IAS Vikas Marmat Transferred From KADA After Bengaluru Pub Incident; Andhra Pradesh Government Orders Fresh Posting

The Andhra Pradesh government has transferred 2019-batch IAS officer Vikas Marmat from his position as Project Director of the Kuppam Area Development Authority (KADA) following a controversy involving an alleged confrontation with police personnel at a pub in Bengaluru. Under a government order issued on October 14, 2026, Marmat has been transferred with immediate effect and directed to report to the General Administration Department (GAD) for further posting.

The transfer comes amid scrutiny over an incident in which Marmat and three other individuals were booked by Bengaluru’s Cubbon Park police following an alleged altercation with officers conducting a late-night inspection at a pub on Residency Road. The case has drawn attention in Andhra Pradesh, with reports stating that Chief Minister N. Chandrababu Naidu sought a detailed report from Chief Secretary G. Sai Prasad regarding the incident.

The Chittoor district collector and district magistrate has also been instructed to make arrangements for handing over Marmat’s in-charge responsibilities at KADA. However, the transfer order itself does not establish a finding of misconduct or confirm that a final disciplinary penalty has been imposed. The allegations connected with the Bengaluru incident remain subject to investigation and the relevant legal process.

What Happened at the Bengaluru Pub?

The incident reportedly took place at around 1:30 a.m. on October 10, 2026, at a pub or bar and restaurant on Residency Road in Bengaluru. According to media reports, a police team was carrying out late-night inspections at bars and restaurants to verify customers’ identification documents and check whether alcohol was being served to underage individuals.

During the verification drive, an argument allegedly broke out between police personnel and a group that included IAS officer Vikas Marmat. A complaint filed by police inspector Arun Salunke reportedly alleged that Marmat and his companions argued with the officers, abused them and obstructed them while they were performing their official duties.

Reports about the incident also included allegations that police personnel were assaulted or threatened during the confrontation. The episode subsequently led to the registration of a case at Cubbon Park police station in Bengaluru.

The allegations against Marmat and the other individuals have not been established in court. The registration of a police case does not, by itself, prove that the accused are guilty, and the circumstances surrounding the confrontation remain subject to the investigative and legal process.

Who Are the Three Other Individuals Booked With Vikas Marmat?

Along with Marmat, three other individuals were booked in connection with the alleged confrontation. They were identified in media reports as Abhay Uday Singh, Nitesh and Roshan.

Abhay Uday Singh was described as a real estate businessman residing in Bengaluru’s Akshaynagar area, near Bannerghatta Road. Nitesh was reportedly a native of Bihar who runs a coaching centre for competitive examinations, while Roshan was identified as a bouncer associated with the establishment where the incident allegedly occurred.
According to reports, Marmat was named as the primary accused, while the other three individuals were listed as co-accused. The case concerns the group’s alleged conduct during the police inspection and the accusations of interference with officers carrying out their duties.

Some reports also stated that Marmat and his companions apologised for their behaviour the following morning. That detail has been reported in connection with the incident, but it does not determine the outcome of the police investigation or establish the legal responsibility of any individual.

Video of Alleged Confrontation Circulates on Social Media

A video purportedly showing the confrontation subsequently circulated on social media, bringing the incident into wider public discussion. The episode attracted particular attention because one of the individuals named in the case was a serving IAS officer posted in Andhra Pradesh.

The circulation of the video intensified scrutiny of the incident and raised questions about the circumstances surrounding the alleged confrontation. However, a video shared on social media does not necessarily establish the full sequence of events or independently resolve the allegations against those involved.

The allegations must be assessed through the appropriate investigative and legal processes. Any determination of responsibility will depend on the available evidence and the findings of the competent authorities rather than on social media circulation alone.

Chandrababu Naidu Seeks Detailed Report From Chief Secretary

The controversy reportedly prompted Andhra Pradesh Chief Minister N. Chandrababu Naidu to seek a detailed report from Chief Secretary G. Sai Prasad. According to a report by The Indian Express, the Chief Minister was concerned that the incident had brought unwelcome attention to the state’s bureaucracy.

The state government was reportedly examining the circumstances surrounding the case to determine the appropriate administrative response. The development placed Marmat’s conduct under public scrutiny at a time when he was serving as Project Director of the Kuppam Area Development Authority.

The transfer order issued on October 14 confirms that Marmat has been moved from his KADA position and directed to report to the General Administration Department for further posting. The order also requires the Chittoor district administration to arrange the handover of his in-charge responsibilities.

The available information does not establish that the transfer itself constitutes a formal disciplinary finding or a final penalty arising from the Bengaluru case. Nor does it confirm a separate final decision on disciplinary proceedings. The administrative transfer and the criminal case should therefore be treated as distinct developments.

Who Is IAS Officer Vikas Marmat?

Vikas Marmat is a 2019-batch IAS officer of the Andhra Pradesh cadre. Before the latest transfer, he was serving as Project Director of the Kuppam Area Development Authority, an organisation associated with development activities in the Kuppam region of Chittoor district.

KADA’s work is connected with development initiatives in the region, while its administrative functioning involves coordination with the relevant government authorities. As Project Director, Marmat held an assigned administrative responsibility within this framework before being moved to the General Administration Department.
His transfer places him under the GAD pending a further posting. The Chittoor district collector and district magistrate has been asked to arrange the handover of his responsibilities at KADA, ensuring that the administrative transition is carried out.

The incident in Bengaluru and the subsequent transfer have brought the IAS officer under public scrutiny. However, conclusions about alleged misconduct must remain separate from the fact of his transfer and depend on the findings of the investigation and any further proceedings initiated by the competent authorities.

What Happens Next?

The immediate administrative development is Marmat’s transfer from KADA and his direction to report to the General Administration Department for further posting. The state government has also sought, according to reports, to examine the circumstances surrounding the Bengaluru incident following the Chief Minister’s request for a detailed report.

The police case in Bengaluru remains a separate matter. Its outcome will depend on the investigation, the evidence gathered and any subsequent legal proceedings. The allegations reported in connection with the incident should not be treated as established facts unless confirmed through the appropriate process.

For now, the October 14 order confirms a change in Marmat’s administrative assignment, while leaving the question of any further action to the competent authorities. His next posting and any additional decisions relating to the incident have not been confirmed in the available information.
