DoPT Appoints IAS Officer Vandana Singh as DDA Commissioner, IA&AS Officer Meena Bisht Named Director in School Education Department
The Central Government has approved two significant appointments under the Central Staffing Scheme, assigning experienced officers to important positions in urban development and education administration.
The Department of Personnel and Training (DoPT) has appointed IAS officer Vandana Singh (2013 batch, Uttarakhand cadre) as Commissioner (Land Management) in the Delhi Development Authority (DDA) under the Ministry of Housing and Urban Affairs (MoHUA). In another key decision, Indian Audit and Accounts Service (IA&AS) officer Meena Bisht (2012 batch) has been named Director in the Department of School Education & Literacy, functioning under the Ministry of Education.
Both appointments were announced through separate notifications issued by the DoPT on July 21, 2026, marking another round of senior-level postings under the Centre’s Central Staffing Scheme.
Vandana Singh Gets Key Assignment in Delhi Development Authority
According to the DoPT notification, Vandana Singh has been appointed as Commissioner (Land Management) in the Delhi Development Authority for a tenure of four years from the date she assumes charge of the post, or until further orders, whichever comes earlier.
She will join the DDA after being formally relieved by the Government of Uttarakhand, where she is presently serving in two important capacities – Additional Secretary, Planning, and Director General, Agriculture & Horticulture.
Her move to the national capital places her in one of the most significant land administration positions within the country’s premier urban planning agency. The DDA is responsible for land management, urban planning, housing development, and infrastructure expansion across Delhi, making the Commissioner’s role crucial to the authority’s functioning.
Officer with a Strong Administrative Track Record
Vandana Singh has built a reputation as an efficient administrator over the past decade.
Born on April 4, 1989, she belongs to the 2013 batch of the Uttarakhand cadre. She completed her Bachelor of Arts (Honours) in Sanskrit from Maharishi Dayanand University, Rohtak, before preparing for the Civil Services Examination.
Her journey into the Indian Administrative Service has often been cited as an inspiring story for UPSC aspirants.
She secured an outstanding All India Rank (AIR) 8 in the UPSC Civil Services Examination 2012. Reports indicate that she achieved this feat in her very first attempt and did so without attending formal coaching classes, relying instead on disciplined self-study and focused preparation.

Experience Across Multiple Administrative Roles
Since joining the IAS, Vandana Singh has handled several important assignments in the Uttarakhand government.
Over the years, she has worked in district administration, policy implementation, and state-level governance. She has served as District Magistrate, held the position of Assistant Secretary, and later took charge of key responsibilities in agriculture and horticulture.
In October 2025, she was appointed Director General of Uttarakhand’s Horticulture Department, where she oversaw initiatives aimed at strengthening agricultural diversification, horticulture development, and farmer-centric programmes.
