The Central Government has approved the extension of two senior officers serving in important central government and public sector assignments. The tenure of 2006-batch Gujarat cadre IAS officer Ravi Kumar Arora as Joint Secretary in the Ministry of Housing and Urban Affairs (MoHUA) has been extended up to March 31, 2027, while 1997-batch Indian Telecom Service (ITS) officer Ritu Pande will continue as Chief Vigilance Officer (CVO) of National Buildings Construction Corporation Limited (NBCC) until December 11, 2028.
The latest decisions will allow both officers to continue in their existing responsibilities without an immediate change in leadership. While Arora will remain involved in policy and administrative matters concerning housing and urban development, Pande will continue overseeing vigilance-related functions at NBCC and HSCC, bringing continuity to the organisations’ internal oversight and compliance mechanisms.
Ravi Kumar Arora Gets Extension as Joint Secretary in MoHUA
Ravi Kumar Arora, a 2006-batch IAS officer of the Gujarat cadre, has received an extension in his tenure as Joint Secretary in the Ministry of Housing and Urban Affairs. His existing tenure, which was scheduled to end on August 5, 2026, has now been extended up to March 31, 2027.
Arora has been serving in MoHUA since October 6, 2022. During this period, he has been associated with policy formulation, programme implementation and administrative responsibilities connected with the country’s housing and urban development sectors.
His continuation comes at a time when urban governance remains a major focus area for the government, with cities facing a range of challenges involving housing, infrastructure, public services and planned urban growth. His extended tenure will enable him to remain associated with the ministry’s ongoing work for several more months.
Who Is IAS Ravi Kumar Arora?
Ravi Kumar Arora is a senior Gujarat cadre IAS officer who entered the civil services through the UPSC route. He was born on September 24, 1973, and holds a Bachelor of Arts degree from Bhagalpur University.
He later completed an MA in Public Policy from the Indira Gandhi National Open University (IGNOU), New Delhi. His academic background in public policy has complemented his administrative experience across field postings and central government assignments.
Over the course of his career, Arora has handled responsibilities at different levels of administration. His experience includes district-level governance, development administration and assignments at the Centre, giving him exposure to both grassroots implementation and policy-level decision-making.
From District Administration to the Central Government
Before moving into his present role at MoHUA, Arora served in several important positions in the Gujarat administration. His assignments included District Collector, District Development Officer, Assistant Collector and Supernumerary Assistant Collector.
He has also worked at the Centre, including an assignment as Director and Private Secretary to a Union Minister. Such positions gave him experience in coordinating administrative matters at the state as well as central government levels.
His field postings in Gujarat were also recognised for administrative performance. Arora was acknowledged as Best District Collector in Navsari and Mahisagar districts, while he was also recognised as the Best District Development Officer in Sabarkantha district. The officer is proficient in English, Gujarati and Hindi, allowing him to operate across administrative settings involving both central and state-level stakeholders.
Arora to Continue in MoHUA Until March 2027
The latest extension means Arora will remain Joint Secretary in MoHUA until March 31, 2027. His continued presence will provide stability to the ministry’s ongoing administrative and policy work.
The Ministry of Housing and Urban Affairs deals with a broad range of issues that directly affect the functioning and growth of cities. Housing programmes, urban infrastructure, municipal governance and development planning all require coordination between the Centre, states and local bodies.

Ritu Pande Gets Two-Year Extension as NBCC CVO
The Centre has also approved a two-year extension for Ritu Pande, a 1997-batch Group ‘A’ officer of the Indian Telecom Service. She will continue as Chief Vigilance Officer of NBCC (India) Limited for another two years beyond her existing tenure.
Pande’s tenure, which was due to end on December 11, 2026, has now been extended until December 11, 2028. She assumed charge as CVO of NBCC on December 12, 2023. In addition to her responsibilities at NBCC, Pande also oversees vigilance functions at HSCC (India) Limited. Her continuation is significant for the vigilance and compliance framework of these public sector organisations, particularly as government-owned enterprises continue to focus on transparency, accountability and stronger internal controls.
Who Is Ritu Pande?
Ritu Pande is a 1997-batch Indian Telecom Service officer working under the Ministry of Communications. She entered government service on May 18, 1998, and has accumulated more than two decades of experience in different areas of public administration.
Pande holds a Bachelor of Engineering degree in Electronics Engineering from NIT Allahabad. She has also completed a Post Graduate Diploma in Public Policy and Management (PGPPM).
Her professional career has not been limited to the traditional telecom domain. Over the years, she has worked in areas involving telecom regulation, licensing, public policy, vigilance, industrial administration and public sector governance.
This combination of technical training and administrative experience has helped her handle assignments involving complex regulatory and institutional responsibilities.
Experience in the Department of Heavy Industry
Pande has also served on central deputation in the Department of Heavy Industry (DHI). She joined the department as a Director in July 2015 and was associated with matters concerning the capital goods and automotive sectors.
Her tenure in the department gave her an opportunity to work on industrial policy and sector-specific administrative issues. The assignment also broadened her experience beyond telecommunications and exposed her to the functioning of major industrial sectors.
Her responsibilities were subsequently extended as she continued handling matters linked to sectoral policy and administration.
Experience as Government Nominee Director
Another significant part of Pande’s career has been her association with the boards of several Central Public Sector Enterprises (CPSEs). She has served as a Government Nominee Director, giving her exposure to board-level decision-making and public sector governance.
Such responsibilities involve understanding institutional risk, compliance requirements, administrative oversight and the broader accountability framework applicable to government-owned enterprises. Her experience in these areas has complemented her later work in vigilance administration.
Her professional areas of expertise include telecom spectrum pricing, strategic licensing, security-related compliance and administrative risk management. These roles have given her a varied career spanning technical, regulatory and governance-related responsibilities.
Pande to Remain NBCC Vigilance Chief Until December 2028
With the latest extension, Pande will remain in charge of vigilance functions at NBCC until December 11, 2028. Her continuation will provide stability to the organisation’s internal vigilance mechanism over the next two years.
The CVO’s role is important in public sector organisations because vigilance functions involve monitoring compliance, examining complaints and helping strengthen systems designed to prevent irregularities. The position also works as part of the broader framework of accountability and administrative integrity within an organisation.
