Bihar Govt Transfers 10 IPS, 3 IAS and 3 BPS Officers; Komal Meena Gets Patna Rural SP Post
Separate notifications in this regard have been issued by the Home Department and the General Administration Department. Along with the transfers and postings, the government has also assigned additional responsibilities to three IAS officers, while two officers have been relieved of additional charges they were holding.
One of the notable changes on the police side is the appointment of IPS officer Komal Meena as Rural Superintendent of Police, Patna. The reshuffle also gives a number of relatively young IPS officers important field assignments across Bihar, while a senior IPS officer has been given a key vigilance posting.
Komal Meena Appointed Rural SP, Patna
IPS officer Komal Meena has been posted as the new Rural SP of Patna, one of the key district-level policing assignments in the state. The position carries significant responsibility, particularly because the Patna rural area covers a large geographical spread and requires close coordination between field-level police units.
Another major posting has gone to 2018-batch IPS officer Puran Kumar Jha. He has been appointed Superintendent of Police in the Vigilance Investigation Bureau, Patna, after a period of awaiting posting at Bihar Police Headquarters.
Jha had earlier served as Siwan SP. He was subsequently transferred to Police Headquarters following the firing of an AK-47 rifle during the Bihar Bandh in Siwan on July 25, amid protests linked to allegations concerning a NEET paper leak.
His new assignment in the Vigilance Investigation Bureau places him in an organisation responsible for investigating cases involving corruption and other vigilance-related matters. The posting comes as part of the latest round of changes ordered by the Bihar government in its police administration.
2024-Batch IPS Officers Receive Important Field Assignments
The latest reshuffle has also opened up several field-level positions for 2024-batch IPS officers. Seven officers from the batch have been posted as Sub-Divisional Police Officers in different parts of the state, giving them direct responsibility for policing and supervision at the sub-divisional level.
Aniket Kumar Dwivedi, IPS of the 2024 batch, has been appointed SDPO-I, Jehanabad. Deepti Monali has been posted as SDPO, Jamui, after being transferred from her earlier assignment as ASP, Gaya.
Hemant Singh, another 2024-batch officer, has been appointed SDPO-I (Town), Bhagalpur. He has moved from his previous position as ASP, East Champaran, to take up the new responsibility.
Karthikeyan A K has been posted as SDPO-II (Town), Muzaffarpur. Ketan Ashok Ingole has been appointed SDPO, Rajauli, in Nawada district.
Prasanna Kumar M V has been posted as SDPO, Narkatiaganj, West Champaran, while Saeem Raza has been appointed SDPO, Naugachhia.
These postings are significant for the young officers because field assignments provide direct exposure to district policing, law and order management, crime control and coordination with local administration. The latest changes indicate an effort to place the 2024-batch officers in operational roles across several districts.
IAS Officers Get New Assignments and Additional Charges
The administrative reshuffle also includes changes involving IAS officers and several important state-level organisations. Among the prominent appointments is that of 2011-batch IAS officer Naveen Kumar, who has been given additional charge as Managing Director of the Bihar Industrial Area Development Authority, or BIADA.
Naveen Kumar is currently serving as Special Secretary in the Prohibition, Excise and Registration Department. He is already carrying additional responsibilities as the principal or secretary-level head of the Information and Public Relations Department and as Managing Director of the Bihar State Beverages Corporation.
With the latest order, he will now also oversee BIADA as its Managing Director. The decision comes with Industry Department Secretary Kundan Kumar being relieved of his additional charge as MD, BIADA.
BIADA plays an important role in Bihar’s industrial development framework, particularly in relation to industrial areas, investment facilitation and infrastructure connected with industrial activity. The additional responsibility therefore adds another significant institutional assignment to Naveen Kumar’s existing portfolio.
Vivek Ranjan Maitrey Appointed Director of Sports
The government has also made a significant change involving 2017-batch IAS officer Vivek Ranjan Maitrey. He has been appointed Director of Sports after being transferred from his position as Additional Secretary in the Information and Public Relations Department.
The new assignment moves Maitrey from an information and publicity-related responsibility into the sports administration setup. His posting comes at a time when the state government is also making changes across several departments and institutions.
Another 2017-batch IAS officer, Anil Kumar, has also been shifted from his existing position. He has been transferred from the post of Director, Information and Public Relations Department, and appointed Managing Director of the Bihar State Building Construction Corporation Limited.
Despite the new appointment, Anil Kumar will continue to hold the additional charge of Managing Director, Bihar State Samvad Samiti. This means his responsibilities will continue to span both construction-related institutional work and the state’s news and communication organisation.
Abhishek Palasiya Gets Educational Infrastructure Corporation
Abhishek Palasiya, a 2020-batch IAS officer currently serving as Joint Secretary in the Road Construction Department, has been given a new institutional responsibility. He has been appointed Managing Director of the Bihar State Educational Infrastructure Development Corporation Limited.
The appointment places him at the helm of an organisation associated with educational infrastructure in the state. His previous experience in the Road Construction Department also gives him administrative exposure in a sector closely connected with infrastructure development.
Meanwhile, Shrikant Kundalik Khandekar, who is serving as Joint Secretary in the Chief Minister’s Secretariat, has been assigned additional charge as Joint Secretary in the Industry Department. He will hold the additional responsibility until further orders.
Three Bihar Police Service Officers Also Transferred
The Home Department’s notification also covers three officers belonging to the Bihar Police Service. Kundan Kumar, a 2007-batch BPS officer, has been posted as SP (Administration), Patna.
Sonu Kumar Rai, BPS 2010, has been appointed SP (Rural), Vaishali. The posting gives him responsibility for the rural policing structure of Vaishali district.
Dilip Kumar, a 2022-batch Bihar Police Service officer, has been posted as SDPO, Triveniganj, Supaul. His appointment to the position follows the cancellation of an earlier order under which Pankaj Kumar Singh had been transferred to SDPO, Triveniganj.
With that earlier transfer order now cancelled, Dilip Kumar’s posting to Triveniganj has been cleared. The change is part of the broader police-level adjustments announced by the Home Department.
Wide-Ranging Administrative Reshuffle Across Bihar
The latest Bihar government orders go well beyond routine transfers. They cover policing, vigilance, district administration, sports, industrial development and several major state-owned corporations, bringing a mix of field and institutional responsibilities under new officers.
On the police side, the reshuffle places officers in important positions in Patna, Jehanabad, Jamui, Bhagalpur, Muzaffarpur, Nawada, West Champaran and Naugachhia. The appointment of Komal Meena as Rural SP, Patna, and Puran Kumar Jha as SP, Vigilance Investigation Bureau, are among the more prominent changes, while the seven 2024-batch IPS officers have been moved into SDPO-level field assignments.
The IAS changes, meanwhile, have a strong institutional focus. Naveen Kumar has taken on the additional responsibility of BIADA Managing Director, Vivek Ranjan Maitrey has been moved to sports administration, Anil Kumar has been appointed MD of the Bihar State Building Construction Corporation, and Abhishek Palasiya has been given charge of the Bihar State Educational Infrastructure Development Corporation.
The government has also adjusted the additional charges held by senior officers, including relieving Kundan Kumar of the additional responsibility of BIADA. Taken together, the orders represent a substantial administrative exercise involving both the state’s police machinery and its civil administration.
For the newly posted officers, particularly those moving into field assignments, the coming months will bring direct responsibility for law and order, administration and implementation on the ground. At the same time, the changes involving BIADA, sports, construction and educational infrastructure indicate that the reshuffle is also aimed at realigning leadership across several important state institutions.
