CBIC Reshuffles Senior IRS Leadership: Ten Officers Elevated and Assigned to Key GST, Customs & Audit Posts Nationwide

The Central Board of Indirect Taxes and Customs (CBIC) has carried out a significant restructuring of its senior leadership, promoting and transferring ten IRS (Customs & Indirect Taxes) officers to crucial administrative positions across India. The move, announced on December 3, 2025, includes appointments at both the Principal Commissioner and Commissioner levels, with all officers instructed to assume charge on or before December 15, 2025.

This latest reshuffle is designed to reinforce operational efficiency and enhance oversight within GST administration, Customs operations, data management, and audit functions.

Four Officers Elevated to Principal Commissioner Rank

CBIC has approved the elevation of four senior IRS officers from the 1995 batch to Principal Commissioner roles, placing them in high-impact assignments:

Pradip Kumar Suman (IRS-C&IT: 1995)
Assigned to Chennai North GST and Central Excise, where he will oversee taxpayer services, compliance monitoring, and enforcement functions in one of South India’s busiest GST zones.

Harbinder Kaur Prasad (IRS-C&IT: 1995)
Posted to Kochi GST and Central Excise, a region with high maritime trade activity and complex indirect tax portfolios.

S. Anantha Krishnan (IRS-C&IT: 1995)
Appointed Director General, Systems and Data Management, Delhi, a role central to CBIC’s digital transformation, analytics-driven compliance, and national IT infrastructure.

Upendra Singh Yadav (IRS-C&IT: 1995)
Named Director General, Audit, Mumbai, entrusting him with nationwide audit oversight, risk-based scrutiny, and revenue safeguarding initiatives.

Six IRS Officers Assigned Commissioner-Level Roles

The CBIC has also issued transfer orders for six officers at the Commissioner rank, many of whom are returning from central deputation:

Manjula Dundappa Hosmani (IRS-C&IT: 2002)
Posted to Chennai–VII Airport Customs after completing her deputation term, where she will handle passenger clearance, anti-smuggling operations, and airport cargo movement.

Hari Narayan Meena (IRS-C&IT: 2004)
Promoted and posted to Jodhpur GST and Central Excise, taking charge of enforcement actions and taxpayer outreach in the Rajasthan region.

Satyabrata Kumar (IRS-C&IT: 2004)
Assigned to the Appeals Wing, Siliguri GST and Central Excise, following the conclusion of his deputation.

Arvind Kumar (IRS-C&IT: 2006)
Posted to DGGI Hyderabad, a critical centre for intelligence-led investigations into GST evasion, fraud networks, and financial irregularities.

Raut Pandurang Kondiram (IRS-C&IT: 2006)
Sent to the Appeals Division, Thane GST and Central Excise, where he will manage appellate scrutiny and dispute resolution cases.

J. Mohammed Navfal (IRS-C&IT: 2007)
Posted to Audit, Nagpur GST and Central Excise, overseeing compliance verification and risk-based audit operations.

Officers Asked to Join Immediately

CBIC’s order mandates that all officers be relieved at once and report to their new roles no later than December 15, 2025. The instructions stress timely transition to avoid administrative gaps across critical wings, including:

GST field formations

Customs operations at airports and ports

Directorate-level intelligence units

Audit and compliance management systems

Officials indicate that such postings are aligned with CBIC’s broader goal of streamlining tax administration, enhancing enforcement capabilities, and improving taxpayer services.

The reshuffle marks one of the year’s most significant organisational updates within India’s indirect tax administration, signalling CBIC’s intent to maintain strong, experienced leadership across its nationwide framework.
