UP Government Transfers 15 IAS and 23 PCS Officers in Major Administrative Reshuffle

The Uttar Pradesh government carried out a major administrative reshuffle on October 3, transferring 15 IAS officers and 23 PCS officers across several departments and districts. The changes cover important positions in district administration, revenue, urban local bodies, Panchayati Raj, medical education, geology and mining, universities and other key areas of the state government.

The latest round of transfers has brought changes at both the senior administrative and field levels. Several officers serving as Additional District Magistrates and Sub-Divisional Magistrates have been given new assignments, while some have been moved to departmental and institutional positions, including university registrar posts and responsibilities in the dairy and mandi administration. The reshuffle has also altered the leadership of several important departments.

15 IAS Officers Also Transferred

The reshuffle includes 15 IAS officers, with changes covering both district-level administration and important departmental assignments. The changes include the movement of Chief Development Officers, senior officials in Panchayati Raj, medical education, geology and mining, and officers heading key government corporations and institutions.

Dhruv Khandia, who was serving as Chief Development Officer of Jaunpur, has been transferred as Chief Development Officer of Mau. At the same time, Mau CDO Vivek Kumar Srivastava has been moved to the Revenue Board, Prayagraj, where he will serve as Member (Judicial). Narendra Bahadur Singh, who was serving as Additional District Magistrate (Finance and Revenue), Lakhimpur Kheri, has been appointed Chief Development Officer of Jaunpur.

The changes have also affected the Panchayati Raj Department. Shrihari Pratap Shahi has been moved from the post of Additional Chief Executive Officer, UPDA, and appointed Director, Panchayati Raj. Amit Kumar Singh, who was serving as Director, Panchayati Raj, has been shifted as Managing Director, PCDF.

Changes in Medical Education and Geology and Mining

The Medical Education Department has also seen a significant change in senior-level responsibilities. Prakash Bindu, who was serving as Managing Director, PCDF, has been appointed Secretary, Medical Education.

Sachin Kumar Singh has been moved from his position as Additional Director, State Agricultural Produce Market Council, and appointed Special Secretary, Medical Education. These changes bring fresh administrative responsibilities for both officers at a time when the department is handling a wide range of institutional and policy-related work.

The Geology and Mining Department has also been reorganised as part of the reshuffle. Dr Ujjwal Kumar has been moved from the position of Managing Director, Uttar Pradesh Medical Supplies Corporation, and appointed Special Secretary and Director, Geology and Mining.

J. Reeba, who was serving as Special Secretary, Geology and Mining, has been appointed Managing Director of the Uttar Pradesh Medical Supplies Corporation. Mala Srivastava, meanwhile, will continue as Secretary, Geology and Mining, but her additional charge as Director, Geology and Mining has been withdrawn.

Changes in University Administration

The reshuffle has also extended to the administration of major universities in Uttar Pradesh. Archana Geharwar has been moved from her position as Registrar of King George’s Medical University and appointed Registrar of Dr APJ Abdul Kalam Technical University.

Reena Singh, who was serving as Registrar of Dr APJ Abdul Kalam Technical University, has been moved to King George’s Medical University as its Registrar. The changes effectively swap the administrative responsibilities of the two officers between the two prominent institutions.

The movement of senior administrative officers into university positions is part of the wider reshuffle, which is not confined to conventional district postings. The latest changes cover a broad range of government institutions and administrative establishments.

23 PCS Officers Get New Assignments

Along with the IAS reshuffle, the Uttar Pradesh government has transferred 23 PCS officers. The PCS changes involve Additional District Magistrates, Sub-Divisional Magistrates, Additional Municipal Commissioners, Chief Revenue Officers and officers working in other departmental and institutional assignments.

Chandresh Kumar has been transferred from Additional District Magistrate (Judicial), Sant Kabir Nagar, and appointed Chief Revenue Officer, Deoria. Gyanendra Vikram has been moved from Additional District Magistrate, Lalitpur, to Additional District Magistrate (Judicial), Sant Kabir Nagar.

Lavi Tripathi, who was serving as Additional Municipal Commissioner in Meerut, has been appointed Additional District Magistrate (Administration), Saharanpur. Rajesh Kumar has been shifted from Sub-Divisional Magistrate, Siddharthnagar, and appointed Additional Municipal Commissioner, Municipal Corporation Meerut.

Pushpendra Patel has been transferred from Sub-Divisional Magistrate, Ambedkar Nagar, and appointed Additional District Magistrate (Administration), Rampur. Arpita Gupta, who was awaiting posting, has been appointed Registrar of the Banda University of Agriculture and Technology.

Shivani Singh Gets Jalaun Posting

Shivani Singh has been moved from the Revenue Board in Lucknow and appointed Additional District Magistrate (Namami Gange and Rural Water Supply), Jalaun. Her new assignment places her in charge of an area connected with the implementation and administration of water supply and related government programmes.

