Arunachal Pradesh Government Reshuffles Senior IAS, IFS, and APCS Officers; Saugat Biswas Assigned Additional Charge as Commissioner (Law)

In a routine administrative exercise, the Arunachal Pradesh government has announced a reshuffle of portfolios among senior officials. The order, issued on January 16 by Chief Secretary Manish Kumar Gupta, takes immediate effect and covers four IAS officers, one Indian Forest Service (IFS) officer, and several Arunachal Pradesh Civil Services (APCS) officers. The move is intended to strengthen departmental coordination and ensure smooth functioning across the state administration.

Key IAS and IFS Transfers

Saugat Biswas (IAS, 2006 batch, AGMUT cadre): Currently serving as Transport Commissioner, he has been given the additional charge of Commissioner (Law).

Rajesh Kumar (IAS, 2014 batch): Secretary (Administrative Reforms and Training), he has now been entrusted with the additional responsibility of Secretary (Personnel and Vigilance).

YVVJ Rajasekhar (IAS, 2012 batch): Serving as Secretary of the Arunachal Pradesh Staff Selection Board (APSSB), he has been assigned the additional charge of Secretary (Animal Husbandry, Veterinary and Dairy Development), relieving H Tari.

Koj Rinya (IFS officer): Presently Secretary (Horticulture), he has been given the additional charge as Member of APSSB, relieving N Ete.

APCS Officer Changes

Hage Lailyang: Joint Secretary (Hydropower Development), now also holds the additional charge of Joint Secretary (Personnel).

Mika Nyori: Joint Secretary (Public Works Department), has been assigned the additional charge of Joint Secretary (Home).

Purpose of the Reshuffle

The government clarified that the reallocation of charges is part of routine administrative arrangements aimed at:

Improving coordination among departments

Strengthening accountability mechanisms

Ensuring efficient functioning of governance structures

Officials emphasized that no further cadre changes are expected at this stage, and the reshuffle is designed to maintain continuity while enhancing administrative efficiency.
