Mukesh Meghwal, ISS Officer, Gets Director Designation in Fertilizers Department Till March 2030
The Centre has approved the redesignation of the Deputy Secretary post held by 2012-batch Indian Supply Service officer Mukesh Meghwal as Director in the Department of Fertilizers until March 17, 2030.
The Central Government has approved the redesignation of the post of Deputy Secretary currently held by Mukesh Meghwal, a 2012-batch Indian Supply Service officer, as Director in the Department of Fertilizers. The change has been approved as a measure personal to the officer and will take effect from the date he assumes charge of the redesignated post.
According to an Office Memorandum issued by the Department of Personnel and Training (DoPT), Office of the Establishment Officer, the Director-level designation has been approved for a period up to March 17, 2030. This represents the total admissible five-year tenure under the Central Staffing Scheme, subject to the applicable conditions.
DoPT Approves Redesignation of Deputy Secretary Post
The decision follows a proposal received from the Department of Fertilizers through its Office Memorandum dated July 13, 2026. After considering the proposal, the competent authority has given its approval for redesignating the post of Deputy Secretary presently occupied by Meghwal as Director in the same department.
The government order makes it clear that the redesignation is “personal to him”. In administrative terms, this means the benefit of the redesignation is attached to the officer and does not necessarily amount to a permanent conversion of the post itself into a Director-level position for future incumbents.
The new designation will become effective from the date Meghwal formally assumes charge of the redesignated post. He will continue in the Department of Fertilizers, but with the Director designation for the approved tenure.
Central Deputation Began in March 2025
Mukesh Meghwal belongs to the 2012 batch of the Indian Supply Service and is currently serving on central deputation in the Department of Fertilizers. His central deputation tenure commenced with effect from March 18, 2025.
Under the latest decision, his permissible tenure in the central government assignment will run up to March 17, 2030. The dates are significant because they represent a full five-year period from the beginning of his central deputation, in line with the total admissible tenure prescribed under the Central Staffing Scheme.
Meghwal’s redesignation therefore does not involve a change of ministry or department. He will remain with the Department of Fertilizers, where he has been serving as Deputy Secretary, while moving into the Director designation under the approved arrangement.
Director Role in the Department of Fertilizers
The Department of Fertilizers functions under the Ministry of Chemicals and Fertilizers and deals with one of the most important inputs in India’s agricultural economy. Its work involves policy and administrative matters relating to fertilizers, production, distribution, availability and other issues connected with ensuring that farmers have access to essential agricultural nutrients.
The department also handles matters concerning the fertilizer sector’s broader policy framework and coordination with various stakeholders. This includes government agencies, fertilizer manufacturers, state governments and other institutions involved in the supply and distribution chain.
A Director-level officer forms an important link in this administrative structure. Directors are involved in examining policy matters, coordinating with different stakeholders, processing important proposals and overseeing work assigned to their respective divisions.
While the latest Office Memorandum does not specify the precise portfolio that Meghwal will handle following his redesignation, his continued presence in the department will provide administrative continuity.
Five-Year Tenure Under Central Staffing Scheme
One of the most important details in the DoPT memorandum is the reference to the total admissible tenure of five years under the Central Staffing Scheme. Meghwal’s central deputation is effective from March 18, 2025, and the approved period extends up to March 17, 2030.
The redesignation has consequently been aligned with the remaining permissible period of his central deputation. Rather than treating the Director position as an entirely fresh deputation, the government has linked the redesignation to his existing central staffing tenure.
This is also why the order specifies that the new designation will remain in force up to March 17, 2030. The arrangement provides a definite administrative timeline for Meghwal’s continued service in the Department of Fertilizers.
Move Does Not Involve a Transfer
Unlike a conventional government transfer, the latest decision does not move Meghwal from one ministry or department to another. His present department remains unchanged, and the principal development is the redesignation of the post he currently occupies.
He is moving from Deputy Secretary to Director within the Department of Fertilizers. The change is therefore more about the level and designation of the post than about a change in his place of posting.
For the department, this also means that there will be no immediate disruption associated with bringing in a new officer for the assignment. Meghwal has already been working in the department since the commencement of his central deputation in March 2025.
What “Personal to Him” Means
The wording used in the memorandum is worth noting. The DoPT has approved the redesignation “as a measure personal to him”, which is a standard administrative formulation used in certain government personnel decisions.
In simple terms, the redesignation applies to Meghwal in the context of his current assignment. It should not automatically be interpreted as a general restructuring of the cadre strength or a permanent elevation of the post itself.
The Director designation will therefore operate within the terms specified by the government order. It takes effect from the date Meghwal assumes charge and remains valid for the approved period, which ends on March 17, 2030.
Department of Fertilizers Gets Continuity
For the Department of Fertilizers, retaining an officer already familiar with its working can be useful, particularly when dealing with continuing policy matters and administrative responsibilities. Meghwal has been part of the department since March 2025, giving him an established understanding of its procedures and ongoing work.
The transition from Deputy Secretary to Director can consequently take place without the adjustment period that normally accompanies the arrival of a completely new officer. His existing familiarity with the department can help maintain continuity across files, programmes and administrative coordination.
The decision also gives the department clarity on Meghwal’s tenure. His central deputation is scheduled to continue until March 17, 2030, unless a subsequent order changes the arrangement.
Administrative Approval Follows July Proposal
The latest decision stems from the Department of Fertilizers’ proposal submitted through its Office Memorandum No. A-19011/105/2025-Estt dated July 13, 2026. The proposal specifically sought redesignation of the Deputy Secretary post being held by Meghwal.
The DoPT has now conveyed approval of that proposal on behalf of the competent authority. The memorandum has been issued from the Office of the Establishment Officer at Kartavya Bhawan-3 in New Delhi.
The communication is addressed to the Department of Fertilizers through its Secretary, Rajat Kumar Mishra, for necessary action. The file is identified as No. 2/3/2025-EO (MM-I).
What Happens Next for Mukesh Meghwal?
The immediate administrative step will be Meghwal assuming charge of the redesignated Director post. Once he takes charge, he will formally function under the new designation in the Department of Fertilizers.
His central deputation will continue from March 18, 2025, with the approved tenure running through March 17, 2030. No separate transfer to another department has been indicated in the memorandum.
For the 2012-batch Indian Supply Service officer, the decision marks a significant change in designation during his ongoing central deputation. From Deputy Secretary, Meghwal will now serve as Director, allowing him to continue his work in the Department of Fertilizers for the remainder of the five-year admissible central staffing tenure.
