Delhi Police Reshuffle: LG Orders Transfer of Three Senior IPS Officers; New OSD to Lieutenant Governor Appointed
A significant reshuffle has been carried out in the Delhi Police, with the Lieutenant Governor approving the transfer and fresh posting of three senior IPS officers following the recommendations of the Police Establishment Board. The Home Department has issued official orders implementing the changes with immediate effect, marking another important administrative realignment within the capital’s policing structure.
The latest appointments affect officers handling operational policing, economic crime investigations, and the office of the Lieutenant Governor. While such reshuffles are part of routine administrative management, the movement of officers occupying key leadership positions often attracts attention because of the crucial responsibilities attached to these posts.
The notification, signed by Deputy Secretary Ramesh Kumar of the Home Department, has been circulated to the Delhi Police Commissioner and all concerned administrative departments for immediate compliance.
Three Senior IPS Officers Get New Assignments
The reshuffle involves officers from the 2008, 2009, and 2010 batches of the Indian Police Service, each of whom has been entrusted with a strategically important responsibility within the Delhi Police setup.
The appointments are expected to ensure continuity in policing while strengthening leadership across operational and investigative wings.
Chinmay Biswal Posted as Joint Commissioner of Police (Operations)
IPS officer Chinmay Biswal (2008 batch) has been posted as Joint Commissioner of Police (Operations) upon his arrival. The order specifically mentions his appointment on an “on arrival” basis, indicating that he will assume charge immediately after joining the Delhi Police in his current assignment.
The Joint Commissioner (Operations) is among the most critical leadership positions in Delhi Police. The office oversees operational planning, law and order management, deployment strategies, crowd control arrangements, and coordination during major public events.
Delhi, being the national capital, witnesses a constant stream of political demonstrations, international delegations, festivals, and high-security events. The Operations wing therefore plays a central role in ensuring that policing remains effective across multiple districts simultaneously.
With Biswal taking charge, the department gains an experienced officer in a position that demands quick decision-making and close coordination with field formations.
Shivendra Kant Tiwari Moves from LG Secretariat to Economic Offences Wing
Another notable change involves Shivendra Kant Tiwari (IPS: 2009), who has been shifted from the office of the Lieutenant Governor. Tiwari, who had been serving as Officer on Special Duty (OSD) to the Lieutenant Governor, has now been appointed Additional Commissioner of Police, Economic Offences Wing (EOW).
The move places him at the helm of one of Delhi Police’s most important investigative units dealing with financial and commercial crimes.
The Economic Offences Wing investigates a wide range of complex cases involving financial fraud, cheating, forgery, corporate scams, investment frauds, cyber-enabled financial crimes, and other economic offences affecting individuals as well as institutions.
Investigations conducted by the EOW often involve detailed financial analysis, coordination with banks, regulatory authorities, forensic experts, and multiple investigating agencies. The Additional Commissioner heading the wing supervises sensitive investigations that can involve substantial financial stakes and public interest.
Tiwari’s transition from an advisory role in the Lieutenant Governor’s office to a frontline investigative assignment reflects a significant shift in responsibilities.
Varsha Sharma Becomes New OSD to Lieutenant Governor
The reshuffle has also resulted in a new appointment in the Lieutenant Governor’s Secretariat. Varsha Sharma (IPS: 2010) has been transferred from her position as Additional Commissioner of Police, Economic Offences Wing, and appointed as the new Officer on Special Duty (OSD) to the Lieutenant Governor.
The OSD to the Lieutenant Governor occupies an important administrative position that involves close coordination between the LG Secretariat, Delhi Police, and various government departments.
The role typically requires handling official coordination, reviewing administrative matters, facilitating communication on policing and governance-related issues, and supporting the office in matters requiring security and law enforcement inputs.
Sharma’s experience in the Economic Offences Wing is expected to bring valuable investigative and administrative expertise to her new assignment.
What the Police Establishment Board’s Recommendation Means
The transfers were approved after recommendations made by the Police Establishment Board, the internal body responsible for considering postings, transfers, and other personnel-related matters concerning senior police officers.
Such recommendations help ensure that leadership positions are filled through an established administrative process while allowing experienced officers to be deployed where their expertise is considered most useful.
Once approved by the competent authority, these decisions are implemented through formal government notifications issued by the Home Department.
Immediate Effect of the Orders
The Home Department has made it clear that all three appointments come into force immediately. The official notification directs the concerned authorities to ensure prompt implementation so that the transition in responsibilities takes place without administrative delays.
Copies of the order have already been forwarded to the Delhi Police Commissioner and other relevant departments for necessary action. This ensures that charge handovers, office transitions, and reporting arrangements are completed in accordance with government procedures.
Why These Positions Matter
Each of the three posts affected by the reshuffle carries substantial institutional importance within Delhi’s policing framework. The Joint Commissioner (Operations) oversees operational policing across the capital and plays a major role in maintaining public order during routine policing as well as extraordinary situations.
The Additional Commissioner heading the Economic Offences Wing supervises investigations into sophisticated financial crimes that often involve extensive documentation, digital evidence, and multi-agency coordination.
Meanwhile, the OSD to the Lieutenant Governor serves as a crucial link between the constitutional office of the LG and the policing establishment, helping coordinate matters that require administrative attention at the highest level.
Because these roles influence operational planning, investigative oversight, and administrative coordination, even a limited reshuffle involving only three officers assumes considerable significance.
Administrative Realignment in Delhi Police
Senior-level transfers are a regular feature of police administration, especially in a force as large and complex as the Delhi Police.
Leadership changes allow officers to bring fresh perspectives to different assignments while ensuring that specialised wings continue functioning with experienced supervision.
The latest reshuffle illustrates how administrative responsibilities are periodically redistributed to meet organisational requirements without disrupting the overall functioning of the police force.
With Chinmay Biswal taking charge of operations, Shivendra Kant Tiwari moving to head the Economic Offences Wing, and Varsha Sharma assuming responsibility as OSD to the Lieutenant Governor, Delhi Police enters another phase of leadership transition aimed at strengthening both operational policing and administrative coordination across the national capital.
