Nagaland Bureaucratic Reshuffle: Abhijit Sinha Gets Charge of P&AR as Government Transfers Several IAS, NCS and NSS Officers
In one of the most significant administrative exercises of the year, the Nagaland Government has announced a wide-ranging bureaucratic reshuffle involving officers from the Indian Administrative Service (IAS), Nagaland Civil Service (NCS), Nagaland Secretariat Service (NSS) and other cadres.The transfers, fresh postings, promotions and assignment of additional responsibilities have been ordered with immediate effect as part of an effort to strengthen governance and improve administrative coordination across key departments.
The Department of Personnel & Administrative Reforms (P&AR) issued the official notification on August 4, stating that the changes have been made in the interest of public service. The reshuffle touches several important sectors, including Home, Personnel & Administrative Reforms, Education, Health, Finance, Agriculture, Water Resources, Tribal Affairs, Law & Justice and Parliamentary Affairs.
The latest administrative overhaul is expected to improve decision-making, ensure smoother functioning of departments and place experienced officers in positions where their expertise can be used more effectively.
Abhijit Sinha Entrusted with Key P&AR Responsibility
Among the most prominent decisions in the reshuffle is the appointment of senior IAS officer Abhijit Sinha to an additional strategic role. Already serving as the Principal Secretary to the Chief Minister as well as the Home Commissioner, Sinha has now been given the additional charge of Principal Secretary of the Personnel & Administrative Reforms (P&AR) Department.
The P&AR Department plays a central role in managing government personnel, administrative policies and civil service matters. By assigning this responsibility to an officer already handling crucial portfolios, the government appears to be aiming for better coordination between the Chief Minister’s Office and the state’s administrative machinery.
The move also reflects the confidence reposed in Sinha, who has been handling several high-profile responsibilities within the state administration.
Dr. K. D. Vizo Gets Additional Charge of Law & Justice
Another major decision concerns Dr. K. D. Vizo (ITS), who is currently serving as Principal Secretary to the Chief Minister while also looking after the Tribal Affairs Department. Under the new order, Dr. Vizo has been assigned the additional responsibility of Principal Secretary of the Law & Justice Department.
The expanded role places him at the centre of important legal and administrative matters while allowing him to continue overseeing his existing assignments.
The government believes that combining these responsibilities under experienced senior officers will help improve policy implementation and inter-departmental coordination.
Major Changes in Education and Health Departments
The reshuffle has also brought significant changes to two of the state’s most important public service sectors – education and healthcare.
Senior IAS officer Asangla Imti has been transferred from the Water Resources Department and posted as Commissioner & Secretary of the School Education & SCERT Department. The assignment places the officer in charge of school education policies, curriculum development and teacher training initiatives at a time when educational reforms remain a key priority.
Meanwhile, Kevileno Angami, who had been serving as Commissioner & Secretary of School Education & SCERT, has been shifted to the Health & Family Welfare Department in the same capacity. The exchange of responsibilities between these two senior officers is expected to bring fresh administrative perspectives to both departments.
Secretaries Assigned New Roles Across Government
The notification also includes several changes involving Secretaries serving in different departments. IAS officer Akunu S. Meyase, who is Secretary in the Economics & Statistics Department, has been relieved of the additional responsibility relating to Parliamentary Affairs.
At the same time, the officer has been entrusted with the additional charge of Secretary of the Water Resources Department. Another IAS officer, Kuko Mero, currently serving as Secretary in the Home Department, has now been assigned the additional responsibility of Secretary of the Parliamentary Affairs Department.
The government has also issued promotion-related orders. Following promotion, Nusieta Rhakho (NSS) has been transferred from the Home Department and posted as Secretary of the Agriculture Department, where the officer will now oversee important agricultural administration and policy matters.
In another notable move, Vineet Kumar (IAS), presently serving as Additional Secretary in the Finance Department and the Investment and Development Authority of Nagaland (IDAN), has been entrusted with the additional responsibility of Additional Secretary to the Chief Minister. The dual assignment is expected to strengthen coordination between the Finance Department and the Chief Minister’s Office.
Additional Secretaries and Directors Also Shifted
The administrative reshuffle extends well beyond senior IAS officers and includes several important postings at the level of Additional Secretaries, Directors and other administrative officials.
Among the notable transfers, Renabomo Odyuo (NCS) has been moved from the Health & Family Welfare Department to take over as Director of the Department of Underdeveloped Areas (DUDA).
Following promotion, Vechovo Tetseo (NSS) has been appointed as Additional Secretary in the Tribal Affairs Department. Another important change involves Y. Chingyak Konyak (NCS), who has been transferred from the post of Joint Secretary in DUDA and posted as Director of the Food Processing Department.
The Labour, Employment, Skill Development & Entrepreneurship Department has also witnessed a change. Limanungsang (NSS) has been shifted from the position of Deputy Secretary in that department and posted as Deputy Secretary in the Public Health Engineering Department (PHED).
These appointments are expected to strengthen administrative leadership in departments that directly influence rural development, employment generation, infrastructure and food processing.
Education Project Gets Administrative Continuity
While announcing transfers, the government has also taken steps to ensure that ongoing developmental programmes remain unaffected. Samuel Thyug (NCS) will continue as Deputy Secretary in the Finance Department while retaining the additional charge of Deputy Secretary in the School Education Department until the completion of the NECTAR Project.
The decision has been taken to ensure continuity in the implementation of the education initiative and avoid administrative disruptions during the project’s critical phase. Officials believe that retaining the same officer until the programme reaches completion will help maintain consistency in planning, execution and monitoring.
Field-Level Administrative Changes
The reshuffle also includes changes at the district and sub-divisional levels. Temsuchuba Jamir (NCS), who was serving as Under Secretary in the Home Department, has now been transferred and posted as the Sub-Divisional Officer (Civil) of Mokokchung.
At the same time, Selemla S. Sangtam (NCS), who had earlier been designated as SDO(C), Mokokchung, has instead been retained as SDO(C), Medziphema. The decision ensures continuity in local administration where the officer has already been functioning.
Such field-level appointments are considered important because district and sub-divisional officers play a crucial role in implementing government policies and coordinating development programmes at the grassroots level.
Focus on Administrative Efficiency
The latest reshuffle reflects the Nagaland Government’s continuing effort to optimise administrative resources by placing experienced officers in strategically important positions. Along with routine transfers, the government has relied on additional charge arrangements to make the best use of senior officers already handling key portfolios.
Departments dealing with education, healthcare, finance, agriculture, law, tribal affairs, parliamentary affairs and personnel administration have all witnessed significant changes under the latest order.
By combining fresh postings with promotions and additional responsibilities, the government aims to improve governance, enhance departmental coordination and ensure faster implementation of public welfare programmes.
