Tamil Nadu Chief Secretary Succession: Three 1993-Batch IAS Officers in Focus, Know S Vijayakumar, Gagandeep Singh Bedi and K Manivasan
The question of who will eventually succeed Tamil Nadu Chief Secretary M Sai Kumar has begun attracting attention in administrative circles, with three senior 1993-batch IAS officers – Dr S Vijayakumar, Gagandeep Singh Bedi and Dr K Manivasan – being discussed as possible names for the state’s top bureaucratic position.
The succession discussion comes against the backdrop of Sai Kumar’s recently approved six-month extension. The 1990-batch Tamil Nadu cadre officer was originally due to retire on August 31, 2026, but the Union government approved his continuation from September 1, 2026, to February 28, 2027, following a proposal from the Tamil Nadu government.
The names of the three 1993-batch officers were reported by The South First as being in discussion for the eventual succession. There is, however, no official announcement yet on who will be appointed the next Chief Secretary. The three officers currently occupy senior positions in the Tamil Nadu administration, and all belong to the cohort of 1993-batch officers who were elevated to the Chief Secretary grade in December 2023.
M Sai Kumar to Continue as Chief Secretary Till February 2027
M Sai Kumar, a 1990-batch IAS officer of the Tamil Nadu cadre, was appointed Chief Secretary during the 2026 Assembly election period after the Election Commission replaced N Muruganandam in the post. His original date of superannuation was August 31, 2026.
The Centre subsequently approved a six-month extension of his service. According to the Department of Personnel and Training communication, the extension runs from September 1, 2026, to February 28, 2027, under Rule 16(1) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958.
The extension gives the state administration additional time before a fresh Chief Secretary appointment becomes necessary. Against that backdrop, attention has turned to senior officers who are already in the Chief Secretary grade and are holding important portfolios within the state government.
Dr S Vijayakumar: Long Experience in the Chief Minister’s Office and Industry
Dr S Vijayakumar, a 1993-batch IAS officer, is currently serving as Additional Chief Secretary/Commissioner, Industries, Investment Promotion and Commerce Department. The Tamil Nadu government’s current IAS directory records his present posting from May 14, 2026.
Vijayakumar was born on June 7, 1967, and entered the IAS through direct recruitment. His academic background is in biotechnology and watershed development, with an M.Sc. in Biotechnology and a Ph.D. in Watershed Development.
Over a career spanning more than three decades, Vijayakumar has handled a wide range of assignments in the Tamil Nadu government. One of the most significant phases was his extended stint in the Chief Minister’s Office, where he served as Principal Secretary-II to the Chief Minister for more than six years.
That experience gave him prolonged exposure to the functioning of the state’s highest political and administrative office, including coordination across departments and implementation of government priorities. His later assignments have included responsibilities relating to land reforms, infrastructure and industrial and investment promotion.
Vijayakumar was among the senior Tamil Nadu cadre officers elevated to the Chief Secretary grade in December 2023. At the time, he was serving as Additional Chief Secretary and Chairman and Managing Director of the Tamil Nadu Urban Infrastructure Financial Services Limited.
His current role in the Industries, Investment Promotion and Commerce Department places him at the centre of issues involving industrial development, investment facilitation and the state’s business environment.
Gagandeep Singh Bedi: From Health and Rural Development to Municipal Administration
Another senior officer whose name has surfaced in the succession discussion is Gagandeep Singh Bedi, also a 1993-batch Tamil Nadu cadre IAS officer.
Bedi is currently serving as Additional Chief Secretary, Municipal Administration and Water Supply Department. The official Tamil Nadu IAS directory records his current posting from May 18, 2026.
Born on September 9, 1968, in Hoshiarpur, Punjab, Bedi entered the IAS through direct recruitment. Before joining the civil services, he worked as a university lecturer and also served for a period in the Indian Engineering Service with the Indian Railways.
His academic qualification includes a Bachelor of Engineering in Electronics and Electrical Communication from Thapar Institute of Engineering and Technology. His administrative career has since taken him through several important sectors of the Tamil Nadu government.
