The Karnataka government has ordered the transfer and reassignment of four Indian Administrative Service (IAS) officers in a significant administrative reshuffle, bringing changes to the School Education Department, the Greater Bengaluru Authority (GBA) and two district administrations.

The transfer orders, issued on Friday, November 6, 2026, involve officers from the 2013, 2015, 2016 and 2018 batches of the Karnataka cadre. Under the latest administrative changes, the officers have been assigned the following responsibilities:

Prabhuling Kavalikatti (IAS: 2013): Transferred from his position as Deputy Commissioner of Shivamogga and appointed Commissioner of the Department of School Education.

K Lakshmipriya (IAS: 2015): Transferred from the post of Deputy Commissioner of Uttara Kannada and appointed Special Commissioner of the Greater Bengaluru Authority.

Bhoyar Harshal Narayanrao (IAS: 2016): Transferred from his position as Director of Electronic Delivery of Citizen Services (EDCS) and appointed Deputy Commissioner of Uttara Kannada.

Prakash G T Nittali (IAS: 2018): Transferred from his position as Chairman of the Karnataka School Examination and Evaluation Board and appointed Deputy Commissioner of Shivamogga.

During his administrative career, he has served as Assistant Commissioner in Mangaluru and as Special Land Acquisition Officer with the Karnataka Industrial Areas Development Board (KIADB).

Prior to the latest reshuffle, he was serving as Deputy Commissioner of Shivamogga district. He will now head the Department of School Education as its Commissioner.

Before her latest posting, she served as Deputy Commissioner of Uttara Kannada district, headquartered at Karwar, having assumed the assignment in July 2024.

Her previous administrative responsibilities include serving as Director of the Abdul Nazir Sab State Institute of Rural Development and Panchayat Raj in Mysuru. She also served as Chief Executive Officer of the Zilla Panchayat in Kodagu for approximately three years. Additionally, she has served as Assistant Secretary in the Union Ministry of Environment, Forest and Climate Change.

In her new assignment, Lakshmipriya has been appointed Special Commissioner of the Greater Bengaluru Authority. Her portfolio includes FECC, Elections, Disaster Management, Public Relations and Coordination.

3. Bhoyar Harshal Narayanrao (IAS: 2016)

Bhoyar Harshal Narayanrao is a 2016-batch IAS officer of the Karnataka cadre and a direct recruit from Maharashtra. He holds a Bachelor of Engineering degree in Civil Engineering from the University of Pune.

His previous assignments include serving as Chief Executive Officer of the Zilla Panchayat in Chikkaballapur from February 2023 to June 2025.

He has also held responsibilities in the School Education Department, including assignments relating to Public Instruction and Mid-Day Meals. Nittali will now take charge as Deputy Commissioner of Shivamogga district, succeeding Prabhuling Kavalikatti.

The latest reshuffle reflects the Karnataka government’s decision to redistribute key administrative responsibilities across education, urban governance and district administration. The new assignments are expected to take effect as the officers formally assume charge.
