Centre Repatriates IRS Officer Ananjay Kumar Tiwary, Appoints IAS Bhupinder Kumar as Government Nominee Director on Oil India Board
The Centre has prematurely repatriated IRS officer Ananjay Kumar Tiwary from the Department of Drinking Water and Sanitation and appointed IAS officer Bhupinder Kumar as Government Nominee Director on the board of Oil India Limited.
The Union government has announced two significant personnel decisions involving senior civil service officers. Ananjay Kumar Tiwary (IRS: 2012) has been prematurely repatriated to his parent cadre from the Department of Drinking Water and Sanitation, while Bhupinder Kumar (IAS: 2011, AGMUT cadre) has been appointed as Government Nominee Director on the board of Oil India Limited.
Ananjay Kumar Tiwary Prematurely Repatriated
According to an order issued by the Department of Personnel and Training (DoPT), the competent authority has approved the premature repatriation of Ananjay Kumar Tiwary on personal grounds, with the provision of extended cooling-off.
Current Role: Director, Department of Drinking Water and Sanitation
Deputation Profile:
Joined on central deputation in January 2023 as Deputy Secretary
Later redesignated as Director in June 2023
Deputation tenure was originally scheduled until January 2027
The repatriation ends his central deputation earlier than planned. The extended cooling-off provision means he may face a longer gap before being considered for future central postings, depending on cadre requirements.
bIn a separate development, Bhupinder Kumar, an IAS officer of the 2011 batch (AGMUT cadre), has been appointed as Government Nominee Director on the board of Oil India Limited.
Effective Date: March 10, 2026
Tenure: Three years from notification or until further orders, whichever is earlier
Current Role: Director in the Ministry of Petroleum and Natural Gas (since November 2025)
The appointment was approved by the company’s Board of Directors and disclosed to the National Stock Exchange (NSE) and BSE Limited under SEBI’s Regulation 30 norms.
Bhupinder Kumar’s ministry role aligns directly with the sectoral oversight required for representation on the board of Oil India, one of India’s strategic public sector enterprises in the energy sector.
Why These Decisions Matter
Ananjay Kumar Tiwary’s repatriation:
Ends a central deputation before scheduled tenure completion
Returns an IRS officer to cadre administration
Reflects the application of extended cooling-off provisions in premature repatriations
Bhupinder Kumar’s appointment:
Strengthens ministry representation in a key PSU
Places a serving IAS officer in board-level oversight of energy sector operations
Ensures alignment between government policy and corporate governance in Oil India Limited
These two personnel decisions highlight routine but significant adjustments in central administration. While Ananjay Kumar Tiwary returns to his cadre after an early end to his deputation, Bhupinder Kumar’s induction into Oil India’s board underscores the government’s emphasis on strengthening oversight in strategic public sector enterprises.