Prem Chandra Maurya, who was serving as Additional District Magistrate (Namami Gange and Rural Water Supply), Jalaun, has been transferred as Additional District Magistrate (Finance and Revenue), Pratapgarh.

The two movements are part of the broader redistribution of responsibilities among PCS officers across the state. The latest changes have affected both field-level administration and specialised departmental assignments.

Ramji Mishra Gets Key Lucknow Assignment

Ramji Mishra has been transferred from his position as Deputy Director, Uttar Pradesh State Agricultural Produce Market Council, and appointed Additional District Magistrate (Finance and Revenue), Lucknow.

The position is an important one in the district administration of the state capital, involving responsibilities connected with revenue and financial administration. Mishra’s movement from the mandi administration to a major district-level post represents one of the notable PCS changes in the latest reshuffle.

Rajendra Kumar has been transferred from Sub-Divisional Magistrate, Ghaziabad, and appointed Additional District Magistrate (Judicial), Hardoi. Meanwhile, Prafull Kumar Tripathi has moved from Additional District Magistrate (Judicial), Hardoi, to Additional District Magistrate (Administration), Moradabad.

Changes in Meerut, Moradabad and Lakhimpur Kheri

Meerut has also witnessed changes at the senior administrative level. Brijesh Kumar Singh, who was serving as Additional District Magistrate (City), Meerut, has been transferred as Secretary, Meerut Development Authority.

Rajesh Kumar has been appointed Additional Municipal Commissioner, Municipal Corporation Meerut, after serving as SDM Siddharthnagar. The changes bring a new administrative combination to the district’s municipal and development authorities.

In Moradabad, Prafull Kumar Tripathi has been appointed Additional District Magistrate (Administration). Sangeeta Devi, who was serving as Additional District Magistrate (Administration), Moradabad, has been transferred as Additional District Magistrate (City), Aligarh.

Brijesh Kumar Tripathi has also been moved from Joint Director, Directorate of Empowerment of Persons with Disabilities, Lucknow, and appointed Additional District Magistrate (Finance and Revenue), Lakhimpur Kheri.

Officers Moved to Universities and Dairy Administration

The PCS reshuffle also includes several appointments outside conventional district administration. Vijay Shankar has been moved from Sub-Divisional Magistrate, Bijnor, and appointed Registrar of Mahatma Buddha Agricultural and Technology University, Kushinagar.

Abhinav Kannaujia has been transferred from Sub-Divisional Magistrate, Amethi, and appointed Joint Milk Commissioner in the office of the Milk Commissioner. The movement gives both officers new institutional responsibilities beyond their previous field-level assignments.

Anirudh Pratap Singh, who was serving as Additional District Magistrate (Finance and Revenue), Muzaffarnagar, has been appointed Deputy Director, Uttar Pradesh State Agricultural Produce Market Council.

Some Officers Placed on Waiting List

The latest reshuffle has also resulted in some officers being placed on the waiting list. Kinshuk Srivastava, who was serving as Additional District Magistrate (City), Aligarh, has been placed on the waiting list.

At the same time, Aditya Kumar Prajapati has been moved from Additional District Magistrate (Finance and Revenue), Pratapgarh, to Additional District Magistrate (City), Meerut.

Amit Kumar has been shifted from Additional Municipal Commissioner, Varanasi, and appointed Deputy Director, Uttar Pradesh State Agricultural Produce Market Council. Mayank Kundu has been transferred from SDM Hardoi to SDM Moradabad.

Gambhir Singh, meanwhile, will continue as Additional District Magistrate (Finance and Revenue), Azamgarh, according to the details provided in the transfer list.

Panchayati Raj Department Also Sees Major Change

The changes in the Panchayati Raj Department have drawn particular attention. Shrihari Pratap Shahi has been appointed Director, Panchayati Raj, after being moved from his earlier position as Additional Chief Executive Officer, UPDA.

Amit Kumar Singh has been removed from the post of Director, Panchayati Raj and appointed Managing Director, PCDF. The changes alter the administrative leadership of the department and the state dairy federation.

Some media reports have linked these changes to reported differences involving Panchayati Raj Minister Om Prakash Rajbhar and departmental officials. However, such reports represent media interpretations of the developments and should not be treated as an officially stated reason for the transfers unless the state government separately confirms it.

A Wide-Ranging Administrative Reshuffle

The October 3 reshuffle covers a remarkably broad section of Uttar Pradesh’s administrative machinery. Unlike a routine district-level transfer exercise, the latest changes involve senior IAS officers, PCS officers, district administration, urban bodies, revenue administration, universities, medical education, Panchayati Raj and government corporations.

For PCS officers in particular, the changes show a mix of field and institutional postings. Some officers have moved from SDM positions to ADM-level responsibilities, while others have shifted from district administration to municipal corporations, universities, development authorities and departmental assignments.
