DoPT Revises AGMUT IAS Promotion Vacancies From 2015, Clears Fresh IAS Promotions for DANICS, Goa & Puducherry Officers – Full Select List Inside

New Delhi: In a major administrative development with far-reaching implications for the AGMUT cadre, the Department of Personnel and Training (DoPT) has revised the promotion vacancies to the Indian Administrative Service (IAS) beginning from the year 2015. The decision has opened the door for a fresh round of IAS promotions for officers belonging to the Delhi, Andaman and Nicobar Islands Civil Service (DANICS), Goa Civil Service, Puducherry Civil Service and other constituent State Civil Services under the AGMUT cadre.

The exercise marks one of the most significant revisions in recent years, as it not only corrects vacancy calculations for multiple years but also provides long-awaited relief to officers whose promotional prospects had remained uncertain because of prolonged legal proceedings. The revised vacancy assessment has resulted in fresh Select Lists for 2015, 2016 and 2017, bringing several eligible officers into the IAS fold.

The decision is expected to influence seniority, cadre management, future promotions and administrative planning across the AGMUT cadre, making it an important development for both serving officers and the Union Government.

Court Judgments Prompted the Fresh Review

The revised promotion exercise stems from a series of judicial directions delivered in the Krishan Kumar Dahiya case, which had questioned the manner in which promotion vacancies were being calculated.

Initially, the review was expected to be confined to vacancies for the year 2018. However, after considering the judicial rulings, the DoPT undertook a much broader reassessment. Instead of limiting the review to a single year, it recalculated IAS promotion vacancies beginning from 2015.

This expanded review significantly altered the vacancy position across several years and created additional promotion opportunities for officers who had become eligible during that period.

Officials familiar with the process say the exercise required detailed scrutiny of cadre strength, promotion quotas, vacancy calculations and previous Select Lists before revised recommendations could be finalised.

A Big Boost for AGMUT Cadre Officers

The revised vacancy calculations have particularly benefited officers serving under the AGMUT cadre, one of the country’s most diverse administrative cadres.

Unlike most State cadres, AGMUT represents multiple administrative units, including Arunachal Pradesh, Goa, Mizoram and several Union Territories. Officers from different State Civil Services become eligible for promotion to the IAS through the prescribed selection process based on vacancies, seniority and eligibility criteria.

Among the biggest beneficiaries of the latest revision are DANICS officers, many of whom had been waiting for clarity on their promotion prospects for several years.

The exercise has also benefited eligible officers from the Goa Civil Service, Puducherry Civil Service and other constituent civil services that form part of the AGMUT framework.

Why the Revision Matters

Promotion to the IAS is one of the most significant milestones in the career of a State Civil Service officer.

Besides elevating officers to the country’s premier civil service, such promotions bring greater administrative responsibilities, wider career opportunities and enhanced prospects for holding senior positions in both State governments and the Central Government.

The revised vacancy calculations also carry broader administrative consequences. Changes in promotion years can influence inter-se seniority among IAS officers, affect future empanelment, alter eligibility for Central deputation and reshape promotional avenues for officers lower down the hierarchy.

As a result, the latest DoPT exercise is expected to have a cascading impact across the AGMUT cadre over the coming years.

2015 IAS Select List

Following the revised vacancy calculations, the DoPT has included the following officers in the 2015 IAS Select List under the AGMUT segment:

H.P.S. Sran

Giridhari Lal Meena
Kuldeep Pakad
Chokha Ram Garg
Yashpal Garg

The following Goa Civil Service officers have also been included in the revised 2015 Select List:

Sanjit Rodrigues

The revised list substantially expands the number of officers receiving promotion benefits compared to the earlier vacancy assessment.

2016 IAS Select List

For the promotion vacancies relating to 2016, the revised Select List includes the following officers:

Binay Bhushan
Subhash Chandra
Sarpreet Singh Gill
C. Udaya Kumar
Ajay Kumar Garg
Krishan Kumar
Kulanand Joshi
Ram Niwas Sharma
Ajay Kumar Gupta
Goa Segment – 2016

The following officer from the Goa segment has also been selected:

Sanjiv M. Gadkar

The revised calculations have enabled additional eligible officers to secure IAS promotion based on recalculated vacancy positions for that year.

2017 IAS Select List

The revised 2017 Select List includes the following officers:

Ajay Chagti
Arun Mishra
Krishan Kumar Dahiya
Kalyan Sahai Meena
Syed Musawwir Ali
Sundaresan S.D.
Deepak Virmani
Indu Shekhar Mishra
Sanjeev Kumar Mittal
Jayanta Kumar Ray
Sunil Kumar Singh

Several of these officers had remained at the centre of the long-running litigation concerning vacancy calculations and promotion eligibility. Their inclusion in the revised Select List marks the culmination of a lengthy administrative and legal process.

Krishan Kumar Dahiya Case Played a Defining Role

The legal proceedings in the Krishan Kumar Dahiya case proved to be the turning point behind the revised promotion exercise.

The court’s directions required the government to revisit earlier vacancy calculations and reassess the promotion process instead of restricting the review to a later year. Acting on these directions, the DoPT carried out a comprehensive review beginning with vacancies for 2015.

This broader reassessment ensured that officers who may have been adversely affected by earlier calculations received fresh consideration under the revised vacancy position. The exercise is being viewed as an important example of judicial intervention leading to administrative correction in cadre management.

Long-Awaited Relief for DANICS Officers

The revised Select Lists are particularly significant for DANICS officers. Over the years, several officers had expressed concerns regarding delayed promotions arising from disputes over vacancy determination and litigation. The fresh exercise has now addressed many of those concerns by recalculating vacancies over multiple years rather than treating individual years in isolation.

For many officers, the revised lists represent the resolution of an issue that had remained pending for several years. Administrative circles believe the decision will also improve morale among officers who had been awaiting clarity regarding their career progression.

Impact on Seniority and Future Promotions

The implications of the revised promotion exercise extend well beyond the officers named in the current Select Lists. Since IAS promotions are directly linked to year-wise vacancies, any revision can alter the seniority position of promoted officers.

Changes in seniority may subsequently influence future appointments, empanelment for senior posts, Central deputation opportunities and eligibility for higher administrative responsibilities.

The revised Select Lists may also affect future promotion cycles within the State Civil Services, creating fresh vacancies at different administrative levels.

Experts believe the exercise will require careful cadre management to ensure smooth implementation across all AGMUT segments.

Administrative Significance of the Decision

The DoPT’s decision highlights the importance of maintaining accuracy in vacancy calculations and ensuring that promotion processes remain consistent with judicial directions.

For officers serving under the AGMUT cadre, the revised exercise represents more than a routine administrative correction. It restores promotion opportunities that many believed had been delayed because of earlier vacancy assessments.

With fresh IAS promotions now cleared for multiple years, the AGMUT cadre is expected to witness important changes in its administrative structure over the coming months.

As the revised Select Lists are implemented, attention will now shift to the consequential effects on seniority, cadre allocation, future vacancies and subsequent promotion exercises, making this one of the most consequential personnel decisions for the AGMUT cadre in recent years.
