Former Mizoram Home Secretary H. Lalengmawia Sworn In as State Chief Information Commissioner
H. Lalengmawia, a retired officer of the Indian Administrative Service who served as Home Secretary of Mizoram and, for a brief season in 2024, as the State’s Chief Secretary, was sworn in as the State Chief Information Commissioner on the twenty-first day of October, 2026. The Governor of Mizoram, Vijay Kumar Singh, administered the oath of office at a ceremony held at Lok Bhavan in Aizawl.
The ceremony was graced by the presence of Vanlalhlana, Minister for the Public Works Department, Lalchhandama Ralte, Leader of the Opposition, and other dignitaries of the State.
The Officer and His Antecedents
H. Lalengmawia is a retired officer of the Indian Administrative Service of the 2005 batch, borne upon the AGMUT cadre. He was born upon the twenty-third day of November, 1965, in Mizoram, and holds a Master of Arts degree in Public Administration. His professional experience extends across general administration, internal security-related administration, education, elections, public health, power, and environmental governance.
His career in public service spans more than three decades. He began his administrative career in 1991 upon joining the Mizoram Civil Service, and served in the state administration for more than two decades before being inducted into the Indian Administrative Service on the nineteenth day of March, 2014. His induction marked a significant milestone in a career built through state-level administrative responsibilities and service across multiple departments.
Key Administrative Positions Held
During his long career, Lalengmawia held several important positions in the Government of Mizoram. His assignments covered a wide range of administrative functions, from electoral management and education to home affairs, health, and environmental protection.
He served as Joint Chief Electoral Officer, State Protocol Officer, and Director of School Education. These roles involved responsibilities relating to electoral administration, official protocol, and the management of the State’s education system.
He also served as Commissioner and Secretary in several departments, including Home; Environment, Forests and Climate Change; and Health and Family Welfare. His other departmental responsibilities included Power and Fisheries. His experience across these portfolios gave him exposure both to policy implementation and to the administrative coordination required for the management of different wings of the State Government.
Brief Tenure as Chief Secretary
One of the significant milestones of Lalengmawia’s career came in 2024, when he served briefly as Chief Secretary of Mizoram. He took over the responsibility following the retirement of Renu Sharma and held the position for approximately one month. Khilli Ram Meena subsequently took charge as the State’s Chief Secretary.
The Chief Secretary is the senior-most civil servant in a State Government and plays a central role in coordinating the work of departments, advising the political executive upon administrative matters, and ensuring the implementation of government policies. Although Lalengmawia’s tenure in the position was brief, the assignment placed him at the highest level of Mizoram’s state administration.
Institutional Responsibilities and Election Observer Assignments
Beyond his regular departmental postings, Lalengmawia served in institutional and oversight roles. He worked as an Election Observer in several States, undertaking responsibilities associated with the electoral process. Election observers help to monitor the conduct of elections and to assess compliance with established procedures.
He also served as Chairman of the Empowered Committee of the Government of Mizoram and of the Mizoram State Branch of the Indian Red Cross Society. His institutional responsibilities extended to educational and technical organisations: he held positions on the executive boards of the North Eastern Regional Institute of Science and Technology and the Regional Institute of Paramedical and Nursing Sciences, and was associated with the Executive Council of Mizoram University. These assignments added institutional management, education, and public-service oversight to his experience in conventional government administration.
Recognition and Retirement
In recognition of his contribution to public administration, Lalengmawia received the Chief Minister’s Award for Excellence in Public Administration in 2025. The award recognised his work during a career spanning more than three decades in government service, including his senior positions across multiple departments and his brief tenure as Chief Secretary.
He retired from government service on the thirtieth day of November, 2025, after his long career in the Mizoram administration.
The New Role
His appointment as State Chief Information Commissioner brings him back into a public institutional role, this time in the field of information oversight. The State Chief Information Commissioner heads the state-level information commission, which operates under the Right to Information framework. The commission’s responsibilities include the adjudication of appeals and complaints arising under the Right to Information Act, 2005, within its jurisdiction.
The appointment places Lalengmawia in an institutional role focused upon the implementation of the right to information and the functioning of the State’s information commission. His background in public administration, departmental governance, and institutional responsibilities forms the backdrop to his new assignment.
A New Phase After Three Decades in Public Service
The appointment of H. Lalengmawia as Mizoram’s State Chief Information Commissioner marks a new phase following a career that began in the State Civil Service in 1991 and progressed to senior positions in the Indian Administrative Service. From handling departmental responsibilities in Home, Health and Family Welfare, Education, and Environment to serving briefly as Chief Secretary, he has worked across several areas of public administration. His institutional assignments and his recognition through the Chief Minister’s Award for Excellence in Public Administration further mark his career in public service.
With his oath administered by Governor Vijay Kumar Singh on the twenty-first day of October, 2026, Lalengmawia has assumed responsibility for leading Mizoram’s state-level information commission.
