The Bihar government has carried out a minor administrative reshuffle involving two Indian Administrative Service (IAS) officers, bringing changes to the leadership of the Bihar State Health Society and the Revenue and Land Reforms Department. The latest changes involve 2013-batch IAS officer Naval Kishore Chaudhary and 2014-batch officer Amit Kumar Pandey, with both officers being assigned new responsibilities through a notification issued by the state’s General Administration Department (GAD).

According to the notification issued on Sunday, Naval Kishore Chaudhary has been transferred from the Bihar State Transmission Company Limited (BSPTCL) and appointed Executive Director of the Bihar State Health Society. Amit Kumar Pandey, who was serving as Executive Director of the State Health Society, has been moved to the Revenue and Land Reforms Department as Additional Secretary.

Naval Kishore Chaudhary, a 2013-batch IAS officer of the Bihar cadre, was serving as Managing Director of the Bihar State Transmission Company Limited before the latest reshuffle. His transfer now brings him into the state’s health administration, where he will take charge as Executive Director of the Bihar State Health Society.

Chaudhary succeeds Amit Kumar Pandey in the position. His new assignment places him in charge of an organisation that plays an important role in implementing and coordinating public health programmes across Bihar, making the posting a significant administrative responsibility within the state government.

The Bihar State Health Society works as an important institutional mechanism for carrying out various health-related schemes and programmes. Its responsibilities involve coordination between the state administration and health initiatives, making effective implementation, monitoring and administrative coordination important aspects of the Executive Director’s role.

By relieving Chaudhary of the additional responsibility in the Urban Development and Housing Department, the government has effectively cleared his schedule for the new assignment at the State Health Society.

His move from the power sector to health administration also represents a change in the nature of his responsibilities. While his previous position at BSPTCL was connected with the state’s power transmission administration, his new role will focus on health programmes and the administrative coordination required for their implementation.

Amit Kumar Pandey Moves to Revenue and Land Reforms Department

Amit Kumar Pandey, a 2014-batch Bihar-cadre IAS officer, has been transferred from the Bihar State Health Society after serving as its Executive Director. Under the latest government order, he has been appointed Additional Secretary in the Revenue and Land Reforms Department.

Pandey’s new assignment takes him from health-sector administration into an area that deals with some of the state’s core revenue and land-related administrative functions. The Revenue and Land Reforms Department has responsibilities covering areas such as revenue administration, land records, land-related matters and associated government processes across Bihar.

Before the latest reshuffle, Pandey was serving as Executive Director of the Bihar State Health Society and was also holding additional responsibility as Additional Secretary in the Health Department. The latest order relieves him of that additional charge as he moves to his new assignment.

His transfer therefore involves more than simply a change of department. It also brings an end to his additional responsibility in the Health Department, allowing him to take up the new Revenue and Land Reforms Department assignment without that additional charge.

Changes in Additional Responsibilities

The latest reshuffle also modifies the additional responsibilities that both officers were handling. Bihar Government’s Latest Administrative Reshuffle

The notification issued by the Bihar General Administration Department formally brings the two changes into effect. While the reshuffle is limited to two IAS officers, both appointments involve departments and institutions with significant responsibilities in the state’s administrative system.

For Naval Kishore Chaudhary, the new assignment at the Bihar State Health Society represents a move into the health sector after his tenure at BSPTCL. For Amit Kumar Pandey, the transfer to the Revenue and Land Reforms Department marks a move away from the State Health Society and the Health Department’s additional charge.

The latest order also ensures that both officers’ previous additional responsibilities are adjusted alongside their principal postings. Chaudhary has been relieved of his Urban Development and Housing Department charge, while Pandey has been relieved of his additional responsibility in the Health Department.

The reshuffle is therefore not a large-scale bureaucratic overhaul, but it makes targeted changes in the responsibilities of two mid-senior Bihar-cadre IAS officers. The appointments are expected to provide continuity in the State Health Society while placing Pandey in a new administrative role within the Revenue and Land Reforms Department.
