ACC Approves Premature Repatriation of Narain S. N., IRTS (2011) to Parent Cadre with Extended Cooling-Off Provision

The Appointments Committee of the Cabinet has approved the premature repatriation of Shri Narain S. N., IRTS (2011), Private Secretary to the Minister of State for Petroleum and Natural Gas, to his parent cadre on personal grounds, with the provision of extended cooling-off.

The Appointments Committee of the Cabinet (ACC) has approved the proposal of the Ministry of Petroleum and Natural Gas for the premature repatriation of Shri Narain S. N., an officer of the Indian Railway Traffic Service (IRTS), 2011 batch, who has been serving as Private Secretary to the Hon’ble Minister of State for Petroleum and Natural Gas, Shri Suresh Gopi.

The order specifies that Shri Narain S. N. is to be relieved of his duties immediately so that he may report back to his parent cadre on personal grounds. Importantly, the repatriation has been approved with the provision of “extended cooling-off”, in line with cadre management policies.

Background of the Officer

Shri Narain S. N. has served in various administrative and operational roles within the Indian Railway Traffic Service, contributing to transport management, logistics, and policy coordination. His deputation as Private Secretary to the Minister of State for Petroleum and Natural Gas placed him in a crucial role, assisting in ministerial functions, policy execution, and inter-departmental coordination within the energy sector.

Understanding Extended Cooling-Off

The cooling-off period is a tenure policy under the Central Staffing Scheme that regulates the movement of officers between central deputation and their parent cadre. The provision of extended cooling-off ensures that officers returning prematurely to their cadre are subject to a longer gap before being considered for another central posting.

This measure balances cadre management by preventing frequent shifts between central and state assignments, while also allowing officers to address personal or professional priorities in their parent cadre.

Significance of the Repatriation

The premature repatriation of Shri Narain S. N. highlights:

Flexibility in cadre management to accommodate personal grounds. Adherence to tenure policy through the extended cooling-off provision. Strengthening of parent cadre administration, as the officer brings back valuable central-level experience.

His return to the parent cadre ensures that his expertise, particularly in transport and logistics, can be utilized effectively at the state level while maintaining compliance with cadre rules.

The Appointments Committee of the Cabinet’s approval of Shri Narain S. N.’s premature repatriation to his parent cadre with extended cooling-off reflects the government’s emphasis on balancing officer welfare with cadre management policies. His immediate relief from central duties ensures a smooth transition, while the extended cooling-off provision maintains fairness and consistency in the deployment of senior officers.
