Centre Approves Deputation of 3 Senior IRS Officers to Key Posts in Health, Home Affairs & Ports Sectors

Nishant Kumar Appointed Deputy Secretary at AIIMS; Nilabhra Dasgupta Moves to Deendayal Port Authority

The Central Government has approved a series of high-level deputation appointments involving senior Indian Revenue Service (IRS) officers across key ministries, including Health, Home Affairs, and Ports.
Nishant Kumar Appointed Deputy Secretary, AIIMS, New Delhi

Mr. Nishant Kumar, a 2015-batch IRS (Customs & Indirect Taxes) officer, has been appointed as Deputy Secretary at AIIMS, New Delhi, under the Ministry of Health and Family Welfare. This is a non-Central Staffing Scheme (non-CSS) post. He will serve on deputation for a period of four years from the date of assumption of charge or until further orders, whichever is earlier. The competent authority has directed his immediate relieving for the new assignment.

Radha Katyal Narang Transferred to Department of Official Language

Ms. Radha Katyal Narang, a 2005-batch IRS (Income Tax) officer, has been shifted laterally from her current role as Director in the Department of Justice to the Department of Official Language under the Ministry of Home Affairs. Her deputation under the Central Staffing Scheme (CSS) will continue until September 7, 2027, or until further orders. The transfer was approved by the Appointments Committee of the Cabinet (ACC), following recommendations by the Civil Services Board (CSB).

Nilabhra Dasgupta Appointed Deputy Chairperson, Deendayal Port Authority

Mr. Nilabhra Dasgupta, a 2008-batch IRS (IT) officer, currently posted as Deputy Chairperson of Paradip Port Authority, has been appointed to the same position at the Deendayal Port Authority, Kandla. His previous tenure has been curtailed to facilitate the new posting, which will extend up to May 10, 2028, marking the completion of his combined five-year deputation period outside the parent cadre, or until further orders. The appointment was cleared by the ACC as per a Department of Personnel and Training (DoPT) order dated June 14, 2025.

These strategic appointments reflect the government’s ongoing efforts to strengthen leadership across critical departments by deploying experienced officers through targeted deputations.
