Bihar IAS Officer Rahul Kumar Appointed Director in Ministry of Minority Affairs

Rahul Kumar, a 2011-batch Indian Administrative Service (IAS) officer of the Bihar cadre, has been appointed Director in the Ministry of Minority Affairs in Delhi under the Central Staffing Scheme. The Government of India has approved his appointment for a period of five years from the date he assumes charge, or until further orders, whichever is earlier.

The Department of Personnel and Training (DoPT), under the Ministry of Personnel, Public Grievances and Pensions, communicated the decision to the Chief Secretary of Bihar through an official order issued in October 2026. The competent authority has approved the appointment, and the Bihar government has been requested to relieve Kumar of his current duties immediately so that he can take up his new assignment.

Rahul Kumar Appointed Director Under Central Staffing Scheme

According to the DoPT order, Rahul Kumar will serve as Director in the Ministry of Minority Affairs in Delhi. His tenure will be five years from the date he formally assumes charge of the post, subject to the condition that it may end earlier if further orders are issued.

The appointment brings the Bihar-cadre IAS officer into the central government’s administrative structure through the Central Staffing Scheme. The scheme provides a mechanism for appointing eligible officers from state cadres and services to designated positions in Union government ministries and departments.

The order directs the Chief Secretary of Bihar to ensure that Kumar is relieved of his existing responsibilities immediately, with instructions to join the Ministry of Minority Affairs. However, the document does not specify his current posting in Bihar or the date on which he is expected to assume charge in the ministry.

DoPT Directs Officer to Join Within Three Weeks

The appointment order also refers to the guidelines issued under the directions of the Appointments Committee of the Cabinet (ACC) concerning officers selected under the Central Staffing Scheme.

According to the DoPT’s circular dated August 17, 2005, an officer is expected to join the assigned post within three weeks from the date of issue of the appointment order. Failure to do so may lead to the initiation of proceedings to debar the officer from the Central Staffing Scheme.

The provision underlines the importance of timely joining after an officer’s selection for central deputation. Rahul Kumar has accordingly been asked to take up his new assignment after being relieved by the Bihar government.

Ministry of Minority Affairs Asked to Issue Appointment Notification

The DoPT has also forwarded a copy of the order to the Ministry of Minority Affairs for information and necessary action. The ministry has been requested to provide a copy of the formal appointment notification for Rahul Kumar once it is issued.
Copies have also been marked to the office of the Minister of State for Personnel, the Secretary of the Department of Personnel and Training, concerned officials and the officer through the Chief Secretary of Bihar.

The order was issued by Ajit Kumar Ranjan, Deputy Secretary to the Government of India, from the Office of the Establishment Officer at Kartavya Bhawan-3, New Delhi.
Five-Year Tenure in Central Government

Rahul Kumar’s appointment is for five years from the date of assumption of charge, or until further orders, whichever is earlier. The exact completion date of his tenure will therefore depend on his joining date and any subsequent administrative orders.

The appointment order confirms his selection as Director in the Ministry of Minority Affairs but does not provide details about the specific division or portfolio he will handle. His immediate release from the Bihar government has been requested to facilitate his transition to the central government assignment.
