Tamil Nadu Constitutes 20-Member Investment Promotion Commission Under Chief Secretary to Boost FTA-Linked Investments

Tamil Nadu has established a 20-member Chief Secretary-led Investment Promotion Commission to attract FTA-linked investments, engage overseas Tamil investors and accelerate industrial projects towards its $1.5 trillion economy target by 2036.

Chennai: In a significant step towards strengthening its investment ecosystem and accelerating industrial development, the Tamil Nadu government has constituted a 20-member Tamil Nadu Investment Promotion Commission (TNIPC), headed by Chief Secretary Dr. M. Sai Kumar (IAS:1990).

The high-level commission has been established to attract fresh investments, facilitate major industrial projects and improve coordination among government departments. Its key priorities include mobilising investments emerging from India’s Free Trade Agreements (FTAs), encouraging investment from overseas people of Tamil origin and ensuring that major investment proposals translate into operational projects.

The Industries, Investment Promotion and Commerce Department notified the constitution of the commission under the amended Tamil Nadu Business Facilitation Act, 2018. The Industries, Investment Promotion and Commerce Secretary will serve as its Member-Convener.

The initiative comes as Tamil Nadu pursues its ambitious goal of becoming a $1.5 trillion economy by 2036, with the government increasingly focusing on accelerating project execution, expanding industrial activity and generating employment.

Chief Secretary Dr. M. Sai Kumar to Head 20-Member Commission

The TNIPC has been established as a high-level interdepartmental mechanism bringing together senior bureaucrats and representatives of key government agencies involved in investment promotion, industrial development and regulatory clearances.

Chief Secretary Dr. M. Sai Kumar will serve as the Chairperson of the commission, while the Industries, Investment Promotion and Commerce Secretary will function as its Member-Convener.

The composition reflects the government’s emphasis on coordinated administrative decision-making, particularly for large investment proposals that require approvals and support from multiple departments.

By bringing senior officials onto a common platform, the commission is expected to facilitate faster resolution of administrative issues and improve coordination between departments responsible for infrastructure, utilities, land availability and industrial development.

Departments and Agencies Represented in the TNIPC

The commission includes representatives from several important departments of the Tamil Nadu government, covering the major areas associated with investment facilitation and project implementation.

The departments represented include:

* Finance
* Industries, Investment Promotion and Commerce
* Micro, Small and Medium Enterprises (MSMEs)
* Commercial Taxes and Registration
* Labour and Skill Development
* Energy
* Environment
* Revenue
* Housing
* Urban Development
* Municipal Administration and Water Supply
* Water Resources
* Information Technology
In addition, the commission includes the following ex-officio members:
* Commissioner of Land Reforms
* Commissioner of Land Administration
* Member-Secretary of the Tamil Nadu Pollution Control Board
* Managing Director of Guidance Tamil Nadu

The broad-based composition is intended to address issues that frequently influence the progress of major investment proposals, including land acquisition and availability, electricity supply, water resources, environmental permissions, taxation and infrastructure development.

The involvement of these departments is expected to strengthen interdepartmental coordination and reduce administrative delays during different stages of project implementation.
Tamil Nadu Business Facilitation Amendment Act, 2026 Comes Into Force
The constitution of the TNIPC follows the Tamil Nadu Business Facilitation (Amendment) Act, 2026, which came into force on November 3, 2026.

The amendment introduced Section 16-A into the Tamil Nadu Business Facilitation Act, 2018, providing the legislative framework for the establishment of the new commission. The state government issued separate orders on November 3 to operationalise the amendment and formally constitute the TNIPC.

Through this institutional arrangement, the government intends to strengthen its investment facilitation mechanism by bringing departments involved in industrial approvals, infrastructure development and project execution under a coordinated framework.

A major objective is to ensure that investment proposals move beyond initial commitments and memoranda of understanding (MoUs) towards actual project implementation and commercial operations.

The commission is expected to provide an administrative mechanism for addressing bottlenecks that may arise during the transition from investment commitments to the execution stage.

FTA-Linked Investments and Overseas Tamil Investors Among Key Priorities

One of the principal objectives of the new commission is to attract investments arising from India’s Free Trade Agreements.

Tamil Nadu intends to leverage the opportunities created by these agreements to expand its manufacturing capabilities, strengthen export-oriented industries and improve access to international markets.

The commission will also focus on attracting investments from overseas people of Tamil origin, whose financial resources, business networks and entrepreneurial experience could contribute to the state’s economic development.

By combining opportunities emerging from international trade agreements with investments from the Tamil diaspora, the government aims to broaden its investment base and encourage greater participation in the state’s industrial growth.

The TNIPC is expected to facilitate proposals requiring coordination across multiple departments, particularly those involving land, infrastructure, utilities and regulatory approvals.

Tamil Nadu Targets $72 Billion in Merchandise Exports in 2026-27

The establishment of the commission also coincides with Tamil Nadu’s efforts to strengthen its international trade position and take advantage of improved market access under India’s Free Trade Agreements.

The state has set an ambitious target of increasing its merchandise exports from approximately $59 billion to $72 billion during the financial year 2026-27. To support this objective, the government has established district-wise export targets covering all 38 districts of Tamil Nadu.

The strategy seeks to encourage wider participation in international trade and expand the state’s export base by identifying opportunities across different districts and economic sectors.

The focus on FTA-linked investments is expected to complement these efforts by attracting businesses and investors interested in establishing or expanding export-oriented operations in the state.

Investment Commitments to Be Translated into Ground-Level Projects

The formation of the Tamil Nadu Investment Promotion Commission represents an important step in the state’s broader economic and industrial development strategy.

With the Chief Secretary heading the 20-member body and senior officials from key departments participating in its functioning, the government has created an institutional mechanism to improve coordination on major investment proposals.

The commission’s effectiveness will depend on its ability to facilitate approvals, resolve interdepartmental issues and help convert investment commitments into operational projects within predictable timelines.

As Tamil Nadu works towards its $1.5 trillion economy ambition by 2036 and pursues its $72 billion merchandise export target for 2026-27, the TNIPC is expected to play an important role in connecting global investment opportunities with industrial development on the ground.

The initiative underscores the state’s strategy of combining administrative coordination, international trade opportunities and overseas investment to strengthen its position as a major industrial and investment destination.
