Karnataka IAS Reshuffle: Keertana H.S. Appointed NWKRTC MD, Meenakshi Arya Gets Chikkamagaluru ZP CEO Post
The Karnataka government has ordered a fresh reshuffle involving three Indian Administrative Service (IAS) officers, bringing changes to important assignments across the state Secretariat, transport administration and district-level governance. The latest transfer order involves officers from the 2010, 2020 and 2023 IAS batches and places them in new or additional responsibilities across different wings of the state administration.
The changes include concurrent charge for Karnataka-cadre IAS officer Nakul S.S., the appointment of Keertana H.S. as Managing Director of the North Western Karnataka Road Transport Corporation (NWKRTC), and the posting of Meenakshi Arya as Chief Executive Officer of the Zilla Panchayat, Chikkamagluru. The movement also results in a direct change at the top of the Chikkamagluru Zilla Panchayat, with Arya succeeding Keertana H.S. in the post.
Nakul S.S. Gets Additional Charge of Global Investment Department
Nakul S.S., IAS (KN:2010), who is currently serving as Secretary to the Chief Minister of Karnataka, has been entrusted with an additional responsibility. He will now also hold the concurrent charge of Secretary, Department of Global Investment Non-Resident Indian Affairs.
The new responsibility will be held alongside his existing assignment as Secretary to the Chief Minister. This means Nakul S.S. will continue in his present role while simultaneously overseeing the affairs of the Department of Global Investment Non-Resident Indian Affairs until further orders.
The concurrent-charge arrangement places an additional administrative responsibility on a senior 2010-batch IAS officer who is already working in the Chief Minister’s Secretariat. The department he will now oversee deals with matters relating to global investment and engagement with the non-resident Indian community, adding another area of responsibility to his existing Secretariat assignment.
The government has therefore retained continuity in the Chief Minister’s Secretariat while assigning the additional departmental charge to an officer already occupying a senior position at the state level.
Keertana H.S. Appointed Managing Director of NWKRTC
One of the key changes in the latest Karnataka IAS reshuffle is the transfer of Keertana H.S., IAS (KN:2020), from Chikkamagluru to the North Western Karnataka Road Transport Corporation.
Keertana H.S. has been appointed Managing Director of NWKRTC, with headquarters at Hubballi. She was earlier serving as Chief Executive Officer of the Zilla Panchayat, Chikkamagluru, and will now move from district administration to the leadership of a major state transport corporation.
The change marks a shift in the nature of her administrative responsibilities. As CEO of the Chikkamagluru Zilla Panchayat, her assignment was centred on district-level development administration and the implementation and coordination of various government programmes at the local level.
Her new role at NWKRTC will take her into the state transport administration, where the Managing Director is responsible for overseeing the functioning of the corporation and its administrative and operational activities.
The appointment also creates a vacancy at the top of the Chikkamagluru Zilla Panchayat, which has been filled through the posting of another IAS officer from the 2023 batch.
Meenakshi Arya Moves to Chikkamagluru as ZP CEO
Meenakshi Arya, IAS (KN:2023), has been transferred from her present assignment as Assistant Commissioner, Mangaluru Sub-Division, in Dakshina Kannada district.
She has now been appointed Chief Executive Officer of the Zilla Panchayat, Chikkamagluru. With this posting, Arya takes charge of the district-level administrative position previously held by Keertana H.S.
The transfer represents a move from a sub-divisional administrative assignment in Dakshina Kannada to a district-level development administration role in Chikkamagluru. As CEO of the Zilla Panchayat, Arya will be responsible for coordinating the functioning of the rural local governance and development machinery in the district.
Her appointment also ensures that the transition at the Chikkamagluru Zilla Panchayat takes place alongside Keertana H.S.’s movement to NWKRTC. The two transfers are consequently linked, with Arya taking over the position vacated by Keertana H.S.
Three IAS Officers, Three Different Administrative Roles
The latest order brings together three officers from three different batches and moves them into distinct areas of governance. Nakul S.S. belongs to the 2010 batch and continues as Secretary to the Chief Minister while taking additional charge of the Department of Global Investment Non-Resident Indian Affairs.
Keertana H.S., a 2020-batch officer, moves from the Zilla Panchayat in Chikkamagluru to the Managing Director’s post at NWKRTC in Hubballi. Meenakshi Arya, from the 2023 batch, moves in the opposite direction in terms of administrative function, shifting from an Assistant Commissioner role in Mangaluru Sub-Division to the CEO’s position at the Chikkamagluru Zilla Panchayat.
The reshuffle therefore touches three different layers of the Karnataka administration – the Chief Minister’s Secretariat, a major state-owned transport corporation and district-level governance.
Changes Across Secretariat, Transport and District Administration
Nakul S.S.’s concurrent charge keeps him within the senior Secretariat structure while expanding his portfolio. His existing responsibility as Secretary to the Chief Minister remains unchanged, but he will additionally oversee the Department of Global Investment Non-Resident Indian Affairs.
For Keertana H.S., the transfer brings a move away from district administration and into a corporation-level leadership position. Her appointment as NWKRTC Managing Director at Hubballi gives her responsibility for an organisation operating within the state’s public transport framework.
Meanwhile, Meenakshi Arya’s new assignment takes her into a broader district development role. Her earlier position as Assistant Commissioner of Mangaluru Sub-Division involved sub-divisional administration, while the Zilla Panchayat CEO position involves coordination of development and local governance activities at the district level.
The three appointments consequently reflect different administrative requirements, with the government making simultaneous changes at the Secretariat, state corporation and district levels.
Keertana H.S. and Meenakshi Arya Exchange Key District-Level Responsibilities
The most direct link between the three postings is the change at Chikkamagluru. Keertana H.S. is moving out of the Zilla Panchayat after serving as its CEO, while Meenakshi Arya has been brought in to take over the same position.
The change allows the government to fill the resulting vacancy without leaving the key district-level administrative post open. Arya will now assume charge of the Chikkamagluru Zilla Panchayat, while Keertana H.S. takes up her new assignment at NWKRTC.
The move also illustrates the varied nature of IAS postings, where officers can shift between district administration, Secretariat responsibilities and the management of government corporations during their careers.
With the latest order, Karnataka has made three changes involving officers from the 2010, 2020 and 2023 batches. Nakul S.S. will handle additional departmental responsibility alongside his current role, Keertana H.S. will head NWKRTC as Managing Director, and Meenakshi Arya will take charge as CEO of the Chikkamagluru Zilla Panchayat.
