In a significant administrative development, the Appointments Committee of the Cabinet (ACC) has approved the proposal submitted by the Ministry of Home Affairs (MHA) to grant the Apex Pay Scale (Level-17 in the Pay Matrix) to two senior officers of the Indian Police Service (IPS).
According to the official notification issued by the MHA, the officers who have been granted this top-tier pay grade are:
Mr Praveen Vashista, IPS (Bihar Cadre, 1991 Batch) — who is scheduled to retire on July 31, 2026.
Mr Rajesh Nirwan, IPS (Rajasthan Cadre, 1992 Batch) — whose superannuation is due on January 31, 2029.
The approval takes immediate effect, thereby elevating both officers to one of the highest pay levels available to officers in the Indian Police Service. The Apex Pay Scale (Level-17) is reserved for officers holding senior-most positions in the government, typically equivalent to the rank of Director General of Police (DGP) or other posts of comparable responsibility.

The proposal was formally approved by the Appointments Committee of the Cabinet, following a recommendation from the Ministry of Home Affairs, headed by Shri Govind Mohan, Secretary (Home Affairs).
This decision underscores the government’s recognition of the exemplary service and leadership of these officers, both of whom have held key roles in internal security, law enforcement, and national policing administration.
The conferment of the Apex Pay Scale reflects not only their long-standing contribution to public service but also the government’s commitment to reward experience, efficiency, and integrity within the country’s top law enforcement cadre.
