Who Was Syed Munir Hoda IAS? Former Tamil Nadu Home Secretary and Chennai Metro’s First Chairman Dies at 76
Syed Munir Hoda, a retired 1976-batch Indian Administrative Service (IAS) officer who served as Tamil Nadu’s Home Secretary, Secretary to former Chief Minister M. Karunanidhi and the founding chairman of Chennai Metro Rail Limited (CMRL), passed away in Chennai on Wednesday, October 28, 2026. He was 76.
Hoda served in the Tamil Nadu cadre for more than three decades, holding several important positions across district administration, transport, health, home affairs and the Chief Minister’s Office. His career also included a stint as Tamil Nadu’s State Election Commissioner after his retirement from the IAS in 2010.
He retired from the civil service in May 2010 and was appointed State Election Commissioner the following month. He resigned from the position in 2011, citing personal reasons, after the AIADMK returned to power in Tamil Nadu.
His career spanned key phases of the state’s administrative development, from district-level governance to senior secretariat responsibilities and the early institutional development of Chennai’s metro rail project.
From Bihar Roots to the Tamil Nadu IAS Cadre
Syed Munir Hoda was born in 1950 in Jamshedpur, now in Jharkhand. His ancestral roots were in Bihar Sharif in Bihar’s Nalanda district. He completed postgraduate studies in Business Administration at Banaras Hindu University before joining the IAS in 1976 and being allotted the Tamil Nadu cadre.
Hoda began his administrative career as an Assistant Collector (Training) in Cuddalore. The assignment marked the start of a long career that took him through district administration, state departments and senior positions in the government secretariat.
One of his significant early assignments was as District Collector of Kanniyakumari, a position he held from September 1985 to February 1988. During this period, he was associated with efforts to promote local food-processing activities and ancillary mineral industries.
The experience gained in district administration formed an important part of his professional background before he moved into senior departmental and secretariat roles.
Served as Tamil Nadu Home Secretary and Secretary to M. Karunanidhi
Over the years, Hoda held several senior administrative positions in the Tamil Nadu government. His responsibilities included assignments in the health and transport sectors, followed by his appointment as Home Secretary, one of the state’s key bureaucratic positions.
The Home Secretary’s office involves significant responsibilities relating to internal administration, public order and coordination with relevant government agencies. Hoda also served as secretary to former Tamil Nadu Chief Ministers and worked closely with the state’s political leadership. When M. Karunanidhi returned to power in 2006, Hoda was appointed Secretary to the Chief Minister.
His career also included serving as secretary to former Tamil Nadu Governors P. C. Alexander and Bhishma Narain Singh. He subsequently rose to the rank of Additional Chief Secretary, reflecting his progression through senior administrative responsibilities.
These assignments placed Hoda at the intersection of district governance, policy implementation and the functioning of the state secretariat. His experience across multiple departments gave him a broad administrative background spanning public services, transport and government coordination.
First Chairman of Chennai Metro Rail Limited
One of Hoda’s notable assignments was as the first chairman of Chennai Metro Rail Limited. As the organisation’s founding chairman, he was associated with the early institutional phase of the metro rail project, which was conceived to strengthen Chennai’s urban transportation network.
The development of a metro system involved establishing the institutional and administrative arrangements required to advance a major public infrastructure project. Hoda’s appointment placed him among the senior administrators associated with the initiative during its formative period.
The Chennai Metro subsequently became an important component of the city’s public transportation system, providing an additional travel option for commuters. Hoda’s earlier experience as Transport Secretary also formed part of his broader background in the transport sector. His association with Chennai Metro Rail Limited remains a significant element of his administrative legacy.
Why Was Syed Munir Hoda Suspended in 2004?
Hoda’s career also included a major controversy during the AIADMK government led by former Chief Minister J. Jayalalithaa. On July 31, 2004, while serving as Tamil Nadu’s Home Secretary, he was suspended over allegations that he had bypassed the Chief Minister’s approval in permitting Abdul Nasser Madhani, a Kerala politician jailed in connection with the 1998 Coimbatore serial blasts, to be taken to Chennai for medical treatment.
The episode drew attention because it involved the Home Department, the state government’s approval procedures and the movement of a high-profile prisoner for medical care.
Hoda challenged the suspension. In January 2006, the Union government revoked it, and he was subsequently empanelled for appointment as Additional Secretary to the Government of India.
The suspension was an administrative action arising from allegations made at the time. It should not, by itself, be treated as proof of wrongdoing. The episode formed a significant chapter in Hoda’s career before his subsequent appointment as Secretary to the Chief Minister following Karunanidhi’s return to power in 2006.
Appointed Tamil Nadu State Election Commissioner in 2010
After retiring from the IAS in May 2010, Hoda was appointed Tamil Nadu’s State Election Commissioner in June that year. The position placed him at the head of the state-level election machinery responsible for local-body elections.
His tenure was relatively brief. Following the AIADMK’s return to power in 2011, he resigned from the post, citing personal reasons.
His appointment after retirement marked another phase in a career that had included district administration, senior state-government positions, public infrastructure and the Chief Minister’s Office.
Community Work and Later Years
In his later years, Hoda was also associated with social initiatives and corporate advisory work, according to biographical accounts. During the COVID-19 pandemic, he reportedly helped lead community efforts to encourage compliance with public-health guidelines, including lockdown and social-distancing measures during Ramazan.
He spent his final years in Chennai. Reports stated that he had been living with amyotrophic lateral sclerosis (ALS), a progressive neurodegenerative disease, for approximately four years. His later years followed a lengthy career in public administration, during which he held responsibilities in several important departments of the Tamil Nadu government.
Political Leaders Pay Tribute to Syed Munir Hoda
DMK president and Tamil Nadu Chief Minister M. K. Stalin and Manithaneya Makkal Katchi leader M. H. Jawahirullah paid their last respects to Hoda’s mortal remains and recalled his services to the state.
His death marks the passing of a senior administrator whose career spanned more than three decades in public service. From his early days in district administration to his tenure as Home Secretary, Secretary to the Chief Minister and the founding chairman of Chennai Metro Rail Limited, Hoda held responsibilities across several important areas of governance.
His appointment as State Election Commissioner after retirement further extended his involvement in public administration. Hoda is survived by his wife, Parveen, son Sameer and daughter Tabassum Munir. His final rites were scheduled to take place in Chennai on Thursday, October 29, 2026.
