The Delhi government has assigned new administrative responsibilities to three Indian Administrative Service (IAS) officers belonging to the Arunachal Pradesh-Goa-Mizoram and Union Territories (AGMUT) cadre.

The reshuffle involves key departments and institutions responsible for power-sector administration, revenue management, vigilance, government personnel matters and recruitment.

Under the changes reported on October 17, 2026, Nandini Paliwal, a 2003-batch IAS officer, has been appointed Secretary (Power) and given the additional charge of Chairperson of the Delhi Subordinate Services Selection Board (DSSSB). Pawan Kumar Sain, a 2005-batch officer, has been assigned the responsibility of Secretary, Revenue-cum-Divisional Commissioner.

Meanwhile, Nidhi Srivastava, a 2010-batch AGMUT cadre IAS officer, has been appointed Secretary (Vigilance) and entrusted with the additional charge of Secretary (Services). The revised allocation places the three officers in positions that have a direct bearing on departmental administration, public service delivery, recruitment and government personnel management.

IAS Nandini Paliwal Appointed Secretary (Power), Gets DSSSB Chairperson Charge
Nandini Paliwal, a 2003-batch IAS officer of the AGMUT cadre, has been posted as Secretary (Power) in the Delhi government. Alongside her primary assignment, she has been given the additional charge of Chairperson of the Delhi Subordinate Services Selection Board.

As Secretary (Power), Paliwal will oversee administrative and policy-related matters concerning Delhi’s power sector. The department has an important role in electricity-related governance, coordination with power distribution companies and the implementation of government policies concerning electricity supply.

Her appointment comes with responsibilities related to the administration and coordination of power-sector matters. The role requires oversight of departmental work and coordination on policy and administrative issues connected with electricity services in the national capital.

Additional Responsibility as DSSSB Chairperson

Paliwal’s additional charge as Chairperson of the DSSSB gives her responsibility for an institution involved in recruitment to various posts under the Delhi government. The board conducts recruitment examinations and selection processes for eligible positions in government departments, local bodies and other institutions under the Government of the National Capital Territory of Delhi.

The DSSSB plays an important role in recruitment by conducting selection procedures for posts covered by its mandate. Its work supports the staffing requirements of government departments and associated institutions.

With both assignments, Paliwal will handle responsibilities spanning electricity administration and government recruitment. The two portfolios involve different areas of governance, with one focused on the power sector and the other on selection processes for public-sector positions.

IAS Pawan Kumar Sain Named Revenue Secretary-cum-Divisional Commissioner
Pawan Kumar Sain, a 2005-batch IAS officer of the AGMUT cadre, has been assigned the responsibility of Secretary, Revenue-cum-Divisional Commissioner in the Delhi government. The position is an important administrative assignment, combining oversight of revenue-related functions with responsibilities for coordination across the capital’s district administration.

As Revenue Secretary-cum-Divisional Commissioner, Sain will oversee matters concerning land revenue administration, revenue records and other statutory functions assigned to the Revenue Department. The department also handles a range of citizen-facing administrative services and plays a role in district-level coordination.

Key Responsibilities of the Revenue Department

The Revenue Department is involved in maintaining and administering revenue records, handling land-related matters and carrying out statutory responsibilities under the applicable laws and rules. Its work is relevant to citizens seeking various revenue-related services and official documentation.

The Divisional Commissioner’s role also includes responsibilities connected with district administration and disaster management, in accordance with the applicable legal and administrative framework. The position helps coordinate administrative functions across revenue districts and supports the implementation of government decisions at the district level.

Sain’s appointment places him at the head of an important administrative portfolio that interacts with citizens on a range of revenue and district-level matters. His combined designation brings the Revenue Secretary and Divisional Commissioner responsibilities under his charge.

IAS Nidhi Srivastava Appointed Secretary (Vigilance), Gets Services Portfolio
Nidhi Srivastava, a 2010-batch IAS officer of the AGMUT cadre, has been appointed Secretary (Vigilance) in the Delhi government. She has also been entrusted with the additional charge of Secretary (Services), giving her responsibilities in two areas of government administration.

The Vigilance Department deals with matters relating to administrative integrity, vigilance procedures and disciplinary issues in accordance with the applicable rules and regulations. As Secretary (Vigilance), Srivastava will oversee the department’s administrative functioning and coordination on vigilance-related matters.

The department’s work forms part of the wider administrative framework for addressing vigilance issues within the government. Its functions are carried out under the relevant rules and procedures governing public administration.

Additional Charge of Secretary (Services)

Along with Vigilance, Srivastava has been assigned the additional charge of Secretary (Services). The Services Department handles matters relating to government personnel, establishment administration and service conditions within its jurisdiction.
Its responsibilities concern the administrative management of government employees and service-related matters under the applicable framework. These functions are important for the operation of departments and the management of the government workforce.

With both portfolios under her charge, Srivastava will handle responsibilities linked to administrative accountability and personnel management. The allocation brings vigilance-related administration and service matters under the responsibility of the same officer.

Administrative Significance of the Delhi IAS Reshuffle

The latest reshuffle covers several departments and institutions that perform important functions within the Delhi government. The allocation of responsibilities among three AGMUT cadre IAS officers establishes the leadership arrangements for power administration, revenue management, vigilance, services and recruitment.

The Power Department is responsible for electricity-related policy and administrative matters, while the Revenue Department handles land and revenue administration, district-level coordination and various citizen-oriented services. Both portfolios have an important role in the day-to-day functioning of the government and the delivery of public services.

The Vigilance and Services portfolios address different but related aspects of administration. Vigilance functions concern administrative integrity and disciplinary matters, while Services deals with personnel administration and service-related issues. The DSSSB, meanwhile, conducts recruitment examinations and selection processes for posts under its mandate.

The reshuffle assigns these responsibilities to officers from three different IAS batches: Nandini Paliwal of the 2003 batch, Pawan Kumar Sain of the 2005 batch and Nidhi Srivastava of the 2010 batch. Their new assignments cover a broad range of administrative functions within the national capital.
