ACC Assigns Additional Charge of Secretary, National Commission for Minorities to IAS Officer Chandra Sekhar Kumar

The Appointments Committee of the Cabinet (ACC) has granted approval for the temporary allocation of additional responsibilities within the Ministry of Minority Affairs.

Under this decision, Mr Chandra Sekhar Kumar, a 1992-batch IAS officer from the Odisha cadre and currently serving as Secretary, Ministry of Minority Affairs, has been entrusted with the additional charge of Secretary, National Commission for Minorities (NCM).

He will hold this additional responsibility from November 22, 2025, to December 3, 2025, covering the period during which Ms. Alka Upadhyaya, a 1990-batch IAS officer from the Madhya Pradesh cadre and the designated Secretary of the National Commission for Minorities, is on leave.

The approval comes through the Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions, in accordance with file number 36/01/2025-EO(SM-I), issued on 21 November 2025.

The order has been circulated to all relevant senior authorities, including:
– The Cabinet Secretary
– Principal Secretary to the Prime Minister
– Secretary to the President of India
– Secretary to the Vice President of India
– Secretaries-General of both Rajya Sabha and Lok Sabha
– Secretaries of all Central Government Ministries and Departments
– Chief Secretaries of all States
– Private Secretaries to Union Ministers and Ministers of State
– Cabinet Secretariat
– Director General (M&C), Press Information Bureau
– Editor of Civil Services News
– National Informatics Centre (NIC), DoPT
– Other officers and divisions concerned
