Uttarakhand Transfers 10 IAS Officers, One IFS Officer in Major Administrative Reshuffle; Jyoti Yadav Appointed School Education Secretary
The Uttarakhand government has undertaken a significant bureaucratic reshuffle, transferring 10 Indian Administrative Service (IAS) officers and one Indian Forest Service (IFS) officer in a move aimed at strengthening governance and improving administrative efficiency across key departments. The latest overhaul, which came into effect immediately, brings fresh leadership to several important portfolios, including School Education, Transport, Information Technology, Panchayati Raj, Excise, Finance and Sugarcane Development.
The wide-ranging transfers reflect the state’s continuing effort to streamline administrative functioning by repositioning experienced officers in departments that play a vital role in governance, infrastructure, education and public service delivery. According to the official notification, all officers concerned have been directed to assume charge of their new assignments without delay and submit compliance reports after taking over their responsibilities.
The reshuffle is expected to improve coordination among departments while accelerating the implementation of government programmes and development initiatives across Uttarakhand.
Government Reassigns Key Administrative Portfolios
The transfer order has resulted in changes across several strategically important departments, with senior officers receiving fresh responsibilities based on administrative requirements.
Among the prominent changes, Lalrinliana Fanai (IAS:1997) has been relieved of the additional charge of the Excise Department while continuing to hold his remaining assignments. The decision is part of the government’s broader redistribution of departmental responsibilities among senior bureaucrats.
Another major change involves Nitesh Kumar Jha (IAS:2002), who has been shifted from the Information Technology, SURAJ and Science & Technology Department and appointed as Secretary, Panchayati Raj Department. His new role places him at the centre of rural governance and local self-government initiatives, which remain key priorities for the state administration.
Transport Department Gets New Leadership
The government has also reshuffled leadership in the Transport Department.
Ravinath Raman (IAS:2004) has been relieved of his responsibilities in the School Education Department and appointed Secretary, Transport Department, along with the additional responsibility of Commissioner, Transport.
The Transport Department plays an important role in road safety, vehicle regulation, public transport management and transport infrastructure across the hill state. The appointment is expected to bring fresh administrative focus to the department.
To fill the vacancy created in the Information Technology portfolio, Dr Pankaj Kumar Pandey (IAS:2005) has been appointed Secretary, Information Technology, SURAJ and Science & Technology Department.
The department oversees digital governance initiatives, technology-driven public services, innovation programmes and various e-governance projects aimed at improving citizen services.
Excise, Sugarcane and Finance Departments Receive New Secretaries
The reshuffle also introduces new leadership in departments that contribute significantly to the state’s revenue generation and agricultural economy.
Brijesh Kumar Sant (IAS:2006) has been assigned charge of the Excise Department, replacing his earlier transport-related responsibilities. The Excise Department remains one of the state’s important revenue-generating departments, making the assignment particularly significant.
Meanwhile, Dr Surendra Narayan Pandey (IAS:2007) has been appointed Secretary, Sugarcane Development and Sugar Department. The department plays a crucial role in supporting sugarcane farmers, regulating sugar mills and promoting agricultural development in regions where sugarcane cultivation forms an important part of the rural economy.
Another important change involves Ranveer Singh Chauhan (IAS:2009), who has been shifted from the Sugarcane Development portfolio and appointed Secretary, Finance Department.
The Finance Department occupies a central position in state administration, overseeing budget preparation, financial planning, expenditure management and fiscal policy implementation.
Jyoti Yadav Takes Charge of School Education
One of the most notable appointments in the reshuffle is that of Jyoti Yadav (IAS:2009), who has been appointed Secretary, School Education, overseeing both Primary and Secondary Education.
Before this posting, Jyoti Yadav had been awaiting a fresh assignment. Her appointment comes at a time when the state government is focusing on improving educational infrastructure, strengthening learning outcomes and enhancing administrative oversight in government schools.
The School Education Department is responsible for policy formulation, teacher management, curriculum implementation and overall supervision of school education across Uttarakhand. As Secretary, Jyoti Yadav will play an important role in guiding educational reforms and implementing various state and central government initiatives in the sector.
Her appointment is being viewed as one of the key highlights of the latest administrative exercise.
Secretariat Administration and State Property Departments Also Reshuffled
The reshuffle extends beyond major development departments to include important administrative wings of the state government.
Yugal Kishore Pant (IAS:2009) has been transferred to the Secretariat Administration Department, where he will contribute to the management and coordination of government secretariat operations.
In another important posting, Abhishek Ruhela (IAS:2015) has been appointed Additional Secretary, State Property Department, while also taking charge as State Property Officer.
The State Property Department manages government assets, official accommodation and various administrative properties owned by the state government. The additional responsibility entrusted to Ruhela is expected to strengthen oversight in this area.
IFS Officer’s Responsibilities Revised
The administrative reshuffle also includes one officer from the Indian Forest Service.
Dr Parag Madhukar Dhakate (IFS) has been relieved of certain responsibilities relating to the Panchayati Raj Department.
While the order primarily focuses on IAS officers, the inclusion of an IFS officer reflects the government’s effort to streamline responsibilities across multiple services wherever departmental coordination is involved.
Government Orders Immediate Implementation
The Uttarakhand government has instructed all officers affected by the transfer order to immediately assume charge of their new responsibilities.
