ACC Extends Additional Secretary-Level Upgradation for Varsha Joshi, Maneesh Garg and Amitesh Kumar Sinha
The Appointments Committee of the Cabinet (ACC) has approved the extension of the temporary upgradation of three senior government posts from the Joint Secretary level to the Additional Secretary level, allowing three senior officers to continue serving in higher-ranking positions for extended periods.
The decision benefits Ms. Varsha Joshi (IAS: AGMUT:1995), Shri Maneesh Garg (IAS: Himachal Pradesh:1996) and Shri Amitesh Kumar Sinha (Indian Railway Accounts Service – IRAS:1997). The extensions have been granted for varying periods depending on their respective assignments and ministries.
The latest approvals are part of the Government of India’s cadre management process, under which specific posts are temporarily upgraded to meet administrative requirements while allowing experienced officers to continue leading key policy initiatives.
Varsha Joshi’s Additional Secretary-Level Post Extended
Among the approvals, the ACC has extended the temporary upgradation of the Joint Secretary post to the level of Additional Secretary in the Department of Animal Husbandry & Dairying, functioning under the Ministry of Fisheries, Animal Husbandry and Dairying.
The upgraded post is presently held by Ms. Varsha Joshi, a 1995-batch IAS officer of the AGMUT cadre. According to the official order, the upgradation has been extended up to December 5, 2026. This will allow Varsha Joshi to continue serving at the Additional Secretary level while overseeing important policy initiatives relating to livestock development, dairy sector reforms, animal health and allied agricultural programmes.
The extension ensures continuity in leadership at a time when the department continues implementing several flagship schemes aimed at strengthening India’s livestock economy and improving farmers’ incomes.
Deputy Election Commissioner Post to Continue at Additional Secretary Level
The ACC has also approved the extension of the upgraded post of Deputy Election Commissioner in the Election Commission of India (ECI). The post, originally at the Joint Secretary level, had earlier been upgraded to the Additional Secretary level and is currently held by Shri Maneesh Garg, a 1996-batch IAS officer of the Himachal Pradesh cadre.
As per the latest approval, the upgraded status of the post has now been extended up to September 1, 2027. The Election Commission occupies a crucial constitutional position responsible for conducting elections to Parliament, State Legislatures and the offices of the President and Vice President. The continuation of the upgraded post reflects the importance of experienced administrative leadership within the Commission, especially as it prepares for future electoral exercises and ongoing institutional reforms.
Extension Approved for Amitesh Kumar Sinha in MeitY
The ACC has further approved the continuation of the upgraded Joint Secretary post at the Additional Secretary level in the Ministry of Electronics and Information Technology (MeitY).
The position is presently held by Shri Amitesh Kumar Sinha, an officer of the Indian Railway Accounts Service (IRAS), 1997 batch. The extension has been approved up to August 9, 2027, allowing Amitesh Kumar Sinha to continue serving at the higher level while handling important digital governance and technology-related initiatives.
The Ministry of Electronics and Information Technology plays a central role in implementing India’s Digital India programme, expanding digital public infrastructure, promoting electronics manufacturing, strengthening cybersecurity and driving artificial intelligence initiatives. The continuation of senior leadership is expected to support the ministry’s ongoing policy agenda.
What Does Post Upgradation Mean?
The latest approvals relate to the temporary upgradation of posts, not promotions of individual officers. Under this administrative mechanism, a sanctioned post at the Joint Secretary level is temporarily elevated to the Additional Secretary level for a specified period.
The officer occupying the post serves at the higher rank during the approved tenure. Once the sanctioned period expires, the post ordinarily reverts to its original level unless another extension is granted by the competent authority.
