ECI Appoints 2004-Batch IAS Officer Dr Vishal R as Observer for Karnataka West Graduates’ Constituency Poll

Belagavi: The Election Commission of India has appointed Dr Vishal R, a 2004-batch Karnataka-cadre IAS officer, as the election observer for the 2026 biennial election to the Karnataka Legislative Council from the Karnataka West Graduates’ Constituency. The appointment comes as the election process moves ahead in the constituency, with the observer expected to oversee the electoral proceedings and provide an independent channel for receiving election-related complaints and grievances.

The Karnataka West Graduates’ Constituency covers Dharwad, Gadag, Haveri and Uttara Kannada districts, making the observer’s role important for monitoring the electoral process across a geographically spread-out constituency. Belagavi Divisional Commissioner and Returning Officer K.M.
