Centre Replaces 3 Central Nodal Officers Under PM Dhan Dhaanya Krishi Yojana; New JS-Level Appointments for Manipur, Odisha & Jharkhand
The Centre has replaced three Central Nodal Officers under PM Dhan Dhaanya Krishi Yojana, appointing Kulveer Singh Yadav, G. Venkatesh and Muthukumar Alagumuthu for Tamenglong, Kandhamal and West Singhbhum.
The Appointments Committee of the Cabinet (ACC), through the Department of Personnel and Training (DoPT), has issued a fresh Office Memorandum appointing and replacing Central Nodal Officers (CNOs) for three Aspirational Agricultural Districts under the Prime Minister Dhan Dhaanya Krishi Yojana (PMDDKY).
The latest order has been issued under OM No. 9/7/2025-EO(SM-I) and updates the existing list of Central Nodal Officers notified since October 2025. The newly appointed officers will oversee the review and monitoring of PMDDKY implementation in their respective districts.
The Department of Agriculture and Farmers’ Welfare has designated Joint Secretary Chinmay P. Gotmare (Marketing & PMDDKY) as the contact officer for any clarification regarding the assignments.
Three Districts Get New Central Nodal Officers
The latest order replaces the existing Central Nodal Officers in three Aspirational Agricultural Districts spread across Manipur, Odisha and Jharkhand.
Tamenglong, Manipur
For Tamenglong district in Manipur, Shri Armstrong Pame has been replaced by Shri Kulveer Singh Yadav, who serves as Joint Secretary, Ministry of Mines.
The appointment places a senior officer from the Ministry of Mines in charge of monitoring the implementation of PMDDKY in the district.
Kandhamal, Odisha
In Kandhamal district, Odisha, Ms. Roopa Mishra has been replaced by Shri G. Venkatesh, Joint Secretary, Department of Chemicals and Petrochemicals.
The change brings another senior Central government officer into the programme’s monitoring framework for the district.
West Singhbhum, Jharkhand
For West Singhbhum district in Jharkhand, Shri Priya Ranjan, Joint Secretary, has been replaced by Shri Muthukumar Alagumuthu, Joint Secretary, Ministry of Health and Family Welfare.
His appointment will enable the district’s PMDDKY implementation to be monitored by a senior officer from the Health and Family Welfare Ministry.
Why Central Nodal Officers Matter
The Prime Minister Dhan Dhaanya Krishi Yojana (PMDDKY) assigns senior officers from various Central ministries as Central Nodal Officers for identified Aspirational Agricultural Districts.
These officers are responsible for periodically reviewing programme implementation, monitoring progress and coordinating with state governments and district administrations to improve outcomes under the scheme.
The latest Office Memorandum updates the existing CNO roster and forms part of a series of orders issued since October 3, 2025, with multiple amendments made through 2025 and 2026.
The latest DoPT order ensures continued senior-level oversight of PMDDKY implementation in these Aspirational Agricultural Districts by replacing the designated Central Nodal Officers with experienced Joint Secretaries from different Union ministries.
