The Appointments Committee of the Cabinet (ACC) has approved the extension of the Central deputation tenure of Ravi Kumar Arora, IAS (Gujarat:2006), who is serving as Joint Secretary in the Ministry of Housing and Urban Affairs. His deputation has now been extended up to March 31, 2027, providing continuity to his senior-level role in the Union ministry.
The decision follows a proposal submitted by the Ministry of Housing and Urban Affairs and referenced in its Office Memorandum dated July 27, 2026. As per the ACC order issued on August 6, 2026, Arora’s extended Central deputation will cover the period from August 5, 2026, to March 31, 2027, or until further orders, whichever is earlier.
Ravi Kumar Arora to continue as Joint Secretary
Ravi Kumar Arora is a 2006-batch Indian Administrative Service officer of the Gujarat cadre. He is currently posted as Joint Secretary in the Ministry of Housing and Urban Affairs, a key Union ministry responsible for urban development and housing-related policy and programmes across the country.
The ACC’s decision means that Arora will continue in his present Central assignment for several more months. His tenure, which was otherwise due for a decision at this stage, has now formally been extended from August 5, 2026, until March 31, 2027.
The order also carries the standard provision that the extension will remain valid until March 31, 2027, or until further orders, whichever is earlier. This gives the competent authority the flexibility to modify the arrangement before the end of the approved period if required.
Extension approved on Housing Ministry proposal
The latest decision was not an independent ACC initiative but followed a formal proposal from the Ministry of Housing and Urban Affairs.
The ACC order specifically refers to the ministry’s Office Memorandum No. A-19011/2/2021-ADMN-I dated July 27, 2026. The proposal sought continuation of Arora’s Central deputation tenure in the Union ministry.
After considering the proposal, the Appointments Committee of the Cabinet approved the extension from August 5, 2026, through March 31, 2027.
This kind of extension allows the government to retain experienced officers in specialised central assignments, particularly where an officer is already handling an established portfolio and continuity is considered administratively useful.
Important role within the Ministry of Housing and Urban Affairs
As Joint Secretary, Arora occupies a senior position within the Ministry of Housing and Urban Affairs. The ministry oversees several major national programmes and policy areas connected with urbanisation, housing, municipal development and the broader transformation of India’s cities.
The Joint Secretary-level position involves policy coordination, programme monitoring and administrative supervision within the officer’s assigned domain. It can also require regular interaction with state governments, Union Territories, urban local bodies and other Union ministries.
With India’s urban population continuing to expand and cities facing increasing demands for housing, infrastructure and public services, senior administrative positions within the ministry carry substantial policy and implementation responsibilities.
Arora’s continuation allows the ministry to retain an officer already familiar with its working systems, ongoing files and inter-governmental coordination mechanisms.
Deputation extended till March 31, 2027
The approved period is clearly specified in the ACC communication. Arora’s Central deputation tenure has been extended from August 5, 2026, to March 31, 2027.
The extension therefore covers nearly eight months and ensures that he remains available to the Housing and Urban Affairs Ministry through the end of the 2026-27 financial year.
The order does not indicate any change in Arora’s designation. He will continue to serve as Joint Secretary, Ministry of Housing and Urban Affairs during the approved period, subject to any subsequent government orders.
The provision allowing continuation until further orders also means that March 31, 2027, is the outer date specified in the present approval rather than an absolute bar on any future administrative decision.
Gujarat government also informed
The ACC communication has been formally circulated to the relevant authorities. It has been addressed to the Department of Urban Development, with Satendra Singh, Secretary, listed as the recipient in New Delhi.
The Prime Minister’s Office has also been informed, with Pooja Jain, Director, included among the recipients. Copies have additionally been marked to the office of the Union Home Minister, the Minister of State for Personnel and other concerned authorities.
The Chief Secretary, Government of Gujarat, has also been informed of the extension. This is significant because Arora belongs to the Gujarat cadre and his continued Central deputation affects the cadre administration of the state.
The officer concerned has also been provided a copy of the order.
ACC order issued on August 6
The order was issued from New Delhi on August 6, 2026, by the Secretariat of the Appointments Committee of the Cabinet under the Ministry of Personnel, Public Grievances and Pensions and Department of Personnel and Training.
The communication carries reference number 27/36/2024-EO(SM-I) and was issued with reference to the Housing and Urban Affairs Ministry’s Office Memorandum dated July 27.
The order has been signed by Kanmani Joy, Director, who is listed with the telephone number 24010544 in the official communication.
Copies have been sent to the Cabinet Secretariat, including Kavita Singh, Joint Secretary, for information and necessary action. The Senior Technical Director, National Informatics Centre, DoPT, has also been included in the distribution list, along with the relevant Personnel Ministry offices and the guard file.
Continuity at senior level
The latest ACC decision is part of the routine administrative process through which senior IAS officers are retained at the Centre when their services are required beyond the originally approved deputation period.
For the Ministry of Housing and Urban Affairs, retaining a Joint Secretary who is already familiar with its policy and administrative framework can help maintain continuity across ongoing programmes and projects. It also avoids an abrupt transition in a senior position while the ministry continues to work with state governments and urban authorities on a range of housing and city development priorities.
For Arora, the extension keeps him at the Union government level until March 2027. As a 2006-batch IAS officer of the Gujarat cadre, he will continue to serve in the Ministry of Housing and Urban Affairs under the terms approved by the ACC.
The latest order therefore provides a clear extension of his Central deputation from August 5, 2026, to March 31, 2027, with the usual condition that the arrangement will remain subject to further orders and will end earlier if the competent authority so decides.
