18 Senior IRS Officers Shifted by CBDT in Major Reshuffle of DGIT & CCIT Ranks

Key Changes in Mumbai, Delhi, Ahmedabad, and Other Strategic Zones

In a significant administrative shake-up, the Central Board of Direct Taxes (CBDT) has issued transfer and posting orders for 18 senior Indian Revenue Service (IRS–Income Tax) officers at the Chief Commissioner of Income Tax (CCIT) and Director General of Income Tax (DGIT) levels.

The reshuffle, announced on Wednesday, aims to strengthen leadership and streamline tax administration across major regions. The majority of these appointments take immediate effect, while a few are aligned with upcoming retirements or pending promotions.

Major Reassignments Across Key Regions

The reshuffle covers high-impact zones such as Mumbai, Delhi, Ahmedabad, Rajkot, Bhopal, and Chennai. Noteworthy transfers include:

Satish K Goyal, previously DGIT (Investigation), Bhopal, has been appointed CCIT, Rajkot.

Anurag Prasad, currently CCIT (OSD), will become CCIT-1, Mumbai, following the anticipated promotion of Shri L.K.S. Dahiya.

Sushil Kumar Madhuk shifts from CCIT, Panaji to CCIT, Ahmedabad-1, while Rajesh Kumar Gupta moves from Rajkot to CCIT, Ahmedabad-2.

These changes reflect a targeted effort by the CBDT to position seasoned officers in regions critical to revenue collection and policy enforcement.

New Appointments in TDS, Investigation & Training Divisions

Several officers have been assigned to specialized wings within the department, including TDS, Investigation, and Training:

Harinder Kumar is the new CCIT (TDS), Mumbai.

Dr. S Shakir Hussain takes over as CCIT (TDS), Chennai.

Dr. Sibichen K Mathew, known for his work in policy and training, is appointed DGIT (Training), Nagpur.

Manoj Pandey has been moved to a critical role as DGIT (Investigation), Delhi.

Bijoy Kumar Panda replaces Satish K Goyal as DGIT (Investigation), Bhopal.

Leadership Succession & Regional Realignments

Some of the appointments are timed with retirements:

Rajesh Kumar Jha will take over as CCIT, Ranchi on August 1, 2025, after the retirement of Ranjan Kumar on July 31.

Additional new CCIT appointments include:

Divya Bajpai – CCIT, Vadodara

Vikram Sahay – CCIT, Mumbai-9

Dr. Sarita Mishra Kolhe – CCIT, Thane

Tajinder Pal Singh – CCIT, Kolkata-3

Jayaram Raipura – CCIT, Vijayawada

Devarathna Kumar Kallur – CCIT, Raipur

Nausheen Jahan Ansari – CCIT, Indore

These realignments are designed to ensure operational continuity, improve regional coordination, and enhance field-level oversight.

Policy Direction and Administrative Strategy

Observers and tax experts have welcomed the reshuffle, noting that it reflects CBDT’s broader strategy to modernize tax governance, especially in an era of increasing digitization, compliance enforcement, and litigation handling.

The appointments place experienced and performance-driven officers in positions that are vital to taxpayer service delivery, revenue mobilization, and investigative integrity.
