The 1986 batch IAS officer of UP cadre, Balwinder Singh Bhullar, Joint Secretary, Ministry of Civil Aviation has been appointed as Additional Secretary, Ministry of Civil Aviation by upgrading the post of Joint Secretary to the level of Additional Secretary for a period of two years or until further orders, whichever is earlier.
