ACC Clears Additional Charge of CCS NIAM DG for IAS Officers Muktanand Agrawal, Chinmay Gotmare; IPS Ankit Chauhan Appointed Deputy Secretary in Heavy Industries Ministry
The Central Government has approved a series of important administrative appointments involving senior IAS and IPS officers, reinforcing leadership in both the agriculture and industrial sectors. The Appointments Committee of the Cabinet (ACC) has given its nod to additional charge arrangements for the post of Director General of the Chaudhary Charan Singh National Institute of Agricultural Marketing (CCS NIAM), while also approving the appointment of AGMUT cadre IPS officer Ankit Chauhan as Deputy Secretary in the Ministry of Heavy Industries under the Central Staffing Scheme.
The decisions, cleared on the recommendations of the Department of Agriculture and Farmers Welfare and the Department of Personnel and Training (DoPT), are aimed at ensuring uninterrupted functioning in key institutions and strengthening the administrative framework of the Union Government.
The latest approvals underline the Centre’s continued focus on maintaining leadership continuity in important government bodies while simultaneously deploying experienced officers to strategic ministries that play a significant role in policy implementation and national development.
ACC Approves Additional Charge Arrangements for CCS NIAM Director General
One of the key decisions relates to the leadership of the Chaudhary Charan Singh National Institute of Agricultural Marketing (CCS NIAM), an autonomous institution functioning under the Department of Agriculture and Farmers Welfare. The institute plays a crucial role in agricultural marketing reforms, policy research, capacity building, and training programmes designed to modernize India’s agricultural marketing ecosystem.
To ensure the institution continued functioning smoothly in the absence of a regular Director General, the ACC has approved the entrustment of additional charge to two senior IAS officers in succession.
The approvals include both retrospective and prospective arrangements, thereby formally regularizing the leadership of the institute over an extended period.
Muktanand Agrawal Given Ex-Post Facto Approval
The first approval concerns Muktanand Agrawal, a 2008-batch IAS officer of the Rajasthan cadre.
Currently serving as the Chief Executive Officer of the Pradhan Mantri Fasal Bima Yojana (PMFBY), Agrawal had earlier been entrusted with the additional responsibility of Director General of CCS NIAM. The ACC has now granted ex-post facto approval for this arrangement.
According to the official order, Agrawal held the additional charge of Director General, CCS NIAM, from February 18, 2025, to February 17, 2026.
The ex-post facto approval formally validates the arrangement after the responsibilities had already been discharged, a process commonly followed in administrative matters where approvals are completed subsequently through the prescribed procedure.
Agrawal has built considerable experience in agricultural administration and policy implementation during his career. As CEO of PMFBY, he has been associated with one of the country’s flagship crop insurance programmes, which is designed to provide financial protection to farmers against crop losses arising from natural calamities and other unforeseen events.
His experience in agricultural governance is considered relevant to the objectives of CCS NIAM, which focuses on strengthening agricultural marketing systems and enhancing institutional capacity across the country.
Chinmay Pundlikrao Gotmare Takes Over Additional Charge
Following the completion of Agrawal’s tenure, the Centre has entrusted the additional charge of Director General, CCS NIAM, to Chinmay Pundlikrao Gotmare, a 2009-batch IAS officer of the Assam-Meghalaya cadre.
Gotmare is presently serving as Joint Secretary in the Department of Agriculture and Farmers Welfare and has been assigned the additional responsibility for a period of nine months, beginning February 18, 2026, and continuing until November 17, 2026.
The appointment will remain valid until the completion of the specified tenure, the joining of a regular Director General, or until further orders from the government, whichever occurs first.
As Joint Secretary in the Agriculture Department, Gotmare is already involved in policy formulation and implementation related to the agriculture sector. His additional assignment is expected to provide continuity in the functioning of CCS NIAM while ensuring that the institute’s ongoing programmes and administrative responsibilities continue without disruption.
The arrangement also reflects the government’s preference for assigning experienced officers already associated with the agriculture sector to oversee institutions working within the same domain.

The appointment has been made under the Central Staffing Scheme, through which officers from various All India Services and Central Services are deputed to different ministries and departments of the Union Government.
Chauhan was recommended for Central deputation by the Ministry of Home Affairs before the proposal received approval from the Appointments Committee of the Cabinet.
His appointment has been made for a four-year tenure from the date he assumes charge of the post or until further orders, whichever is earlier.
The posting marks an important transition in his career as he moves from policing and public administration to a policy-oriented assignment at the Centre.
Immediate Relieving Ordered by DoPT
The Department of Personnel and Training has instructed that Ankit Chauhan be relieved from his present assignment without delay so that he can assume his new responsibilities in New Delhi at the earliest.
Such directions are routinely issued in Central deputation cases to ensure there is no unnecessary delay in officers taking charge of their new assignments, particularly when the receiving ministry requires immediate administrative support.
The Ministry of Heavy Industries plays a vital role in shaping policies related to manufacturing, industrial development, public sector enterprises, electric mobility, and advanced industrial technologies.
