In a rare but significant administrative decision, the Department of Personnel and Training (DoPT) has approved the cadre transfer of IAS officer Ravi Kumar Sihag from the Madhya Pradesh cadre to the AGMUT cadre. The move follows his marriage to fellow IAS officer Ishita Rathi, and highlights how personal milestones can intersect with the rules of India’s civil services.

Why the Transfer Was Approved

Under existing service rules, cadre transfers are permitted when two All India Service officers belonging to different cadres marry and request to serve in the same cadre for family reasons. This provision is designed to support family life while maintaining administrative efficiency.

Using this rule, Ravi Kumar Sihag applied for a transfer from Madhya Pradesh to AGMUT, the cadre to which his wife Ishita Rathi belongs. The DoPT formally approved the request on March 9, 2026, issuing orders that allow him to shift cadres on marriage grounds.

Marriage to IAS Ishita Rathi

Ravi Kumar Sihag married his batchmate Ishita Rathi on December 16, 2025. Their marriage attracted attention in civil services circles because both officers are well-known UPSC achievers with strong academic records and public visibility. The union has been widely described as a love marriage between two officers from the same generation of the IAS.

Why AGMUT Was Chosen

The AGMUT cadre—covering Arunachal Pradesh, Goa, Mizoram, and Union Territories—is one of the most diverse in the IAS system. Officers posted here can serve in multiple states and territories, ranging from Delhi to Puducherry, and from the Northeast to coastal Goa.

Since Ishita Rathi is already serving in AGMUT, Ravi Sihag’s transfer ensures that the couple can potentially serve within the same administrative ecosystem, reducing the challenges of maintaining family life across different states.

Current Postings of the Couple

Ishita Rathi: Currently serving as District Collector of Karaikal in Puducherry, having assumed charge in February 2026. Her posting has made Karaikal one of the most discussed AGMUT assignments in recent months.

Ravi Kumar Sihag: Before the transfer approval, he was posted as Sub-Divisional Officer (Revenue) in Lakhnadon subdivision of Seoni district, Madhya Pradesh. In this role, he managed local revenue administration and field governance.

Although his cadre transfer has been approved, Ravi Sihag’s exact posting within AGMUT is yet to be announced. It remains unclear whether he will be posted in Puducherry near Karaikal, or in other regions such as Delhi, Goa, Arunachal Pradesh, or Mizoram.

A Rare but Notable Administrative Decision
