The 1981 batch Indian Forest Service(IFS) officer, Anil Kumar Goyal, Additional Secretary in the Ministry of Panchayati Raj has been granted with the Apex Scale by upgrading the post to that of Special Secretary as a major personal to him until his superannuation on 31 Jan 2017.
