The Odisha Government has ordered a significant administrative reshuffle involving four senior Indian Administrative Service (IAS) officers, assigning them new responsibilities across key departments, including Health and Family Welfare, Finance, Panchayati Raj and General Administration.

The reshuffle was notified by the General Administration & Public Grievance Department on November 5, 2026, following orders issued by the Governor. The changes include fresh departmental assignments, the appointment of an Officer on Special Duty (OSD) and the return of a senior IAS officer from central deputation.

The latest administrative changes are aimed at reallocating responsibilities across important government departments and strengthening the state’s administrative framework.

Bishnupada Sethi, a 1995-batch IAS officer, has been appointed Officer on Special Duty (OSD) in the General Administration & Public Grievance Department.Prior to this appointment, Sethi was serving as Chairman of the Odisha Forest Development Corporation. He was also holding the additional charge of Chief Administrator of the KBK region.

His new assignment places him in the state’s key administrative department, which oversees government personnel matters and general administrative coordination.
Girish S.N. Appointed Commissioner-cum-Secretary, Health Department
Girish S.N., a 2002-batch IAS officer, has been appointed Commissioner-cum-Secretary to the Government in the Health & Family Welfare Department. He was previously serving as Commissioner-cum-Secretary in the Panchayati Raj & Drinking Water Department.