Bedi has held senior responsibilities in Health and Family Welfare, Rural Development and Panchayat Raj, Agriculture, Cooperation, Urban Development and local administration. He was transferred to Municipal Administration and Water Supply in May 2026 from Rural Development and Panchayat Raj.
His career has also included major field and crisis-management responsibilities. He was associated with the administration’s response to the 2004 Indian Ocean tsunami in Cuddalore, the 2018 Thoothukudi violence, and the COVID-19 pandemic, when he served as Commissioner of the Greater Chennai Corporation.
His experience therefore spans both large state-level departments and the highly demanding environment of metropolitan administration. Bedi was also among the 1993-batch Tamil Nadu cadre officers promoted to the Chief Secretary grade in December 2023.
Dr K Manivasan: Home Department Experience and a Medical Background
The third officer being discussed is Dr K Manivasan, another 1993-batch IAS officer of the Tamil Nadu cadre.
Manivasan is currently the Additional Chief Secretary, Home, Prohibition and Excise Department, according to the Tamil Nadu government’s current IAS directory. His present posting is recorded from April 11, 2026.
Born on July 2, 1967, Manivasan joined the IAS through direct recruitment after qualifying through the UPSC Civil Services Examination. He has a distinctive academic background among senior administrators, holding an MBBS degree before entering the civil services.
His career has covered several important areas of government administration. He has handled responsibilities relating to welfare, infrastructure, tourism, religious endowments and public administration, besides serving in field assignments.
One of his significant earlier assignments was as Principal Secretary, Social Welfare and Nutritious Meal Programme Department. He has also served as District Collector of Tiruchirappalli and held senior responsibilities in the Public Works Department, Tourism and the Hindu Religious and Charitable Endowments Department.
Manivasan was promoted to the Chief Secretary grade along with other senior 1993-batch officers in December 2023. His current responsibility in the Home Department places him in charge of one of the state’s most sensitive administrative portfolios, covering areas linked to internal security, policing, prisons, prohibition and excise administration.
Three Senior Officers With Different Administrative Experience
The three officers being discussed come from the same 1993 IAS batch, but their professional backgrounds are quite different.
S Vijayakumar has extensive experience in the Chief Minister’s Office, land administration, infrastructure and industrial and investment promotion. His present assignment is focused on industries and investment, while his earlier CMO tenure gave him long exposure to top-level government coordination.
Gagandeep Singh Bedi has worked across health, rural development, agriculture, municipal administration and urban governance. His experience also includes field-level crisis management and a significant stint as Commissioner of the Greater Chennai Corporation.
K Manivasan, meanwhile, brings experience in the Home Department as well as welfare, tourism, public works and religious endowments. His present assignment as Additional Chief Secretary, Home, Prohibition and Excise gives him responsibility for a particularly significant segment of the state administration.
All three are already in the Chief Secretary grade, and their current portfolios place them among the senior administrative officers of Tamil Nadu.
Why the 1993 Batch Is Drawing Attention
The focus on the 1993 cohort is not surprising given the seniority of the officers involved. Several Tamil Nadu cadre IAS officers from that batch were promoted to the Chief Secretary grade in December 2023, creating a pool of experienced administrators at the highest level of the state service.
The current Tamil Nadu IAS directory lists Bedi, Vijayakumar and Manivasan among the 1993-batch officers serving in senior state government positions. It also lists Dheeraj Kumar, another 1993-batch officer, as ACS/Commissioner of the Entrepreneurship Development and Innovation Institute, while Sunil Paliwal, also from the batch, is serving with the Government of India.
For now, the succession question remains open. Sai Kumar has a confirmed extension until February 28, 2027, and no formal decision on his eventual successor has been announced. The reported discussion around Vijayakumar, Bedi and Manivasan therefore represents an early view of the senior officers whose names are being considered in administrative circles, rather than a confirmed appointment decision.
