Sanjay Kumar is currently serving as Deputy Election Commissioner at the Election Commission of India in New Delhi. His return to the parent cadre comes before the completion of his approved tenure at the poll panel, making the development a notable change in the senior administrative setup of the Election Commission. Publicly available service records show that he took charge as Deputy Election Commissioner in August 2024 after being appointed to the post under a central deputation arrangement.
ACC approves premature repatriation
According to the order issued by the Secretariat of the Appointments Committee of the Cabinet under the Ministry of Personnel, Public Grievances and Pensions, the Competent Authority has accepted the Election Commission of India’s proposal concerning Sanjay Kumar. The proposal sought his premature repatriation to his parent cadre on personal grounds.
The order is based on a letter sent by the Election Commission of India on August 19, 2026. The reference number of that communication has been specifically mentioned in the Department of Personnel and Training order, which formally records the government’s approval of the request. Sanjay Kumar was serving as Deputy Election Commissioner
Sanjay Kumar, an IAS officer of the 2008 batch belonging to the AGMUT cadre, has been working as Deputy Election Commissioner at the Election Commission of India. His appointment to the Election Commission was approved in 2024 for an overall tenure of five years, with the tenure originally scheduled to continue until January 26, 2027, or until further orders, whichever was earlier.
The premature repatriation therefore brings his central deputation assignment to an early close. The latest order does not indicate any disciplinary issue, administrative action or adverse finding against the officer. It simply records that the repatriation has been approved on personal grounds, and no additional explanation has been provided by the government.
Election Commission had proposed his return

Once the proposal was examined and approved, the DoPT issued the formal communication on August 24. What does premature repatriation mean?
In the case of an officer serving on central deputation, the officer’s parent cadre continues to remain the cadre to which he or she belongs. A central deputation allows an IAS officer to work in a Union government department, constitutional body or another central institution for a specified period while retaining the parent cadre connection.
When an officer is repatriated before the originally approved tenure ends, the move is generally described as premature repatriation. Such a decision can take place for different reasons, including personal circumstances, administrative requirements or the officer’s own request, depending on the case.

His Election Commission assignment began in 2024

AGMUT cadre connection
The AGMUT cadre covers the Arunachal Pradesh-Goa-Mizoram and Union Territories region and provides officers for administration in a number of Union Territories as well as the participating states. Officers belonging to the cadre can also serve on central deputation in different ministries, departments and institutions of the Union government.
With the latest order, Sanjay Kumar will return from the Election Commission to this parent cadre. The order, however, does not specify his next assignment or posting within the AGMUT cadre, meaning his subsequent role will have to be determined through a separate administrative decision.
DoPT circulated the order to senior offices
The Department of Personnel and Training has circulated the decision to a number of key offices and authorities. Copies of the communication were marked to the Prime Minister’s Office, the office of the Home Minister and the Minister of State for Personnel, the Cabinet Secretariat, the Ministry of Home Affairs and the officer concerned.
The order was also sent to senior officials within the Department of Personnel and Training, including the Secretary (Personnel) setup, the Establishment Officer-related office and the NIC’s senior technical leadership. A guard file copy was also retained as part of the department’s official records.
No reason beyond personal grounds disclosed
One important point in the latest development is that the government order does not spell out what prompted the request for Sanjay Kumar’s return. The phrase “on personal grounds” is the only reason mentioned in the formal decision, and there is no indication in the document that the move is linked to any disciplinary proceedings or controversy.
That distinction matters because premature repatriation does not automatically imply an adverse administrative development.
