Who Is IAS Abhay Singh? 2007-Batch UP Officer Replaced as MLC Election Observer Following BJP MLC’s Complaint

Who is IAS Abhay Singh? The 2007-batch Uttar Pradesh officer was replaced as observer for the Gorakhpur-Faizabad Teachers’ MLC constituency following a complaint by BJP MLC Devendra Pratap Singh over the 2019 CBI mining case.

Uttar Pradesh-cadre IAS officer Abhay Singh has come under the spotlight following the Election Commission’s decision to replace him as the observer for the Gorakhpur-Faizabad Teachers’ Legislative Council constituency ahead of the vote counting scheduled for October 27, 2026.

The decision came after BJP MLC Devendra Pratap Singh reportedly lodged a complaint with the Election Commission, questioning the officer’s appointment in view of his alleged connection with the 2019 illegal mining case investigated by the Central Bureau of Investigation (CBI).

Following the complaint, the Election Commission assigned the responsibility to Prakash Bindu, a 2009-batch IAS officer of the Uttar Pradesh cadre, directing him to assume charge immediately.

The development has once again brought attention to Abhay Singh’s administrative career, his various assignments in Uttar Pradesh and the controversy surrounding the CBI’s investigation into alleged irregularities in mining lease renewals.

Who Is IAS Abhay Singh?

Abhay Singh is a 2007-batch Indian Administrative Service officer belonging to the Uttar Pradesh cadre. He entered the civil services through direct recruitment after clearing the UPSC Civil Services Examination. An engineering graduate, Singh holds a Bachelor of Engineering degree in Computer Science from the University of Rajasthan, Jaipur.

Over the years, he has served in several important administrative capacities in Uttar Pradesh, including as District Magistrate in multiple districts and in senior positions within the state government.

His career has included responsibilities across district administration, information technology, election-related matters, government coordination and revenue administration.

During his career, Singh has held several significant assignments across Uttar Pradesh. His notable postings include:

* District Magistrate, Gonda: Served from April 2012 to September 2013.
* District Magistrate, Fatehpur: Held the position from September 2013 to August 2014.

Subsequently, Singh moved to the Reorganisation and Coordination Department of the Uttar Pradesh government, where he served in senior capacities, including Special Secretary and Secretary.

He also served as Secretary of the Uttar Pradesh State Information Commission. In April 2025, he was appointed Member (Judicial) of the Board of Revenue, marking another significant assignment in his administrative career.

Why Did IAS Abhay Singh’s Name Surface in the 2019 Illegal Mining Case?

Abhay Singh first attracted considerable public attention in July 2019, when the CBI conducted searches at multiple locations across Uttar Pradesh in connection with alleged irregularities in the renewal of mining leases.

The investigation focused on suspected violations of the state’s e-tendering policy during the renewal of mining licences. The alleged irregularities reportedly concerned the period when Singh was serving as District Magistrate of Fatehpur.

The CBI registered a case naming Singh and subsequently searched his official residence in Bulandshahr. According to media reports citing investigating agency officials, approximately ₹47 lakh in cash was recovered during the search. Singh, however, maintained that the money was accounted for and that he had provided the relevant documents to the investigating team.

He also clarified that the allegations under investigation related to his tenure as District Magistrate of Fatehpur and not his subsequent posting in Bulandshahr. The Enforcement Directorate (ED) also questioned him in September 2019 as part of its investigation into the alleged mining irregularities.

The case brought Singh’s name into the public domain and generated considerable attention around the investigation into alleged violations of mining-related procedures in Uttar Pradesh.

It is important to distinguish between allegations under investigation and established findings. The information available in the source material does not establish Singh’s guilt in the case.

Why Was IAS Abhay Singh Removed as MLC Election Observer?

The latest development involving the officer relates to his appointment as election observer for the Gorakhpur-Faizabad Teachers’ Legislative Council constituency. On October 23, 2026, BJP MLC Devendra Pratap Singh reportedly submitted a complaint to the Election Commission, raising objections to Abhay Singh’s appointment.

The complaint reportedly referred to the 2019 CBI investigation into alleged illegal mining activities and questioned the suitability of assigning the officer election-related responsibilities in view of the case. The representation brought the officer’s earlier association with the investigation back into focus.

Ahead of the vote counting scheduled for October 27, the Election Commission subsequently replaced Singh with Prakash Bindu, a 2009-batch IAS officer of the Uttar Pradesh cadre.

Bindu was directed to assume the observer’s responsibilities with immediate effect. The decision has renewed public attention on the circumstances surrounding the 2019 mining investigation and Singh’s subsequent administrative assignments.

A Fresh Spotlight on the 2007-Batch IAS Officer

The replacement of Abhay Singh as election observer has once again brought his administrative career and the earlier CBI investigation into public discussion. From serving as District Magistrate in several districts, including Gonda, Fatehpur, Bahraich, Rae Bareli and Bulandshahr, to holding senior secretariat assignments and serving on the Board of Revenue, Singh has occupied a range of important positions in the Uttar Pradesh administration.

The latest development, however, concerns his removal from a specific election observer assignment following a complaint submitted to the Election Commission. The 2019 mining case remains an important part of the background to the controversy, although the available information does not establish any finding of guilt against the officer.
