appointed Special Secretary in the Urban Development Department.

The Urban Development Department continues to play a major role in implementing housing projects, municipal reforms, sanitation programmes and urban infrastructure expansion across Bihar.

Additional Charge in Tourism Department

Apart from the transfer orders, the government has entrusted Pradeep Singh, who is currently serving as Joint Secretary in the Tourism Department, with the additional charge of Additional Managing Director of the Bihar State Tourism Development Corporation.

The additional responsibility is expected to strengthen coordination between the Tourism Department and the state tourism corporation as Bihar continues to promote its religious, historical and cultural tourism destinations.

New Deputy Development Commissioners in Seven Districts

One of the most significant features of the reshuffle is the appointment of new Deputy Development Commissioners (DDCs) across multiple districts.

Besides functioning as Deputy Development Commissioners, these officers will also serve as the Chief Executive Officers (CEOs) of their respective Zila Parishads, placing them at the centre of district-level development planning and implementation.

The newly appointed DDCs include:

Sanjay Kumar – Deputy Development Commissioner-cum-CEO, Zila Parishad, Sheohar.
Kumari Anupam Singh – Deputy Development Commissioner-cum-CEO, Zila Parishad, Aurangabad.
Rakesh Kumar – Deputy Development Commissioner-cum-CEO, Zila Parishad, Sheikhpura.
Aditya Kumar Piyush – Deputy Development Commissioner-cum-CEO, Zila Parishad, Jehanabad.
Indraveer Kumar – Deputy Development Commissioner-cum-CEO, Zila Parishad, Supaul.
Nishant Singhara – Deputy Development Commissioner-cum-CEO, Zila Parishad, Muzaffarpur.

The government has also made one more district-level appointment as part of the administrative exercise.

Deputy Development Commissioners are responsible for supervising rural development programmes, monitoring implementation of government welfare schemes, coordinating district planning and ensuring timely execution of infrastructure projects.

Eleven BAS Officers Also Shifted

The General Administration Department has simultaneously transferred 11 Bihar Administrative Service (BAS) officers, reflecting a broader restructuring of district administration.

Among the prominent appointments:

Abhishek Anand has been posted as District Transport Officer, Purnia.
Kumar Gaurav has been appointed Sub-Divisional Officer (SDO), Jhanjharpur.
Anand Utsav has been posted as Sub-Divisional Officer, Muzaffarpur East.

Several other BAS officers, including recently promoted officials, have also been assigned important responsibilities in district administration and various government departments.

Government Aims to Strengthen Governance

The latest reshuffle reflects the Bihar Government’s continued emphasis on improving administrative efficiency by placing experienced officers in departments that are central to the state’s development agenda.

The appointments are expected to reinforce governance in several priority sectors, including:

Urban development and municipal administration.
District-level governance.
Industrial development and investment promotion.
Technical and higher education.
Tourism.
Food processing and agro-industries.
Public recruitment administration.
Rural development and implementation of flagship welfare schemes.

By repositioning officers across departments and districts, the government aims to improve inter-departmental coordination, accelerate project implementation and strengthen public service delivery.

Officers Directed to Assume Charge Without Delay

The General Administration Department has instructed all transferred officers to join their new assignments immediately to ensure continuity in governance and avoid disruption in official work.

With fresh leadership in several departments and district administrations, the reshuffle is expected to inject renewed momentum into policy execution, infrastructure development and public welfare programmes across Bihar.

The latest administrative exercise once again highlights the state’s strategy of periodically realigning its bureaucratic leadership to meet evolving governance priorities while ensuring efficient implementation of development initiatives at both the departmental and district levels.
