Three IAS Officers Reassigned in Madhya Pradesh; Akshay Temrawal Transferred to Urban Development Directorate
The Government of Madhya Pradesh has issued fresh orders of transfer affecting three officers of the Indian Administrative Service, thereby altering the administrative arrangement of the Bhopal Municipal Corporation and of the State’s Department of Urban Development and Housing. The reshuffle carries with it the transfer of Akshay Kumar Temrawal, an officer of the 2018 batch, from his station as Additional Commissioner of the Bhopal Municipal Corporation to the Directorate of Urban Development and Housing.
The order follows upon the appointment of Ramprakash Ahirwar as Municipal Commissioner of Bhopal. Abhishek Saraf, an officer of the 2020 batch, has been appointed Additional Commissioner of the Bhopal Municipal Corporation, while Sumit Kumar Pandey, of the 2021 batch, has been entrusted with the charge of Chief Executive Officer of Smart City Bhopal, together with the additional responsibility of Additional Commissioner of the municipal corporation.
These changes come in the wake of an earlier round of transfers, in which the municipal commissioners of Bhopal and Jabalpur were both replaced. The subsequent reassignment of Temrawal has drawn particular notice, inasmuch as he holds a higher place in the seniority order than Ahirwar among the officers of the 2018 batch.
Temrawal Shifted to the Urban Development Directorate
Akshay Kumar Temrawal, an officer of the 2018 batch, has been transferred from the office of Additional Commissioner, Bhopal Municipal Corporation, to the position of Additional Commissioner in the Directorate of Urban Development and Housing.
Temrawal was serving as Additional Commissioner in the Bhopal Municipal Corporation at the time the Government appointed Ramprakash Ahirwar as the corporation’s new Municipal Commissioner. The order that followed reassigned Temrawal to the Urban Development and Housing establishment.
By the information furnished, Temrawal holds seniority rank 296 among the officers of the 2018 batch, while Ahirwar holds rank 299. Temrawal is therefore the senior of the two in the batch’s order of precedence.
The transfer ensued upon Ahirwar’s assumption of charge as Municipal Commissioner of Bhopal. The Government has likewise appointed another officer to fill the place of Additional Commissioner left vacant by Temrawal’s departure.
Ahirwar Takes Charge as Municipal Commissioner of Bhopal
The latest administrative changes follow an earlier reshuffle in which Ramprakash Ahirwar was transferred from his post as Municipal Commissioner of Jabalpur to become Municipal Commissioner of Bhopal.
Before Ahirwar’s appointment, Sanskriti Jain held the office of Municipal Commissioner of Bhopal. She was transferred and appointed Deputy Secretary in the Finance Department.
Ahirwar’s appointment brought him to the head of the Bhopal Municipal Corporation. Yet the subsequent placement of Temrawal—who, though serving as Additional Commissioner, holds a higher rank in seniority—became a matter of remark within the state administration.
Upon Ahirwar’s assumption of charge, the Government issued a fresh order transferring Temrawal to the Directorate of Urban Development and Housing. The move altered the administrative arrangement within the corporation and provided for a new Additional Commissioner.
Abhishek Saraf Appointed Additional Commissioner
Abhishek Saraf, an officer of the 2020 batch, has been appointed Additional Commissioner of the Bhopal Municipal Corporation. He takes up the responsibility formerly held by Temrawal, who has been moved to the Directorate of Urban Development and Housing.
The appointment forms part of the Government’s latest changes to the administrative structure of the municipal corporation, following upon Ahirwar’s appointment as Municipal Commissioner.
Sumit Kumar Pandey Given Additional Charge of Smart City Bhopal
Sumit Kumar Pandey, an officer of the 2021 batch and Additional Collector of Bhopal, has been entrusted with the responsibility of Chief Executive Officer of Smart City Bhopal. In addition to this assignment, Pandey has been given the additional charge of Additional Commissioner of the Bhopal Municipal Corporation.
His appointment brings together responsibilities connected with the Smart City initiative and with municipal administration. The order provides for him to discharge both assignments alongside his existing duties as Additional Collector.
Earlier Reshuffle Changed Municipal Commissioners of Bhopal and Jabalpur
The latest order follows an earlier reshuffle involving four IAS officers, issued three days before the present changes. Under that round of transfers, Sanskriti Jain, Municipal Commissioner of Bhopal, was appointed Deputy Secretary in the Finance Department, while Ramprakash Ahirwar, Municipal Commissioner of Jabalpur, was transferred to Bhopal to take charge of the municipal corporation.
The subsequent reassignment of Temrawal, together with the appointments of Saraf and Pandey, further altered the administrative arrangement in Bhopal. The latest changes involve three IAS officers directly, with Pandey receiving additional responsibilities alongside his existing position as Additional Collector.
Summary of the Changes
The latest order makes the following alterations to the administrative structure in Bhopal:
Akshay Kumar Temrawal (IAS: 2018) is transferred from Additional Commissioner, Bhopal Municipal Corporation, to Additional Commissioner, Directorate of Urban Development and Housing. Abhishek Saraf (IAS: 2020) is appointed Additional Commissioner, Bhopal Municipal Corporation.
Sumit Kumar Pandey (IAS: 2021), Additional Collector, Bhopal, is entrusted with the charge of Chief Executive Officer, Smart City Bhopal, together with the additional charge of Additional Commissioner, Bhopal Municipal Corporation.
These changes follow the appointment of Ramprakash Ahirwar as Municipal Commissioner of Bhopal and the earlier transfer of Sanskriti Jain to the Finance Department. The reshuffle brings a fresh administrative arrangement to the Bhopal Municipal Corporation, with Temrawal removed to the Urban Development and Housing Directorate and new responsibilities assigned to Saraf and Pandey.
