This prestigious list ranks all IAS officers belonging to the Arunachal Pradesh–Goa–Mizoram–Union Territories (AGMUT) cadre based on seniority and service records.

In the 2025 Civil List, Atal Dulloo held the second spot. However, from July 1, 2025, he officially became the senior-most IAS officer in the entire AGMUT cadre, which ensures his placement at the very top in the 2026 edition.

He cleared the UPSC Civil Services Examination in 1989 at the age of just 22, marking the beginning of an illustrious and long-standing journey in the Indian Administrative Service.
