CBIC Promotes 6 Senior IRS Officers to Apex Scale – Key Move To Strengthening Tax Governance

In a notable administrative development, the Central Board of Indirect Taxes and Customs (CBIC) has promoted six senior officers from the 1991 batch of the Indian Revenue Service (Customs & Indirect Taxes) to the Apex Scale, the highest level in the Pay Matrix (Level 17). The promotions correspond to the panel year 2025 and were formally approved through an order issued on October 8, 2025, by the Department of Revenue, Ministry of Finance.

Strategic Move to Reinforce Policy Execution and Administrative Leadership

The decision to elevate these senior officials is widely seen as a strategic reform measure aimed at bolstering policy leadership, operational coordination, and institutional efficiency across India’s indirect tax administration.

With the country deepening its digital tax initiatives — such as GST automation, e-invoicing, and compliance analytics — this round of promotions strengthens the CBIC’s senior management structure to ensure continuity in leadership and smooth policy rollout.

Officers to Assume Apex Roles on “In Situ” Basis

As per the official communication, all empanelled officers will initially hold their Apex-level designations on an “in situ” basis, meaning they will continue to operate from their current locations until formal posting orders are issued with the approval of the competent authority.

Officers presently on central deputation will assume their new roles once they return to their parent cadre, ensuring a phased and stable transition in the administrative setup.

The following 1991-batch IRS officers have been elevated to the rank of Principal Chief Commissioner / Principal Director General:

Mr. Madan Mohan Singh

Mr. Shrawan Kumar

Ms. Arti A. Srinivas

Ms. Charul Baranwal

Their elevation recognizes over three decades of distinguished service in areas spanning policy formulation, enforcement, and revenue administration.
