Centre Announces Key Bureaucratic Appointments: IRS Officer Vinay Sheel Gautam Joins Ministry of Cooperation; IAS Bhupinder Kumar Moves to Petroleum & Natural Gas

The Central government has made a new set of mid-level appointments under the Central Staffing Scheme (CSS), posting senior IAS and IRS officers to significant administrative roles across key Union ministries.

Bhupinder Kumar to Take Charge as Director in Ministry of Petroleum & Natural Gas

Bhupinder Kumar, a 2011-batch IAS officer of the AGMUT cadre, has been appointed as Director in the Ministry of Petroleum & Natural Gas (MoPNG), New Delhi.

The Department of Personnel and Training (DoPT), in an order dated November 7, 2025, confirmed that his deputation will be for a tenure of five years from the date he assumes office, or until further instructions, whichever is earlier.

Kumar’s posting was recommended by the Ministry of Home Affairs (MHA). Before this appointment, he held multiple key assignments in the Union Territory of Jammu & Kashmir — serving as Secretary, Public Works (Roads & Buildings) Department, Director of Census Operations and Citizen Registration for Jammu & Kashmir and Ladakh, and Resident Commissioner of the J&K Government in New Delhi.

Vinay Sheel Gautam Appointed Director in Ministry of Cooperation

In a parallel posting, Indian Revenue Service (Income Tax) officer Vinay Sheel Gautam (2009 batch) has been appointed as Director in the Ministry of Cooperation. His tenure, also governed by the Central Staffing Scheme, will extend for five years or until further orders, whichever is earlier.

Gautam was recommended for the position by the Department of Revenue. Prior to this assignment, he was serving as Additional Commissioner in the Delhi Region, where he was involved in tax administration and policy implementation.

About the Central Staffing Scheme

The Central Staffing Scheme allows officers from All India Services and Central Services to work in various ministries of the Union government. This framework promotes inter-departmental collaboration and ensures that diverse administrative expertise contributes to national-level policy formulation and execution.

Through these appointments, the government continues to strengthen leadership in crucial sectors such as energy and cooperative development—both considered pivotal to India’s economic and governance priorities.
